Geógrafo Thomas Ficarelli, coordenador do JPS-SP, relata experiência da viagem que fez ao Quênia, na África, para pesquisa de seu doutorado

O coordenador do programa Jovens Profissionais do Saneamento da ABES-SP (JPS-SP), Thomas Ficarelli, passou quase 20 dias (entre os dias 20 de junho e 8 de julho) em Nairóbi, capital do Quênia, para um estudo de caso sobre Sistemas de Informações Geográficas (SIG) em companhias de saneamento básico. Um dos objetivos da viagem, segundo ele, que no começo do ano também visitou Fortaleza/CE e já planeja ir para Budapeste (Hungria), é comprovar que essas tecnologias são aplicáveis em qualquer lugar do mundo.

Na entrevista, a seguir, Thomas conta detalhes desta “experiência apaixonante. Enriquecedora do ponto de vista profissional e acadêmico, mas também pessoal e espiritual”. Confira.

ABES Notícias – O que motivou você a escolher o Quênia (África) para este trabalho de pesquisa que está desenvolvendo para o seu Doutorado?

Thomas Ficarelli – Os países africanos são bastante negligenciados em pesquisas internacionais, ao mesmo tempo em que possuem muitas demandas por melhorias em serviços públicos, inclusive no saneamento ambiental. Por outro lado, é necessário conhecermos de perto as estruturas e profissionais que lidam com esses desafios por lá, para conhecermos melhor aplicações criativas e alternativas às práticas dos países desenvolvidos, as quais costumeiramente são mais caras e inviáveis a muitos países africanos.

Em minha pesquisa, estudo a forma como as companhias de água e esgoto se apropriam e aplicam tecnologias geoespaciais (mapas digitais, sistemas de informações geográficas, GPS, Drones etc.) e como funciona a relação entre a equipe de gestão e equipe técnica nesse processo. É muito delicado para uma companhia abrir as portas para um pesquisador desconhecido, mas fiquei muito feliz ao escrever a proposta e apresentar contrapartidas ao sr. Philip Gichuki, CEO da Companhia de Água e Esgoto de Nairóbi (capital do Quênia), o qual aprovou a solicitação no mesmo dia em que a enviei, em janeiro de 2017.

Além, de lá, visitei a CAGECE (Fortaleza-CE) e no futuro irei à Budapeste (Hungria). Um dos objetivos é comprovar que essas tecnologias são aplicáveis em qualquer lugar do mundo. E que gestão é mais importante que investimentos nesse processo, o que viabiliza cidades de países menos ricos terem amplas aplicações nos seus serviços também.

ABES Notícias – É possível fazer uma breve análise da situação do saneamento naquele país (ou na região em que você esteve) com a do Brasil (ou São Paulo). Semelhanças e diferenças, iniciativas que deram certo e que poderiam servir tanto para aquele país como para o nosso?

Sim. Temos muito a trocar. Em Nairobi, os efluentes de drenagem e de esgotamento sanitário são tratados em uma mesma Estação (Kariobangi), além dessa contar com biodigestor de lodo, cujo gás é utilizado para manter a temperatura interna desses mais elevada e acelerar o metabolismo microbiológico. O lodo é oferecido a agricultores, cuja recomendação é a de aplicar para fins que não sejam alimentos (ex: mudas de reflorestamento e flores).

Além disso, na companhia existe um departamento específico para tratar de áreas irregulares e favelas, o qual é altamente articulado com as comunidades e lideranças desses locais. Apesar das dificuldades sociais e de engenharia, os projetos têm dado certo e vêm garantindo água potável por meio de torneiras e banheiros comunitários, pelas quais os cidadãos podem usar os serviços e encher galões de água a preços extremamente baixos.

Ao falar das companhias brasileiras, eles ficaram muito surpresos com os Sistemas de Supervisão e Aquisição de Dados (SCADA) que temos, por exemplo na SABESP e na CAGECE. Eles gostariam muito de instalar um na companhia, porém estão preocupados com os custos elevados e prazo do retorno de investimento (ROI).

ABES Notícias – Você esteve com integrantes do Young Water Professionals (YWP), programa do país afiliado à International Water Associations (IWA), e que faz um trabalho parecido com o do JPS. Poderia contar um pouco como foi essa experiência?

Thomas Ficarelli – Nunca imaginei que participar do JPS no Brasil pudesse me abrir tantas portas. O fato deles fazerem trabalho semelhante, mesmo que por outra associação, nos põe em contato com uma realidade muito maior. Além disso, vê-los proativos na política foi muito inspirador para mim. Os jovens têm bastante espaço no Quênia para a participação política e creio que no Brasil temos muito a aprender com eles quanto a isso. As visões comuns sobre as necessidades urgentes de nosso meio ambiente nos coloca num mesmo patamar e nos traz a consciência que devemos trabalhar em conjunto e na escala planetária. Além disso, espero que essas amizades e contatos permaneçam por um longo futuro.

ABES Notícias – O que mais chamou a sua atenção nesta pesquisa de campo? O que você vivenciou que foi mais marcante, sobretudo em relação às questões ambientais?

Thomas Ficarelli – Em relação aos serviços de água e esgoto, me surpreendi com o compromisso da companhia em buscar alternativas para as áreas irregulares, tornando a população participativa no processo. Além disso, a companhia é bem estruturada e vejo que esses serviços só tendem a melhorar em Nairóbi.

No entanto, houve outras questões ambientais que estão menos controladas. Em primeiro, os resíduos sólidos urbanos se apresentam como um problema. Raramente há cestos de lixo na rua (exceto na área central comercial), via de uma a duas vezes por dia pessoas queimando lixo na rua. E nas pontes que atravessam os córregos, via um acúmulo grande de lixo. As pessoas aproveitam as cheias, quando a água arrasta todo o lixo acumulado, não há coleta seletiva, dentre outros problemas. Os jovens profissionais me fizeram muitas perguntas e ficaram felizes de saber que no estado de São Paulo houve uma grande política no setor para regularização de aterros com ajuda da CETESB.

Outro problema foi a poluição atmosférica. A política de uso do solo é bastante eficiente no país, visto que nos centros urbanos só podem haver indústrias pouco poluentes. No entanto, os veículos não são controlados e muitos deles emitem fumaça preta constantemente, como caminhões e ônibus. Seria bom haver uma política nesse sentido.

ABES Notícias – E o que você observou no que se refere à relação das pessoas da região com o meio ambiente, saneamento?

Thomas Ficarelli – Muitos dos quenianos com quem eu conversava, fora da companhia, ficavam contentes de saber que vim do Brasil para estudar esse assunto lá. Eles têm bastante consciência da importância do tema e das deficiências locais. No entanto, a falta de lixeiras vejo como um grande desincentivo para o descarte correto. No que tange à água, devido à recente crise hídrica que Nairóbi vem enfrentando, vejo a população mais consciente quanto ao consumo, apesar de ainda não existir incentivos fiscais ou na conta d´água para diminuição do consumo.

No centro da cidade, por exemplo, vi muito menos lixo no chão do que nos bairros de periferia. Os serviços são melhores prestados e organizados, há mais lixeiras, e vê-se que a população se mobiliza para manter o espaço mais limpo. É necessário que ambos, o poder público e a população, façam a sua parte, seja no Quênia ou no Brasil.

Além disso, eles são muito orgulhosos na natureza exuberante do país, dos parques nacionais e unidades de conservação. Me pareceu que eles estão muito atentos às questões de desmatamento e preservação de áreas verdes, inclusive por terem políticas específicas sobre este assunto.

ABES Notícias – Na sua visão, como esse conhecimento, adquirido nessa viagem, pode contribuir no seu trabalho com o JPS-SP e, consequentemente, com o saneamento no Brasil?

Thomas Ficarelli – A contribuição vem do fato dos jovens serem mais engajados na política local. Eles conhecem diretamente a equipe da prefeitura, da ONU e do Parlamento Panafricano. Além disso, eles trabalham para que o programa dos jovens lá seja financeiramente autossustentável e que tenha impacto real nas populações. Além disso, nossos problemas de saneamento ambiental são ora semelhantes ora diferentes, assuntos sobre os quais podemos trocar muito conhecimento (poluição do ar, drenagem urbana, projetos de reflorestamento, regulamentação do solo, tecnologias de tratamento etc.).

Os jovens devem se tornar mais participativos. No Quênia existem políticas públicas direcionadas aos jovens, na companhia de saneamento eles são muito incentivados a fazerem cursos e apresentarem seus trabalhos em congressos e no exterior. No JPS-SP, estamos estudando a possibilidade dos jovens participarem mais dos comitês de bacias, o que considero uma ótima porta de entrada para o mundo política.

Fui estagiário no setor de saneamento de minha cidade e só ai me consciencializei do quanto ainda temos que trabalhar para que nossos serviços de água e esgoto (tirando poucas cidades) sejam realmente de excelência, e que para tanto será necessário aspectos que envolvam, na minha singela opinião, a educação e o respeito com o meio ambiente, para atingirmos este objetivo.
