Simpósio Gestão de Saneamento Ambiental em Áreas de Vulnerabilidade Socioambiental reúne em Salvador especialistas do setor e líderes comunitários

O simpósio reuniu representantes de empresas de saneamento, prestadoras de serviço e do Banco Mundial para discutir os desafios e casos de sucesso de operacionalização dos pilares do saneamento ambiental – água, esgoto, drenagem e resíduos sólidos –  em áreas de risco e baixa renda, além de líderes comunitários.

Participaram da abertura do evento: o presidente nacional da ABES, Roberval Tavares de Souza; a presidente da ABES-BA, Vanessa Brito; a coordenadora da CT Prestação de Serviços e Relacionamento com Clientes, Samanta Souza; e o diretor técnico de planejamento da Empresa Baiana de Águas e Saneamento – Embasa, César Ramos.

Líderes comunitários

Juliana Dutra, diretora de projetos da Deep Desenvolvimento e Envolvimento Estratégico de Pessoas e Clientes e também coordenadora (adjunta) da Câmara destacou a participação da liderança comunitária no encontro. “Eles conseguiram colocar a visão deles em relação à prestação de serviços nas áreas socialmente vulneráveis”, disse.

Segundo ela, foi interessante ouvir deles que não sabiam da preocupação das Concessionárias com essas áreas carentes. “Eles não tinham ideia da preocupação com a saúde das pessoas, achavam que era somente com a água. Não sabiam que a concessionária tinha uma ideia tão global do saneamento em relação ao ser humano”, contou Juliana, que em sua palestra abordou o tema ‘Estratégias e tecnologias sociais dedicadas ao segmento de saneamento’.

Ainda de acordo com Juliana, os líderes comunitários afirmaram também que aprenderam muito e levarão isso para a vida, e que a partir de agora vão reforçar o discurso em relação ao pagamento da conta. “Eles puderam ver que tem diferença de tarifas sociais de uma área para outra. Na visão deles foi muito produtivo, ficaram felizes em participar e ver a concessionária sob um outro ponto de vista”, contou ela.

Troca de experiências

Sobre o evento como um todo, a Juliana ressaltou: “um grande ganho que tivemos foi a oportunidade de dividir ideias e pontos de vista com várias regiões e também – um pouco – com a América do Sul”, frisou ao citar a participação de Stalin Poveda, de Guaiaquil/ Equador, e de Oscar Alvarado, especialista do Banco Mundial, que falaram acerca de práticas para a sistematização de metodologias com foco socioambiental sustentável em países em desenvolvimento.

Para a coordenadora da CT Samanta Oliveira, o resultado do trabalho foi positivo. “A proposta era trazer pluralidade e não um olhar apenas por uma vertente. Conseguimos cumprir o objetivo”, ressaltou.

Ela destacou alguns pontos sobre o encontro. “Levamos o Banco de fomento para dar sua visão de como financiar a entrada nessas áreas e seu viés é: para ter resultado e alcançar o sucesso, as soluções para atuação nas áreas de vulnerabilidade precisam ser simples e práticas para serem implantadas. Levamos também o olhar da empresa, das concessionárias sobre como viabilizar estas obras com a rapidez necessária, com o custo adequado – aqui foi apresentado o contrato de performance”, lembrou Samanta, acrescentando ainda os cases de sucesso da atuação com a população, praticas de urbanização e como tratar dos lixões em área carentes.

Assim como Juliana ressaltou, o ápice do encontro, na opinião de Samanta Oliveira, foi a participação daqueles que usa o serviço: os líderes de comunidades. “Foram três líderes comunitários. Eles assistiram todo o evento e trouxeram o olhar deles em relação ao tema”, afirmou. “E o mais importante de tudo é que apesar de formas diferentes de se enxergar o assunto, o objetivo é o mesmo: todos têm a consciência da importância da universalização dos serviços com a maior rapidez possível”, finalizou.
Os palestrantes também opinaram sobre a importância do evento.

“As discursões e colocações demonstraram a importância nas ações integradas de políticas públicas nas áreas de vulnerabilidade, o poder concedente, as companhias devem planejar as ações. Ações desde um reordenamento urbano e a de saneamento com a participação das comunidades locais. Sem a partipação e discussão locais não haverá êxito no projeto. Os depoimentos dos agentes comunitários culminou o final do evento demonstrando muito bem o que eles pensam. ‘O celular traz visibilidade por isso paga uma conta de R$80’. Precisamos trazer para essa comunidade a visibilidade da saúde promovida pelo saneamento e mudar esse conceito. E um dos profissionais de grande importância nessa mudança de cultura é o assistente social com ações desenvolvidas e que devem ter equipes para as manutenções.” ‘Claudio Franco Fontes, engenheiro civil da Superintendência de Operação Sul da EMBASA, apresentou o Programa Com+Água’.

“Quando praticamente metade da população brasileira não tem acesso à rede de esgoto. São mais de 35 milhões de brasileiros e brasileiras, que continuam sem acesso a água tratada. Eventos como o que a ABES organizou, com ampla diversidade de profissionais que atuam nas diferentes frentes do saneamento, além de representantes da sociedade civil, apontam a urgência do estabelecimento de uma política de Estado para a superação do quadro de carências que, apesar dos investimentos realizados na última década, ainda é grave no país. O Brasil já possui diagnósticos e tecnologias suficientes para o enfrentamento do problema. Há que se ampliar o debate e estruturar junto aos entes federados, com a participação dos diversos segmentos da sociedade, as estratégias de ação que garantam os recursos necessários e a efetividade da solução ao longo dos anos.” Geraldo Juncal – GTA (OSCIP) – apresentou o tema ‘Intervenções de saneamento e educação em comunidades de baixa renda de Guarulhos-SP’.

“O evento foi de importância estratégica, um passo importante no enfrentamento da questão do saneamento nas áreas vulneráveis de nossas cidades. Como iniciativa inovadora da ABES, através de sua Câmara Temática de Prestação de Serviços, o evento conseguiu reunir em Salvador uma boa amostra dos principais aspectos e agentes de transformação da realidade nas áreas vulneráveis, dentre instituições, profissionais e representantes comunitários. Conforme ressaltado pelo Presidente da ABES, Roberval Tavares na abertura, o evento buscou a devida valorização do tema no cenário nacional de saneamento e políticas públicas, com grande impacto em saúde pública e cidadania.” Gilberto Antonio do Nascimento, membro da diretoria da ABES-DF, engenheiro civil e ambiental – Gerência Nacional de Sustentabilidade e Responsabilidade Socioambiental – GERSA/CAIXA ECONÔMICA FEDERAL.

“O tema escolhido foi muito apropriado à conjuntura atual que emerge para universalização dos serviços de saneamento ambiental, com benefícios adicionais para o meio ambiente e a saúde, principalmente em áreas de vulnerabilidade social. O Simpósio proporcionou o intercâmbio entre as empresas e a possibilidade de replicação de experiências bem-sucedidas. Percebemos que as empresas estão sensíveis em desenvolver ações na área de mobilização social externa para dar sustentabilidade, governabilidade e perenidade aos programas implantados.” ‘Cibele Fontes Pereira também apresentou o Programa Com+Água’.

“A grande importância deste seminários promovidos pela ABES em Salvador foi  trazer para o debate as melhores práticas de atuação dentro desta comunidades vulneráveis no Brasil, Os índices de atendimento dos serviços de abastecimento de água e saneamento no Brasil ainda estão distantes da universalização pretendida e necessária, especialmente nas regiões Norte e Nordeste do país. Há assim uma grande disparidade entre as demais regiões, onde o maior déficit se concentra em áreas de baixa renda, bem como nas periferias das grandes cidades. Podemos verificar neste dia de trabalho excelentes práticas utilizadas pelas empresas que realmente tem foco e gestão de perdas em áreas carentes. De maneira geral, entendemos que o trabalho de regularização de ligações de água e esgoto em áreas de alta vulnerabilidade social tenha resultados eficientes e eficazes é preciso implementar algumas políticas que respondam principalmente a estas classes menos favoráveis. Deve haver tarifas subsidiadas, uma parceria muito forte com as lideranças comunitárias destas comunidades e um trabalho de logo prazo, visando a mudança de cultura de utilização da água, bem como a responsabilidade pelo pagamento das contas”. Cristóvão José Silva, ‘que falou sobre Regularização dos serviços de água e esgoto em núcleos de baixa renda pela modalidade de contratos de performance’.      

“Parabenizamos à ABES pela iniciativa em propor um evento voltado para discutir a temática do Saneamento em áreas de vulnerabilidade socioambiental, uma vez que é importante se identificar e dar visibilidade a estas áreas, pois isto trará subsídios para o planejamento e a formulação de políticas públicas que possam melhorar a qualidade de vida, saúde, e promover a cidadania nestes espaços. Foi também uma importante oportunidade para ressaltar a relevância da atuação de profissionais da área social, em seus diversos contextos de atuação e sobretudo o entendimento de que para o alcance de resultados é preciso destacar a necessidade de um trabalho integrado. Agradecemos pela oportunidade de indicarmos a líder comunitária, Justina Santana representante do Bairro Calabar, em Salvador, que é nossa parceira há mais de dez anos, a participar do Simpósio e compor a última mesa.
