Congresso ABES Fenasan 2017 promove Conferência Livre de Saúde inédita e lança Câmara Temática de Saúde Ambiental

O Congresso ABES-Fenasan 2017, promovido pela ABES– Associação Brasileira de Engenharia Sanitária e Ambiental e pela AESabesp – Associação dos Engenheiros da Sabesp entre os dias 2 e 6 de outubro, sediou, pela primeira vez em sua história, uma Conferência Livre de Saúde.

Com o tema “Saneamento no Território: Como estabelecer e fortalecer o diálogo entre os setores de saneamento e de saúde?”, a conferência discutiu a importância de políticas públicas integradas no cenário atual, levando em consideração o crescimento das cidades e regiões metropolitanas.

O painel foi coordenado pela diretora da ABES-SP e coordenadora das Câmaras Técnicas de Saúde Pública e Resíduos Sólidos de São Paulo, Roseane Maria Garcia Lopes de Souza, que iniciou com a leitura do texto base utilizado para a conferência (leia abaixo).

A abertura ficou por conta do Superintendente de Planejamento Integrado – PI da Sabesp, Dante Ragazzi Pauli, ex-presidente da ABES e coordenador da Câmara Temática de comunicação no Saneamento, que destacou a relevância deste tipo de ação. “Quando surgiu a ideia de fazer a conferência eu de pronto achei muito interessante. A ABES tem lutado bastante, com vocês sabem, ela é uma entidade com mais de 50 anos, e é muito ativa nos debates do setor. Ultimamente nós temos tentado aproximar cada vez mais o saneamento da sociedade. Ele chega de forma muito tímida para a população, que ainda tem poucas informações a respeito. Nós ainda temos muito a fazer e este painel é um passo muito importante, por isso eu agradeço a todos pela presença e participação”.

Luiz Belino Ferreira Sales

Em seguida, Luiz Belino Ferreira Sales, do Departamento de Vigilância em Saúde Ambiental e Saúde do Trabalhador do Ministério da Saúde iniciou a Mesa Redonda: Saneamento no Território: Como integrar as ações entre os setores de saneamento e de saúde?, com a palestra ‘As metas da saúde, dengue, zika e a revisão da Portaria 2914/11 sobre padrão de potabilidade de água para Consumo Humano’.

Em sua apresentação, Luiz Belino falou sobre vigilância em saúde e destacou quais são as perspectivas para a integração do saneamento e da saúde. “Hoje, nosso intuito é ampliar o objeto da vigilância, ampliar a capacidade de predição, e ampliar a integração entre as áreas de vigilância, que é justamente o que estamos fazendo aqui hoje. Além disso, precisamos fortalecer a capacidade de atuar nos antigos objetivos, com a vigilância de doenças transmissíveis no novo cenário epidemiológico, bem como consolidar novos objetos”.

 

 

José Carlos Mierzwa

Na sequência, o Prof. Dr. José Carlos Mierzwa, do Departamento de Engenharia Hidráulica e Ambiental da Escola Politécnica da USP discorreu sobre as ‘Barreiras Múltiplas em Sistemas de Tratamento de Água conversando com o Plano de Segurança da Água’, e ressaltou mais uma vez a riqueza da discussão. “Esse é sem sombra de dúvida um debate muito importante, principalmente por estar havendo um processo de revisão das políticas de abastecimento no Ministério Público”.

 

 

 

Wanderley da Silva Paganini

A mesa redonda foi encerrada com a palestra ‘O Saneamento e as Barreiras Sanitárias como Indutoras da Promoção da Saúde’, do Prof. Dr. Wanderley da Silva Paganini, Superintendente de Gestão Ambiental da Diretoria de Tecnologia, Empreendimentos e Meio Ambiente da Sabesp, que destacou a necessidade de levar este tipo discussão para a sociedade. “No ponto de vista do saneamento nós fomos treinados para fazer saneamento com obra. A síntese da minha fala é como incluir a população nesse setor, trazendo informação e educação para a utilização dos serviços. Agora é o momento de darmos um passo adiante, não só na questão da tecnologia, mas de como utilizar os recursos que já temos”.

 

Ao final, Maria Lucia Coelho Silva, diretora nacional da ABES e articuladora das Câmaras Temáticas da entidade, lançou a nova Câmara Temática de Saúde Ambiental, que será coordenada por Roseane Maria Garcia Lopes de Souza.

Maria Lucia Coelho e Roseane Souza também foram delegadas para participar da Etapa Nacional da 1ª Conferência Nacional de Vigilância em Saúde e levar as propostas aprovadas pelos participantes do painel.

”Foi a primeira vez na história dos congressos da ABES que nós fizemos uma conferência livre de saúde e nós conseguimos fazer com que o público aprovasse as propostas. Ou seja, não basta realizar uma conferência, nós temos que ter coisas concretas para pode encaminhar para o Conselho Nacional de Saúde. Então a gente espera que a nossa proposta seja robusta e que ela chegue na Conferência Nacional de Vigilância em Saúde. Além disso nós tivemos as experiências dos professores, cada um trouxe uma visão, o que eu achei muito legal, que soma, porque uma das coisas que fica mais claro é que eu tenho que pensar em tecnologia, mas antes eu também tenho que pensar em educação, na questão da comunidade. Eu acho que nessa pauta tem que estar todo mundo junto”, comentou Roseane.

 

Confira abaixo a lista de propostas aprovadas:

 

1º Lugar Resíduos Sólidos – Investir em tecnologia para o processamento e reciclagem dos resíduos sólidos urbanos.
2º Lugar Metas de Saúde – Estabelecer metas progressivas relacionadas à universalização do saneamento.
3º Lugar Articulação Institucional – Elaborar planejamento integrado das áreas de saúde pública com o saneamento ambiental, por intermédio da Fundação Nacional de Saúde e do Ministério das Cidades, para promoção de ações, avaliação de indicadores de saúde e de saneamento, para a melhoria da qualidade de vida da população e conjugação de esforços nas políticas públicas.
4º Lugar Áreas com deficiência de saneamento básico – Priorizar os recursos financeiros disponíveis no setor de Saúde, para o saneamento de áreas com registro de enfermidades relativas à deficiência ou à inexistência de saneamento.
5º Lugar Informação e comunicação para o saneamento – Disponibilizar as informações e as bases de dados do Ministério da Saúde relacionados ao saneamento (vigilância da água, cadastro de populações em áreas contaminadas, surtos e agravos relacionados ao saneamento ambiental), e integrá-las na plataforma do Ministério das Cidades.
6º Lugar Agrotóxicos – Controlar a pulverização aérea de agrotóxicos no campo para o uso agrícola, uma vez que há o risco de contaminação dos mananciais.
7º Lugar Zoonoses – Promover campanhas de sensibilização sobre a importância da limpeza de áreas sujeitas ao acumulo de água parada. Envolver os agentes comunitários e utilizar equipamentos no combate à dengue e a zika vírus (ex: utilização de drones para inspeção de áreas com riscos de propagação).
8º Lugar Valorização da educação sanitária e de saúde ambiental – Implantar matéria obrigatória no ensino fundamental de saneamento ambiental em todas as escolas (públicas e privadas) com o objetivo de que a próxima geração tenha consciência da importância do saneamento para a saúde e meio ambiente.
9º Lugar Áreas com deficiência de saneamento básico – Auxiliar financeiramente os municípios para o estudo de soluções de saneamento básico para comunidades isoladas.
10º Lugar Recursos financeiros – Estudar a possibilidade de utilização do dinheiro arrecadado com as multas dos serviços de saneamento, de forma exclusiva para a melhoria do setor de saneamento.
11º Lugar Recursos financeiros – Destinar recursos financeiros para a FUNASA e o Ministério das Cidades, para aplicação em estudos e planejamento de saneamento básico nos municípios, no sentido de erradicar as doenças causadas pela falta de saneamento.
12º Lugar Valorização da educação sanitária e de saúde ambiental – Fomentar a educação sanitária e de saúde ambiental em parceria com os setores de saneamento e saúde.

 

13º Lugar Água para consumo humano – Revisar a Portaria 2914/11 estabelecendo claramente as áreas de atuação do setor saúde, meio ambiente, regulação e recursos hídricos.
14º Lugar Metas de saúde – Estabelecer com os serviços de saneamento, no âmbito municipal, as metas de saúde.
15º Lugar Valorização da educação sanitária e de saúde ambiental – Sistematizar ações e programas de educação sanitária e de saúde, através de convênios com órgãos de saneamento, educação, saúde, veículos de comunicação e organizações não governamentais.
16º Lugar Informação e comunicação para o saneamento – Informar, com agilidade, os serviços de saneamento acerca das doenças e surtos, ocasionados pela água para consumo humano, esgotos sanitários, drenagem e resíduos sólidos.
17º Lugar Assistência técnica – Estabelecer parcerias para assistência técnica aos municípios na elaboração de termos de referência, editais, acompanhamento de projetos e obras e suporte à gestão.
18º Lugar Articulação institucional – Realizar programas e projetos conjuntos, entre o setor saúde e saneamento, na busca de soluções para a universalização do saneamento.
19º Lugar Agrotóxicos – Proibir a pulverização aérea de agrotóxicos (fumacê), em áreas de alto risco de contaminação ambiental, para o combate do mosquito transmissor das doenças dengue, chikungunya e zika.
20º Lugar Assistência técnica – Destinar recursos permanentes para Programas de governo voltados a assistência técnica aos municípios, para a elaboração de termos de referência, editais, acompanhamento de projetos, obras e suporte à gestão.
21º Lugar Resíduos sólidos – Priorizar investigações epidemiológicas na população exposta a áreas contaminadas, incluindo os lixões.
22º Lugar Água para consumo humano – Destinar recursos para análises da água para consumo humano relativo à utilização de fontes alternativas.
23º Lugar Água para consumo humano – Estabelecer os parâmetros para as análises obrigatórias de grupos específicos de contaminantes.
24º Lugar Zoonoses – Gerenciar a retirada de resíduos dos piscinões para que haja a diminuição da proliferação dos mosquitos que trazem riscos à saúde.
25º Lugar Resíduos sólidos – Combater as doenças decorrentes do manejo irregular de resíduos sólidos.

 

TEXTO ORIENTADOR DA CONFERÊNCIA LIVRE CONGRESSO ABES/FENASAN 2017(*)

A poluição gerada pelos processos de produção e consumo desenfreados resulta em enorme impacto no meio ambiente e na vida das pessoas. Nas práticas de saúde coletiva as questões ambientais e de saneamento básico são ainda grandes problemas sanitários, representando de 30 a 35% na carga global das doenças, havendo a necessidade de dar consistência às vinculações no campo da saúde e saneamento. No Brasil, de acordo com a Organização Mundial da Saúde, estima-se que 18% dos problemas de saúde estão relacionados com a poluição. Associada às queimadas da Floresta Amazônica, a liberação de gases de efeito estufa contribuem ao problema das mudanças climáticas que resultam em mais riscos à saúde, especialmente das populações vulneráveis, decorrente do aumento da temperatura do planeta.

A crise da água, duramente vivenciada pelas populações do semiárido, atinge os grandes centros urbanos do Nordeste, Centro-oeste e Sudeste. A região metropolitana de São Paulo viveu recentemente a pior escassez de água dos últimos 80 anos. Os eventos climáticos extremos vêm se acentuando, agravando efeitos sobre grandes centros urbanos que cresceram de modo desordenado, com grandes concentrações de população em suas periferias, sem planejamento e uso do solo adequados, com a consequente poluição, degradação do ambiente e má qualidade de vida.

Em nosso país, a ocupação desordenada do solo é a maior responsável pelos danos à vida e à saúde decorrente dos desastres de origem natural. O assentamento em áreas de risco é um fenômeno que vem se agravando progressivamente.

A baixa oferta e o limitado acesso de grande parcela da população brasileira ao saneamento básico é um desrespeito aos direitos humanos e traz grave impacto sanitário. É responsável por ciclos de grandes epidemias de doenças transmitidas por mosquitos ao longo dos últimos 30 anos. Inicialmente dengue, agora concomitantemente dengue, zika e chikungunya, estas doenças incidem sobre a saúde de milhões de pessoas. As complicações neurológicas de crianças cujas mães contraíram Zika durante a gravidez – especialmente a epidemia de microcefalia registrada na Região Nordeste – revelam a face dramática de um Estado com limitada capacidade de proteger seus cidadãos. Estas epidemias recorrentes revelam também a não efetividade dos programas e ações de controle de vetores centrados na dispersão de agrotóxicos no interior e no entorno das residências das famílias brasileiras e na responsabilização dos indivíduos. Mais absurda ainda é a lei recém-editada que possibilita a dispersão de agrotóxicos por aviões nas áreas urbanas visando o controle de mosquitos transmissores de doenças.

Com os impactos das condições climáticas (enchentes, secas); do despejo de esgotos “ïn natura” nos corpos d’água; do lançamento de resíduos sólidos em mananciais; dos custos elevados de operação, se impõe o desafio constante para os serviços de água e esgoto de tratar o tema gestão de riscos como ferramenta às boas práticas de prestação de serviços.

O agravamento das crises política e econômica pelas quais o país vem passando só faz aumentar a oportunidade da discussão do saneamento ambiental. O investimento em infraestrutura, particularmente em saneamento, em que tem grandes déficits de atendimento até hoje, continua sendo uma questão central para um projeto de país. Outros pontos relevantes são licenciamento ambiental; o saneamento em favelas, um dos grandes déficits do país; saneamento em metrópoles; sustentabilidade urbana; as questões operacionais, eficiência, riscos à saúde, gestão de ativos, gestão ambiental, a nova Lei das Estatais; formas de contratação de serviços e de projetos.

Partindo da compreensão de que:

  1. a) A saúde da população é resultante da forma como a sociedade se organiza nas dimensões econômica, social, política, ambiental e cultural;
  2. b) O atual contexto político-econômico-social-ambiental e sanitário do país indica a deterioração ou ameaça aos meios de reprodução da vida social 01;

As ações de Saneamento e de Saúde devem incidir sobre diversos planos, cabendo à Vigilância em Saúde examinar as condições de vida e saúde das populações para organizar intervenções nos seus respectivos territórios e ao setor saneamento criar políticas públicas que de fato tragam a universalização dos serviços básicos de saneamento nos municípios brasileiros.

O debate sobre Vigilância em Saúde dentro do contexto do saneamento favorece discutir formas de como combinar, da maneira mais integrada possível, os meios e as políticas públicas existentes para promover um novo padrão de saúde entendido também como qualidade de vida, bem como soluções para resolver problemas de saúde das pessoas e das coletividades.

A complexidade da realidade brasileira impõe que todos sejam protagonistas: Saneamento, Recursos Hídricos, Meio Ambiente, Saúde, academia, empresas e sociedade civil, a fim de possibilitar programas e projetos de forma universal, integrada, participativa e territorial, possibilitando assim as melhores práticas para promoção do saneamento e da saúde pública.
