Simpósio Internacional de Resíduos de Serviço de Saúde, de 11 a 13 de abril: momento é crucial para discutir boas práticas de gestão

Entre os dias 11 e 13 de abril, a Associação Brasileira de Engenharia Sanitária e Ambiental – Seção São Paulo (ABES-SP), em parceria com diversas instituições (veja abaixo), promoverá o Simpósio Internacional de Resíduos de Serviço de Saúde –SIRSS. O evento, que contará com a presença de especialistas brasileiros internacionais, entre engenheiros, técnicos, pesquisadores e tomadores de decisões, será realizado no Instituto de Pesquisas Tecnológicas (IPT), em São Paulo.

O objetivo do encontro é apresentar as normas da ABNT (Associação Brasileira de Normas Técnicas) cujo escopo é a normalização no campo de resíduos de serviços de saúde, no que concerne à terminologia, classificação, requisitos de gerenciamento, procedimentos de coleta, armazenamento, tratamento, métodos de ensaio e generalidades e, também fomentar as principais questões acerca do tema no âmbito da Política Nacional de Resíduos Sólidos (PNRS), bem como debater sobre a convergência, oportunidades e desafios da aplicação das normas da ABNT nas empresas e instituições.

Para os moderadores dos painéis, este é um momento importante para discutir as boas práticas do setor. “No momento em que as questões ambientais têm ganhado destaque em todos os segmentos da sociedade, estamos concluindo a revisão das normas da ABNT sobre RSS e criando uma norma específica para a logística reversa de medicamentos.  É importante que os segmentos interessados conheçam as propostas e opinem sobre o tema. O meio ambiente agradece”, afirma Erik Oswaldo Von Eye, da Federação dos Hospitais do Estado de São Paulo – FEHOESP, que  mediará o painel “Gerenciamento Intraestabelecimento”.

Odair Luiz Segantini, da Associação Brasileira de Empresas de Limpeza Pública e Resíduos Especiais – ABRELPE, ressalta que “em época de preocupação mundial com o meio ambiente, um Simpósio reunindo os atores envolvidos no tema Resíduos de Saúde torna-se  extremamente oportuno ao propor a discussão sobre as boas práticas na gestão de RSS trazidas pelas normas da ABNT”. Ele pontua que as melhores práticas são aquelas que levam em conta os princípios de prevenção e de precaução, possibilitando o alcance de altos níveis de qualidade na gestão. Odair será o mediador da discussão sobre “Gerenciamento Extraestabelecimento”.

Cristiane Lima Cortez, assessora do Conselho de Sustentabilidade da FecomercioSP, lembra que algumas normas técnicas sobre o gerenciamento de resíduos de serviços de saúde foram revisadas, e o evento dará a oportunidade para que os participantes se atualizem com os coordenadores responsáveis pela condução dos trabalhos de revisão, com a possibilidade de esclarecer as dúvidas com grandes especialistas no assunto. “Também, será possível conhecer “cases” internacionais de boas práticas no setor, para que possam ser adaptadas à realidade brasileira e usadas pelos participantes nas instituições em que atuam”, complementa Cristiane. “E, ainda, teremos a oportunidade de reunir todos os setores da cadeia produtiva dos medicamentos, para apresentar e discutir o posicionamento de cada elo sobre a proposta de norma técnica da ABNT, sobre os procedimentos da logística reversa de medicamentos descartados pelo consumidor”.

“Temos situações muito críticas quanto ao meio ambiente que já estão testadas e constatadas e que cada vez piorarão mais se abaixarmos a cabeça e não nos mexermos”, alerta Raphael Corrêa de Figueiredo, coordenador da Comissão de Resíduos e Gestão Ambiental do Conselho Regional de Farmácia do Estado de São Paulo – CRF/SP. Para o especialista, a união de várias entidades é positiva. “Mostra que nosso trabalho não é em vão e que mesmo com cada uma destas procurando defender individualmente os seus ideais, todas buscam, através desta união, um mesmo objetivo, que é de contribuir para a melhoria da qualidade de vida das pessoas.”

As discussões do simpósio têm como público-alvo usuários das normas técnicas sobre RSS – geradores de resíduos de serviços de saúde como hospitais, ambulatórios, laboratórios, farmácias, clínicas médicas, odontológicas e veterinárias; empresas de coleta, transporte e tratamento de resíduos; fabricantes e prestadores de serviços do segmento, entre outros (embalagens), instituições que representam o setor, e o poder público.

A Política Nacional de Resíduos Sólidos (PNRS) estabeleceu diretrizes para a gestão dos resíduos sólidos, que inclui os Resíduos gerados nos Serviços de Saúde (RSS). Nesse sentido, é necessário atualizar e integrar normas e procedimentos visando às boas práticas, especialmente, quando o assunto é saúde e meio ambiente. Em 2015 a Comissão de Estudos Especiais de Resíduos de Serviços de Saúde (ABNT/CEE-129) aprovou a proposta da realização do Simpósio Internacional de Resíduos de Serviço de Saúde – SIRSS.

Além da ABES-SP, são instituições organizadoras: Associação Brasileira de Empresas de Tratamento de Resíduos (ABETRE), Associação Brasileira de Resíduos Sólidos e Limpeza Pública (ABLP), Associação Brasileira de Normas Técnicas (ABNT), Associação Brasileira de Empresas de Limpeza Pública e Resíduos Especiais (ABRELPE), BHS Brasil Health Service, o Conselho Regional de Farmácia do Estado de São Paulo (CRF-SP), Federação do Comércio de Bens, Serviços e Turismo do Estado de São Paulo (Fecomercio SP), Instituto de Pesquisas Tecnológicas (IPT), Federação dos Hospitais, Clínicas e Laboratórios do Estado de São Paulo (FEOHESP), Instituto de Ensino e Pesquisa na Área da Saúde (IEPAS), Sindicato da Indústria de Produtos Farmacêuticos no Estado de São Paulo (Sindusfarma); e a Universidade de São Paulo (USP).
