Sancionada Lei que incentiva investimentos em saneamento básico no País

A Lei 13.329, que cria o Regime Especial de Incentivos para o Desenvolvimento do Saneamento Básico – Reisb, foi sancionada nesta segunda-feira, 1º de agosto, pelo presidente em exercício Michel Temer, e publicada na edição desta terça-feira (02) do Diário Oficial da União.

Com origem em um Projeto do senador José Serra relatado na forma de substitutivo na Câmara dos Deputados por João Paulo Papa (PSDB-SP), a lei tem como objetivo fazer com que as empresas prestadoras de serviços públicos de saneamento aumentem seus investimentos e recebam, em contrapartida, a concessão de créditos para o pagamento de tributos federais.

De acordo com o texto, o regime especial começa a valer daqui a dois anos e se estenderá até 2026. Neste período, as empresas devem ampliar os seus investimentos em projetos que priorizem o alcance das metas de universalização do abastecimento de água e da coleta e tratamento de esgoto. Outras exigências para as empresas são a preservação de áreas de mananciais, o aumento da eficiência e a introdução de inovações tecnológicas nos sistemas de abastecimento.

Um artigo do projeto original, porém, foi vetado pelo Executivo. Era o que definia o mecanismo da concessão dos créditos perante a Contribuição para o Financiamento da Seguridade Social – COFINS e a Contribuição para os Programas de Integração Social e de Formação do Patrimônio do Servidor Público – PIS/PASEP. Segundo o deputado João Paulo Papa (PSDB/SP), que foi o relator do projeto na Câmara, a ideia era estabelecer um piso para os investimentos, calculado a partir dessas contribuições tributárias.

Para a ABES, a sanção da Lei é um importante passo para o saneamento, mas ainda não atende aos anseios do setor. “Precisamos de forma rápida definir como será o mecanismo de concessão dos créditos, e seu repasse às operadoras de saneamento ambiental do país. Sem a definição dos mecanismos, a Lei não atingirá o objetivo, que é ajudar o Brasil a universalizar os serviços de saneamento ambiental”, afirma o presidente Roberval Tavares de Souza.

    레버리지 스탁은 큰 수익을 약속하지만, 그만큼 큰 위험도 동반합니다. 주식 시장의 변화는 예측이 곤란하기 때문에, 레버리지 사용을 이용할 때는 언제나 상장 추세를 정밀하게 관찰하고, 손실을 최소화할 수 있는 방법을 구성해야 합니다.
