Mais governadores consignam Carta que demonstra os riscos à aprovação da MP 844/2018

O atual governador do São Paulo, Márcio França, e o governador eleito do Espírito Santo, Renato Casagrande, engrossaram, na manhã de hoje, a carta conjunta dos governadores de todo o Brasil que alertam para os riscos da aprovação da MP 844/2018 com a atual redação.

No texto da carta, os governadores ressaltam que da forma como foi aprovado o relatório do Senador Valdir Raupp – relator da Comissão Mista que analisou a MP, fará com que o setor de saneamento tenha riscos de desestruturação e de piora das condições fiscais dos governos estaduais, além do agravamento das desigualdades. E, ao contrário do que diz o Governo Federal, os gestores afirmam que a MP 844, com o artigo 10-A, desestruturará os projetos com economia de escala.

Os governadores também falam sobre a falta de estímulo do Governo Federal para aumentar as parcerias entre o setor privado e os prestadores de serviços estaduais.  Seguindo a linha de pensamento de todas as entidades representantes das companhias públicas, os governadores também acreditam que o Artigo 10-A fará com que o Setor Privado se interesse unicamente pelos municípios rentáveis, enquanto a maioria dos municípios, pequenos e pobres, e aqueles onde há escassez hídrica, sejam delegados e fiquem sem solução. Desta forma, os municípios mais ricos irão avançar na universalização, enquanto os mais pobres vão ficar estagnados.

A Aesbe tem alertado desde novembro de 2017 que o artigo 10A da Medida Provisória 844 irá pulverizar a participação do setor privado no saneamento. Para o presidente da Aesbe, Roberto Tavares, os governadores desempenharam um papel muito importante ao se posicionarem neste momento. “O Governo Federal precisa acatar o que os governadores pedem. São eles que vão governar os estados e sentir na pele os efeitos negativos que a MP proporcionará, caso seja aprovada da forma em que está”, ressaltou o Roberto Tavares.
