A ABES, por meio de sua Câmara Temática de Qualidade de Produtos Químicos, participou ativamente do GT constituído para a revisão da portaria.
Após seis anos em revisão, foi publicada, em 04 de maio de 2021, a PORTARIA GM/MS Nº 888, que dispõe sobre os procedimentos de controle e de vigilância da qualidade da água para consumo humano e seu padrão de potabilidade. A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, por meio de sua Câmara Temática de Qualidade de Produtos Químicos – CTQPQ, participou ativamente do grupo de trabalho técnico criado para a revisão desta portaria.
Esta Câmara Temática, coordenada por Maria Cristina Coimbra Marodin (geral) e Vasti Ribeiro Facincani (adjunta), desde sua criação, tem centrado esforços na criação de regras e procedimentos para implementação do Controle de Qualidade de Produtos Químicos utilizados para tratamento de água no Brasil, com ênfase na saúde da população abastecida.
Assim, por meio de forte integração com a Comissão de Estudos da ABNT, que elabora normas de produtos químicos para saneamento, também coordenada por Cristina Marodin e estrategicamente integrada por Vasti Ribeiro Facincani, foi elaborada e publicada desde 2009 a ABNT NBR 15784, que possibilitou o estabelecimento de regras, até então inexistentes no país, para se fazer cumprir uma das exigências da Legislação de Potabilidade de água do Ministério da Saúde, no que diz respeito à qualidade dos produtos químicos utilizados no tratamento da água.
Para operacionalizar o cumprimento dessa exigência, a CTQPQ da ABES propôs, construiu e implementou no país o processo de controle desses produtos, o qual foi oficialmente legitimado pelo Ministério da Saúde/ Vigilâncias Sanitárias a partir de 2014. Vale também destacar o importante papel da Câmara Técnica de Controle de Qualidade – CTCQ, coordenada por Vasti Ribeiro Facincani no âmbito da AESBE, que por ter se empenhado para a implementação do processo de exigência pelas operadoras de saneamento nacionais, os procedimentos instituídos pela CTQPQ foram consagrados em todo Brasil.
Segundo Cristina Marodin, com a publicação da nova portaria mais um importante passo rumo à segurança da água consumida pela população foi dado, mediante a citação explicita da ABNT NBR 15.784 no artigo 14, Inciso VIII, ficando clara a que normativa a Portaria anterior já se referia, porém sem nomear.
Ademais, conforme ressalta Vasti Facincani, a citação, nesse mesmo inciso, do Laudo de Atendimento aos Requisitos de Saúde – LARS e do Comprovante de Baixo Risco à Saúde – CBRS, documentos esses, elaborados e implementados no país pela CTQPQ da ABES, além de melhor direcionar a exigência, coroa de forma inequívoca os esforços empreendidos por essa Câmara Temática, especialmente ao longo dos últimos 7 anos.
