Encontro acontecerá no SP Expo de 2 a 6 de outubro, debatendo os temas mais relevantes do saneamento ambiental. Esta será uma oportunidade única de conhecer inovações tecnológicas, debater políticas públicas, intercambiar informações e ampliar a rede de contatos profissionais. As inscrições estão abertas.

Um dos temas mais relevantes do momento no Saneamento Ambiental no Brasil, a discussão sobre saneamento público e/ou privado terá dois painéis no Congresso ABES-Fenasan 2017: um no dia 3 de outubro, às 16h15, e o segundo, no dia 4 de outubro, às 14h. O Congresso será realizado de 2 a 6 de outubro no São Paulo Expo pela ABES- Associação Brasileira de Engenharia Sanitária e Ambiental e pela AESabesp – Associação dos Engenheiros da Sabesp (programação técnica dias 3, 4 e 5 de outubro; solenidade de abertura no dia 2 e visitas técnicas em 6/10).

O painel do dia 3, que integra os “Diálogos Setoriais”, discutirá a contraposição, frequentemente colocada de modo inadequado, entre prestação de serviços por empresas de economia mista, autarquias e administração direta, entendidas como prestação direta pelo setor público, e prestação por empresas privadas, diretamente como concessionárias, ou como titulares de contratos de parceria público – privado, subconcessões ou outras.

Serão discutidos, entre outros aspectos, a importância de promover a eficiência na prestação de serviços; a necessidade de boa regulação para tanto; a necessidade de ampliar as fontes de recursos para investimento e os arranjos contratuais que permitam, seja o operador público ou privado, promover a universalização da prestação de serviços, incorporando todos os usuários, incluindo os que necessitam subsídios, ou sistemas não plenamente viáveis do ponto de vista econômico.

No dia 4, o painel “Saneamento Público e/ou Privado: diferentes situações – diferentes soluções” dará sequência à discussão sobre prestação de serviços por entes públicos ou privados, dando ênfase a diferentes arranjos possíveis para dar resposta a situações específicas.

Serão discutidas as mesmas questões propostas no painel do dia 3, mas procurando guiá-las pela perspectiva de casos singulares.
