Rio Water Week: “o saneamento ambiental ainda é mal entendido por boa parcela de nossa população”, afirma Dante Ragazzi

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES promoverá, entre os dias 26 e 28 de novembro, o mais importante evento sobre água no mundo: a RIO WATER WEEK – Semana da Água do Rio. O encontro, que acontecerá pela primeira vez no Brasil, será realizado no Riocentro, no Rio de Janeiro. As inscrições estão abertas e poderão ser feitas aqui.

Na entrevista, a seguir, o engenheiro Dante Ragazzi Pauli, ex-presidente nacional da ABES e um dos coordenadores da programação, que contempla 9 temas centrais, desenvolvidos em 20 tópicos e 35 sessões, sob a coordenação de especialistas nacionais e internacionais, fala sobre a realização. Para Dante, que coordena também a Câmara Temática de Comunicação no Saneamento da entidade, “o saneamento ambiental ainda é mal entendido por boa parcela de nossa população”. Mas a melhoria na comunicação, conforme ele, é um dos fatores que devem mudar esta percepção da sociedade em relação às questões sanitárias.

“Há avanços no sentido de fazer a população perceber como o Brasil ainda tem que investir em saneamento: o Ranking ABES da Universalização do Saneamento, que tem sido destacado e abordado pela mídia em todo o país, é um desses avanços. O estudo Copa do Saneamento, que aproxima o tema do público por meio de uma paixão mundial, também”, destaca o especialista.

A RWW, que já ocorre em outros países, como Suécia e Cingapura, reunirá profissionais e empresas do Brasil e outros países e envolverá também a comunidade acadêmica, especialistas e organizações internacionais para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e em todo o mundo, com foco no ODS 6 –  ÁGUA E ESGOTO PARA TODOS ATÉ 2030.

Esta será a segunda vez que a CT participa de um evento histórico (a primeira, foi no Congresso ABES/Fenasan2017). Como você vê a presença da Câmara na RWW?

Dante Ragazzi Pauli – Continuamos no firme propósito de melhorar a comunicação em nosso setor para que, a partir do conhecimento por parte nossa sociedade, este tema tão relevante passe a ser tratado como prioritário. E ter a comunicação como um dos temas de um evento internacional é um dos passos para vencer esse desafio.

ABES Notícias – Qual é a importância para o Brasil da realização de um evento internacional consagrado em outras cidades do mundo? E como a CT de Comunicação pode contribuir para as discussões do setor tanto em âmbito nacional como internacional?

ABES Notícias – Qual é a sua opinião sobre o cenário da comunicação no saneamento no Brasil? Quais são os maiores desafios e dificuldades?  Como sua melhoria pode ajudar o setor a avançar?

Dante Ragazzi Pauli – Acho que o saneamento ambiental ainda é mal entendido por boa parcela de nossa população. Não consigo entender, por exemplo, a falta de vontade de não conectar os esgotos domésticos à rede pública, quando o sistema de esgotos é instalado. Será pelo aumento na conta mensal de água? Será que nossa abordagem é ruim? O que fará com que nossa população perceba a importância do saneamento? A melhoria da comunicação é um dos fatores que devem mudar esta percepção e, novamente, fazer o tema ser prioritário. Há avanços no sentido de fazer a população perceber como o Brasil ainda tem que investir em saneamento: o Ranking ABES da Universalização do Saneamento, que tem sido destacado e abordado pela mídia em todo o país, é um desses avanços. O estudo Copa do Saneamento, que aproxima o tema do público por meio de uma paixão mundial, também. Ainda assim, a impressão que tenho, às vezes, é de que falamos para nós mesmos. Por isso ainda temos que investir muito em comunicação.

ABES Notícias – O debate em torno do tema água sob um ponto de vista mais amplo, com a participação de diferentes entes (empresas, ONGs, governos e outros organismos), será o grande desafio da RWW. Qual é a sua opinião sobre essa diversidade e como ela pode contribuir para a discussão?

Dante Ragazzi Pauli – Ótimo tratar a água a partir de muitas e diversas visões, pois tudo é água. Ouvi de um colega norte-americano que “não existe água ruim. Tudo é água”. Sempre gosto da troca de experiências com profissionais de outros países, para entender quais seus grandes desafios e como superaram alguns deles.

ABES Notícias – Como o país pode contribuir para esta discussão mundial e o que outros países poderão agregar ao debate e à experiência brasileira?

Dante Ragazzi Pauli – Os profissionais do setor, bem como operadores de sistemas e nossas universidades têm produzido bons materiais e participam de congressos e encontros aqui e fora do Brasil. Saber o que ocorre fora de nosso país é de extrema importância para, além do debate tecnológico, encontrarmos atalhos e diminuir o prazo para melhorar as condições ambientais do Brasil e garantir quer o saneamento promova a saúde e a qualidade de vida das pessoas.

ABES Notícias – Como vê avalia o papel da ABES como entidade que está trazendo para o Brasil, como organizadora principal, um evento deste porte?

Dante Ragazzi Pauli – A ABES tem deixado claro que é a mais importante associação do saneamento ambiental brasileiro. A ABES congrega todos – profissionais, estudantes, cientistas, acadêmicos, empresas públicas e privadas –  e com muito trabalho voluntário, voltou a ocupar o papel de protagonismo no setor.

Dante Ragazzi Pauli – Os impactos políticos podem ser muito mais eficientes se os debates técnicos e institucionais também o forem. Isto provoca “barulho” e, finalmente, exigem posicionamento político de nossa associação e também de nossos governantes.
