Com o propósito de trazer uma visão ampla sobre a água e o saneamento a partir da lente dos direitos humanos, a Editora Fiocruz acaba de lançar o livro “Os Direitos Humanos à Água e ao Saneamento”, de autoria do engenheiro Léo Heller, pesquisador do Instituto René Rachou (Fiocruz Minas) e ex-relator especial da Organização das Nações Unidas – ONU para esta temática.
A obra em português está disponível para aquisição nos formatos impresso – via Livraria Virtual da Editora – e digital, por meio da plataforma SciELO Livros. A versão em inglês do livro – The Human Rights to Water and Sanitation – foi lançada em maio deste ano pela editora da Universidade de Cambridge (Reino Unido).
O título procura explicar e decodificar o significado da água e do saneamento como direitos fundamentais, articulando diferentes campos do conhecimento, como o do direito, o da água e do saneamento, o da saúde coletiva e o campo das políticas públicas. Dividida em quatro partes, a obra trata do histórico da emergência dos direitos humanos à água e ao saneamento; os macro determinantes, que acabam facilitando a violação desses direitos humanos; as políticas públicas, diretamente relacionadas à realização desses direitos; e de alguns grupos populacionais mais fortemente vulnerabilizados quanto ao cumprimento desses direitos.
No período de 2014 a 2020, Leo Heller ocupou o cargo de Relator Especial para os Direitos Humanos à Água e ao Saneamento (DHAS) ONU. Durante o período, Heller visitou diversos países em cinco continentes, e com base nisso, redigiu e apresentou relatórios com análises sobre a realidade de cada país, buscando compreender por que alguns grupos ainda estão excluídos desses direitos.
