Saneamento básico pode passar a ser direito constitucional

O saneamento básico poderá passar a ser um direito previsto no texto constitucional. A PEC 2/2016, apresentada pelo senador Randolfe Rodrigues (Rede-AP), modifica o artigo 60 da Constituição e torna o saneamento um direito social, assim como educação, saúde, trabalho, moradia, lazer, alimentação, previdência social e segurança.
Levantamento do Instituto Trata Brasil, com base nos dados de 2014 do Sistema Nacional de Informações sobre Saneamento, mostrou que metade da população brasileira não tem esgoto coletado em casa e que cerca de 35 milhões de pessoas não têm acesso à água tratada, aponta o senador.
Randolfe destaca que a falta de saneamento básico causa graves problemas de saúde à população. O site Portal Saneamento Básico listou uma série de doenças decorrentes do não tratamento de água e esgoto. Entre elas, febre amarela, hepatite, leptospirose e febre tifoide, além de infecções na pele e nos olhos.
O parlamentar acrescenta que embora esteja ligado ao direito à saúde, o saneamento básico é esquecido, daí a necessidade de ser tratado como um direito social próprio, para que políticas públicas sejam desenvolvidas de forma mais específica.
“As consequências têm sido muito graves para a qualidade de vida da população, principalmente da parcela mais empobrecida. Nas periferias, nas regiões interioranas e nos grandes centros populacionais, a falta de saneamento básico é problema central para a falta de saúde”, afirma Randolfe.
A PEC 2/2016 aguarda designação de relator na Comissão de Constituição, Justiça e Cidadania (CCJ).
