Posicionamento ABES: a anunciada extinção da FUNASA preocupa o setor de saneamento

A notícia da extinção da Fundação Nacional de Saúde – FUNASA vem preocupando seriamente os profissionais e as entidades do setor de saneamento, uma vez que é o único órgão do Governo Federal que atende o saneamento rural e as comunidades abaixo de 50 mil habitantes. Teme-se que a extinção reduza ainda mais essas ações, que hoje já são insuficientes. Por mais que a Fundação possa ter problemas, e demande uma gestão mais fortemente centrada em critérios técnicos, o seu desaparecimento pode agravar a situação.

A solução proposta, de transferir suas atribuições para um departamento a ser criado na Secretaria Nacional de Saneamento Ambiental, embora tenha o mérito de contribuir para concentrar em uma única área da Administração Federal as responsabilidades relativas ao setor, também preocupa, pelo receio de que possa desorganizar as ações e atribuições atuais. Há que se notar que a SNSA tem estrutura relativamente pequena, e pode ter dificuldade em assumir plenamente essas responsabilidades; com o agravante que um departamento da administração direta tem menos agilidade para atuar de que uma fundação. A eventual transferência de atribuições, deveria ser feita de modo estruturado, para não perder ações em andamento, capacidade de execução e quadros técnicos experientes; e a questão da natureza jurídica da organização de governo necessitaria discussão aprofundada.

Outra fonte de preocupação é a questão orçamentária.  O setor de saneamento vive situação de escassez de recursos. É fundamental que os recursos hoje alocados na FUNASA se mantenham para as mesmas finalidades de atendimento a pequenas comunidades e comunidades rurais.

Em outros momentos históricos, a extinção de órgãos da Administração que apresentavam problemas resultou em problemas ainda maiores, pela dispersão da capacidade de atuação então existente. A posição da ABES é que, se não houver garantias de que a estrutura, os quadros técnicos, as ações em andamento e os recursos orçamentários hoje existentes sejam, no mínimo, preservados, e, desejavelmente, ampliados, a extinção da FUNASA seja cancelada. E que as mudanças sejam amplamente discutidas. A ABES reitera sua disposição para participar intensamente da discussão. Baixe o documento aqui.

É preciso avançar na implantação do saneamento, mas o que é percebido com essa medida de extinção da Funasa é uma falta de compromisso com as áreas rurais e os municípios de pequenos portes. Como assistente social estou preocupada e pensando nos impactos sociais que vai acarretar com essa medidada.
