Reunião do ConCidades aprova resolução relacionada à regulação do saneamento

Entre os dias 30 de novembro e 2 de dezembro, foi realizada, no Ministério das Cidades, em Brasília/DF, a 50ª Reunião Ordinária do Conselho da Cidades – ConCidades. A ABES é representada no Órgão por Darci Campani, Conselheiro da ABES nacional.

Na ocasião, foram aprovadas, entre outras, duas resoluções importantes. A primeira, após o tema ser apresentado pelo Secretário Nacional de Saneamento, Alceu Segamarchi Júnior, trata da criação de um ente para supervisionar a regulação do saneamento em âmbito nacional. “Não seria um Órgão regulador, mas sim atuaria acima dos reguladores para procurar homogeneizar a discussão e criar parâmetros nacionais”, ressalta Campani.

Na Representação da ABES, conforme relata o engenheiro, foi sugerido que a ferramenta fosse subordinada ao Ministério das Cidades, e não a ANA como a Casa Civil estaria encaminhando. “A moção, além de apoiar a criação, traz força ao Ministério dizendo que deveria estar sob o seu comando, inclusive por que a ANA tem outra missão e atuar não diretamente na área do saneamento”, enfatiza.

Já a segunda resolução aprova a realização de um Seminário sobre os 10 anos da Lei de Saneamento, visando realizar amplo debate sobre os efeitos de sua aplicação, as facilidades, dificuldades e pontos ainda a serem atingidos.

Outro ponto de destaque – e polêmico – da reunião, de acordo com Campani, foi em relação à convocação da 6ª Conferência das Cidade, que estava aprovada para ser realizada em junho de 2017. O governo, porém, não alocou recursos orçamentários para viabilizá-la, na proposta orçamentária que tramita no Congresso Nacional, para 2017. “Este debate dominou 2 dos 3 dias de reunião, tendo em vista a falta de uma proposta do governo que pudesse ser aceita pela maioria do Conselho”, conta o representante da ABES.

Ainda segundo Darci Campani, haverá uma reunião da Comissão de Sistematização, ainda este mês, pois: “algumas Conferências estaduais estão programadas para serem realizadas logo e precisam do texto sistematizado e de nova reunião do Conselho para fevereiro de 2017, para então acertar o novo calendário para a Conferência”, diz. “Também foi marcada nova reunião do Conselho para o início de fevereiro de 2017, para ser acertada uma nova proposta de data para a Conferência, tendo claro que as Conferências Estaduais terão seguimento conforme o calendário até então em vigor”, completa.
