Mulheres no Saneamento: vidas transformadas em projeto de universalização

Conheça mulheres que, atuando no programa Se Liga na Rede, da Sabesp, levam saneamento para as comunidades vulneráveis e mudam suas vidas com esta atuação.

Como em tantos setores profissionais, o saneamento conta cada vez mais com a força das mulheres para avançar no Brasil. Mulheres que transformam o saneamento e têm suas vidas transformadas por ele, muitas em uma faixa etária desprezada pelo mercado de trabalho.

Um grande exemplo dessa transformação é o programa Se Liga na Rede, da Sabesp, em São Paulo. Concebido para promover a universalização, o programa consiste num trabalho de expansão de redes de esgoto em regiões de alta vulnerabilidade, de baixa renda, onde as pessoas praticamente não têm acesso ao saneamento ambiental completo. É adotado nos casos em que a residência fica em uma rua que já têm rede coletora instalada, mas o cliente não tem condições de fazer a reforma interna necessária à ligação do imóvel à rede. Com a assinatura do Termo de Adesão, o imóvel é fotografado, a obra é agendada e executada. Ao final, a casa é entregue para família em condições iguais ou melhores. E para que isso seja possível, o programa conta com um time de mulheres. São elas que visitam outras mulheres nessas áreas vulneráveis e explicam e convencem os moradores sobre a importância do saneamento.

Como Virgínia Placidina Luiz Fontoura, 49 anos, há três anos no Se Liga na Rede.

“Vendemos saneamento, esgoto de porta em porta. Explicamos os procedimentos referentes à cobrança. A gente trabalha nas comunidades. É um trabalho muito importante porque é mais difícil o acesso nas comunidades. A gente começa a levar saúde para as pessoas”, explica a consultora, que trabalha com adesão de clientes. “Se tiver que resumir esse projeto em uma palavra, está é oportunidade. Quando a gente passa dos 30 anos já tem poucas oportunidades no mercado de trabalho. Para mim, como mulher, foi muito importante, porque você tem a sua renda, horário flexível – você baixa o aplicativo e trabalha de acordo com o tempo disponível. É excepcional. Deveriam existir mais projetos como este. Porque é tão difícil vencer sem estudo. E da minha geração poucos têm faculdade.”

Oportunidade também é a palavra para Genair José da Silva, 57 anos e há quatro no projeto. “No meu caso, por causa da idade, algumas empresas não pegam. Foi uma porta que abriu. Quando entrei, vi que o trabalho era porta a porta, conversar com clientes e achei que seria difícil, mas não era e não é. Fui me adaptando e gostei porque pude ajudar meus filhos, meus netos. Este trabalho abriu ainda mais a minha mente como mulher porque na rua a gente conversa com as pessoas, tem muitas histórias de clientes e a gente acaba trazendo para nossa vida. Para mim, é ótimo. Como a renda ajudei a construir, a colocar comida em casa, comprar geladeira, fogão”, comemora.

Eliana de Cássia Franco Queiroz, 47 anos, também há quatro anos no programa, também vê este trabalho como vetor de transformações. “Mudou muita coisa na minha vida. O mercado de trabalho na minha idade é mais fechado, afirma Eliana, que já foi empregada doméstica. “A gente vai até o cliente, conversa e isso acrescenta muita coisa à nossa vida. A gente aprende a conviver com pessoas diferentes, vê a gratidão do cliente, que fica muito feliz porque é uma coisa que precisa para ter saúde. Eles falam que estavam esperando há muito tempo porque cai tudo no córrego, a gente sabe que não pode, tem rato. Ficam felizes porque sabem que é uma melhoria que está acontecendo”. Eliana ressalta que o projeto abriu muitas portas para as mulheres. “Nos acolheu, dá suporte e oportunidades de conviver, aprender. E ver o cliente feliz torna um trabalho agradável, você não se sente em um trabalho oprimida, presa. Você está fazendo um bem para alguém.”

Margarete Aparecida Fagundes, 44 anos, também frisa que, além das realizações pessoais, é uma satisfação conscientizar a população em relação à saúde. “Começamos a entrar nas comunidades, a entender a vida das pessoas, o que é o saneamento básico, a situação geográfica, as dificuldades, a situação das casas. É uma realidade que muitos não conhecem. Pessoas bem pobres, em condições desumanas. É um estado deplorável. Três famílias morando em uma mesma casa. Esse trabalho é muito importante porque nós conseguimos trazer a comunidade para a realidade. Conversamos com pessoas que moram há 20, 30 anos naquela localidade e não têm endereço de porta. Passamos para elas a importância de fazer parte da sociedade, de ter o comprovante de endereço no nome. Mostramos para as pessoas que viver bem começa pela saúde. Vivem numa situação tão ruim que até os odores fortes para eles passam a ser normais. Então, falamos sobre melhoria, da prioridade da qualidade de vida referente à água tratada e à saúde, saneamento básico para viver melhor.”

Ela também ressalta o papel das mulheres neste contato com a comunidade. “A mulher tem sido uma figura muito importante na comunidade porque ela é muito mais flexível do que o homem na abordagem, na forma de falar, passar informações e fazer a comunidade entender sobre a importância da saúde. A forma como a mulher apresenta o projeto sensibiliza o morador e faz uma diferença muito grande. Ela tem um quadro de confiança. A mulher tem ocupado um grande espaço na sociedade. O lado sensível dela e a forma de ela lidar com os problemas do dia a dia têm ajudado bastante a conquistar o seu espaço. Temos mulheres independentes financeiramente e mulheres casadas, que chegam a participar com mais de 30% na renda familiar. Nesse projeto, as mulheres se sentem muito confiantes e seguras.”

Programa inovador e eficaz

O programa tem ajudado a vida de muitas mulheres. E elas, com sua dedicação, tem ajudado o saneamento a alcançar quem dele precisa. “Foi um programa absolutamente inovador do ponto de visa de relações humanas. No setor já tinham sido feitas diversas experiências nesse sentido, de fazer ligações intradomiciliares em regiões de baixa renda. E a adesão e a adimplência, do estar em dia para manter o serviço, era muito baixas. Até que numa parceria com um fornecedor da Sabesp, desenhamos um trabalho social, coordenado pelas mulheres da própria comunidade que está recebendo o benefício. E esse foi o pulo do gato. A partir desse momento temos um índice de adesão altíssimo, uma vez que as pessoas estão falando a mesma língua, confiam em que é da comunidade e acima de tudo, a mulher traz uma percepção da comunidade de confiança, é a mulher que decide na comunidade, se a colega está orientando nesse sentido, ela abraça, adere e confia. E foi o que aconteceu e com isso conseguimos expandir e ainda temos muito a expandir. O programa vai até 2019”, explica Samanta Tavares de Souza, gerente do Departamento de Gestão de Relacionamento com o Cliente da Sabesp e coordenadora da Câmara Temática de Prestação de Serviços e Relacionamento com o Cliente da ABES.

Samanta ressalta ainda a mudança na vida das consultoras do programa. “Gerou renda dentro da comunidade, o que também é importante porque traz desenvolvimento e melhora a vida das pessoas. Cada mulher que participa tem um objetivo e no final de cada etapa a gente conversa e elas declaram que conseguiram alcançar seus objetivos, além de levar saneamento pra sua comunidade. Isso é gratificante demais!”

Para Juliana Almeida Dutra, diretora de projetos da Deep – Desenvolvimento e Envolvimento Estratégico de Pessoas e Clientes, empresa parceira da iniciativa e coordenadora adjunta da Câmara Temática de Prestação de Serviços e Relacionamento com o Cliente da ABES, a equipe apenas de mulheres apoia a estratégia de agilidade e proximidade do cliente. “Elas têm mais paciência nas explicações e empatia, pois nas casas a grande maioria de pessoas que recebem as consultoras são mulheres. Uma mulher pode entrar sem restrições em uma casa sozinha com outra mulher. Além disso, essas consultoras têm o respeito da comunidade, a maioria da nossa equipe são mulheres acima de 60 anos”.

O projeto, como ressalta Juliana, tem como foco cumprir o papel social em todas as suas vertentes. “Proporciona empregabilidade alta para um grupo que antes tinha pouca participação e conta com fatores positivos como a proximidade da comunidade, o respeito dos moradores e o carinho às profissionais, além da paciência no processo de comunicação, entre outros. São gêneros diferentes com atuações que, quando bem utilizadas, são muito estratégicas.”
