Presidente nacional da ABES participa de webinar do Portal  Migalhas sobre os novos decretos do saneamento

Alceu Guérios Bittencourt foi um dos especialistas presentes no debate e fez um panorama dos conceitos e explanou os pontos que a Associação defende em relação ao marco regulatório.

Nesta quarta-feira, 19 de abril, Alceu Guérios Bittencourt, presidente nacional da Associação Brasileira de Engenharia Sanitária e Ambiental (ABES), foi um dos especialistas do webinar “Os novos decretos do saneamento: legitimidade e impactos”, promovido pelo site Migalhas, em parceria com o escritório Milaré Advogados.

Moderado pelo advogado Edis Milaré, o encontro contou também com as participações de Consuelo Yoshida, professora da PUC-SP desembargadora federal pelo TRF da 3ª região, Luana Pretto, presidente executiva do Instituto Trata Brasil, Marcus Vinicius Cavasin, gerente jurídico da Sanepar, Rodolfo Costa e Silva, engenheiro sanitarista e consultor, e Sergio Goncalves, engenheiro civil e secretário executivo da AESBE – Associação Brasileira das Empresas Estaduais de Saneamento (Aesbe).  

Alceu fez um panorama dos conceitos e explanou os pontos que a ABES defende em relação ao marco regulatório.

Entre suas colocações, o engenheiro explicou que a primeira questão que a ABES sempre enfatiza é que a discussão na questão da universalização do saneamento muitas vezes foi e é marcada por visões simplistas, como se o não atendimento aos déficits fosse uma simples questão de incúria ou incapacidade. “É evidente que há muita ineficiência no setor e que mudanças são necessárias, mas os déficits são mais complicados e residem em muitas áreas que não estão equacionadas, como o saneamento rural, áreas informais em favelas e comunidades pequenas de baixa viabilidade. E muitas vezes se associou a discussão do saneamento comparando com outras infraestruturas. “O saneamento é a área mais complexa de todas, de longe, e muitas vezes a discussão foi marcada por uma comparação com o setor elétrico, que é muito mais simples institucionalmente e tecnicamente, em termos de atendimento. A nossa opinião é que o Marco tentou simular ou emular o efeito, por exemplo, do setor elétrico e levou algumas soluções coercitivas em excesso, como se a União pudesse impor mudanças aos titulares que são os munícipios e os estados. Acho que isso não é adequado em um ambiente democrático e não funciona. Esta é uma primeira questão. Nós defendemos soluções mais negociadas e achamos que o Marco precisava de ajustes e que os novos decretos vão numa direção. Podem não estar corretos e completos em todos os aspectos, mas eles vão nessa direção de soluções combinadas, soluções negociadas, que achamos que é mais adequado, eficiente e eficaz para atingir as metas”, afirmou.
