Morre o ambientalista Paulo Nogueira Neto, criador da política ambiental no Brasil

Faleceu em Campinas/SP, nesta segunda-feira (25 de fevereiro), aos 96 anos, o ambientalista Paulo Nogueira Neto. Ele foi a primeira pessoa a ocupar o cargo de secretário do Meio Ambiente do governo federal (entre 1974 e 1986), função que hoje equivale a de ministro.

O biólogo foi responsável por grande parte da estrutura ambiental do Brasil. Professor de Ecologia aposentado da USP, articulou a criação de estações ecológicas com objetivo de valorizar a preservação da natureza, segundo publicação feita pelo Jornal da USP, em 2014. Também passou por suas mãos a articulação para as principais leis ambientais do país (a Lei 6938, da Política Nacional de Meio Ambiente é de 1981, antecipando as disposições ambientais da Constituição Federal, foi criada durante sua gestão como secretário). Esta lei definiu áreas de atuação do poder público, critérios e padrões de qualidade ambiental, normas de usos dos recursos naturais e de divulgação de dados e informações, além de estabelecer a obrigação de poluidores e degradadores de recuperar áreas impactadas ou indenizar os danos causados ao meio ambiente.

Na USP, Nogueira Neto tornou-se bacharel em Ciências Jurídicas e Sociais pela Faculdade de Direito em 1945 e depois fez o curso de História Natural, na Faculdade de Filosofia e Letras, o qual concluiu em 1959. Além disso, foi professor emérito do Instituto de Biociências, onde também foi um dos fundadores do Departamento de Ecologia Geral.

Ele é integrante da Academia Paulista de Letras desde 1991. Trabalhou em pesquisas sobre o comportamento de abelhas indígenas sem ferrão e publicou livros com estudos na área e sobre a criação de animais nativos vertebrados.

Reconhecimento 
Ao longo da carreira, o ambientalista recebeu uma série de homenagens. Entre os destaques está o Prêmio Paul Getty, láurea mundial no Campo de Conservação da Natureza, recebido com Maria Thereza Jorge Pádua em 1981. Além disso, foi eleito duas vezes vice-presidente do programa “O homem e a biosfera (MAB)”, da Unesco, e exerceu a presidência dele na sessão de 1983.

A atuação conservacionista fez com que fosse distinguido com a Ordem de Rio Branco (do Brasil) e com a Comenda da Arca Dourada, dos Países Baixos. Já no ano de 1997, ele recebeu o Prêmio Duke of Edinburgh 1997, da WWF Internacional.
