Joper Padrão em debate sobre projeto do BNDES para PPI das empresas de saneamento: “A ABES defende a eficiência na prestação de serviços”

Joper Padrão (à dir.), no debate da AcRio: defesa à eficiência do setor

O diretor nacional da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES , Joper Padrão do Espírito Santo, também diretor e vice-presidente do Conselho Empresarial de Meio Ambiente e Sustentabilidade da ACRio, foi um dos palestrantes da mesa redonda sobre o projeto do Banco Nacional do Desenvolvimento – BNDES para PPI das empresas de saneamento, realizada no Rio de Janeiro, nesta sexta-feira, 9. Promovido pelo Conselho Empresarial de Meio Ambiente e Sustentabilidade da ACRio na Casa do Empresário, o encontro contou com as participações do presidente da Associação Comercial do Rio de Janeiro, Paulo Protásio, e de outros três palestrantes: o professor Haroldo Mattos de Lemos, presidente do Conselho Empresarial de Meio Ambiente e Sustentabilidade da ACRio, o economista Fernando Cariola, diretor do Conselho Empresarial de Políticas Econômicas da ACRio, e Carlos Henrique da Cruz Lima, diretor do Sindicato Nacional das Concessionárias Privadas dos Serviços Públicos de Água e Esgoto, SINDCON.

Haroldo Mattos de Lemos, que organizou o evento, iniciou a abordagem traçando uma análise comparativa da performance no Brasil com outros países, adotando a Coreia do Sul, de onde regressou nestes últimos dias em missão pela ABNT, como parâmetro de desenvolvimento.

O especialista citou a mensagem de Roberval Tavares de Souza, ao assumir a presidência da ABES Nacional, ressaltando que no caso específico do setor de Saneamento, não se deve entender que a privatização seja uma panaceia para os problemas identificados. Reforçando o pensamento de Roberval, Haroldo frisou que “a eficiência das organizações, públicas ou privadas, aliada à clareza de definição das fontes de financiamento, é que deveriam nortear os debates pela sociedade.”

O palestrante repudiou ainda as informações que atribuem, no caso do Rio de Janeiro, a privatização da CEDAE como forma de reduzir o endividamento do Estado com a União.

Em sua fala, o economista Fernando Cariola, representando o Conselho Empresarial de Políticas Econômicas da ACRio, abordou aspectos como os impactos das perdas no fluxo de recursos das empresas, e enfatizou em sua mensagem a importância que deve ser dada à falta do adequado esgotamento sanitário e seus impactos econômicos na saúde pública e no meio ambiente.

Carlos Henrique da Cruz Lima, diretor do Sindicato Nacional das Concessionárias Privadas dos Serviços Públicos de Água e Esgoto, fez sua exposição baseado nas notícias veiculadas pela grande imprensa a propósito da intenção do BNDES de propiciar um ambiente favorável à implantação do Programa de Parcerias de Investimento para o setor de saneamento. A partir da exposição de dados sobre a performance do setor nacional comparativamente a de outros países da América Latina, dos BRICS e dos países desenvolvidos, concluiu: “A proposta de subconcessões para a iniciativa privada, pelas empresas estaduais de saneamento, pode ser, no entender do SINDCON, uma alternativa para a reversão dos dados desfavoráveis.”

Encerrando as palestras, o diretor da ABES, Joper Padrão, iniciou sua exposição pela reflexão dos ensinamentos que devem ser extraídos dos Jogos Olímpicos do Rio de Janeiro. Joper realçou as palavras do Presidente do COB na cerimônia de abertura, que enfatizaram a importância de se “celebrar” as diferenças, como uma forma de se reduzir as barreiras culturais que geram o clima propicio ao pensamento fundamentalista, para reafirmar o pensamento da ABES: “A ABES, com a experiência acumulada em 50 anos de atividades associativas que agregam o mais significativo extrato da expertise da competência profissional e empresarial do setor, não se deixa levar por atividades contrárias ou favoráveis à presença e à participação da iniciativa privada ou das empresas públicas na operação dos serviços. O que move a ABES é a atenção para a adequada prestação de serviços à sociedade e proteção quanto aos impactos ambientais decorrentes da falta de abrangência onde essa condição ainda é verificada.”

Em seguida, Joper lembrou a importância da decisão governamental, décadas atrás, de fazer existir o PLANASA, que teve como concepção a criação de um sistema em que o BNH atuava como o seu eixo, fomentando a criação e fortalecimento das Empresas Estaduais de Saneamento, que passaram a ser seus “satélites”, operando os serviços no âmbito estadual..
Destacou também o papel da ABES, entidade identificada pelo BNH como capaz de ser o agente de fomento ao desenvolvimento técnico e organizacional das Empresas Estaduais de Saneamento. Nesse ponto, refletiu a respeito dos reflexos da decisão governamental de extinção do BNH, diante do que os satélites – as EES – passaram a orbitar sem o fomento para o contínuo desenvolvimento técnico-profissional, e sem uma fonte de financiamento capaz de suportar seus planos de investimentos.

E falou sobre a atuação da ABES na promoção do debate sobre temas cruciais do setor. “A Diretoria Nacional da ABES recém eleita, representativa das diversas regiões geoeconômicas do país, das formações profissionais e das experiência de cada um de seus diretores, prontamente convocada pelo Presidente Roberval Tavares de Souza, dedicou-se a discutir temas de efetiva relevância, dentre estes destacando a questão central desta mesa redonda, do que resulta o pensamento construtivo de que deve se dar relevância à eficiência dos entes operadores e às fontes de financiamento, como citou o Presidente Haroldo em suas palavras iniciais”, pontuou.

Antes de fazer uma análise sobre as questões de caráter local, Joper concluiu por afirmar que, em seu ponto de vista pessoal, a sociedade deve exigir mais do que a eficiência, a eficácia dos entes operadores e, através da mais adequada e rigorosa regulação do setor, fazer observar os compromissos assumidos de modo que a tão desejada universalização dos serviços se transforme em fato real.

Ao final, o Presidente Haroldo abriu a palavra aos Conselheiros presentes e a participantes, dentre os quais liderança sindicais e de associações de classe presentes, entre eles, o presidente da Seção Rio de Janeiro, o engenheiro Sergio de Almeida.

O Conselho Empresarial do Meio Ambiente e Sustentabilidade da ACrio anunciou que o tema prosseguirá sendo a agenda da próxima reunião, quando o BNDES deve ser convidado a expor o Programa de Parcerias de Investimentos.
