A Câmara Técnica de Recursos Hídricos da Associação Brasileira de Engenharia Sanitária e Ambiental – Seção São Paulo (ABES-SP), coordenada por Luis Eduardo Grisotto, que é também diretor da entidade, promoveu nesta quarta, 9 de maio, a palestra “A Resolução conjunta SES/SMA/SSRH nº1 e o arcabouço legal do reúso direto”. O tema foi apresentado por Américo de Oliveira Sampaio, coordenador de Saneamento da Secretaria de Saneamento de Recursos Hídricos do Estado de São Paulo.
O encontro, que lotou o auditório da ABES-SP, ocorreu no âmbito da 27ª reunião da Câmara.
Américo abriu a sua apresentação com a questão “Reúso de esgoto: o setor de saneamento tem interesse em incentivar esta prática? Por quê?” A ideia, segundo ele, é uma reflexão importante a ser feita. “Fala-se muito que o reúso é essencial, mas na prática deixa muito a desejar no Brasil”, frisou e lançou outros questionamentos. “Temos que refletir para tentarmos avançar, sair do discurso e partir para ação. Se é tão importante, por que estamos neste estágio ainda ? O que deve direcionar ou impulsionar uma prática de reúso?”
O especialista explicou que as leis do mercado, por exemplo, podem impulsionar algumas atividades, pois “o que envolve interesse econômico forte funciona naturalmente”. Ele destacou também a importância do reúso para o aumento da resiliência dos sistemas hídricos, cuja questão ganhou mais força com a crise hídrica de 2014/2015. “Precisamos aumentar a segurança hídrica, a resiliência dos sistemas de abastecimento”, disse.
De acordo com Américo, estas ações são mais caras do que a universalização. “Isto não está no PLANSAB (Plano Nacional de Saneamento Básico) ou nos planos federais”, afirmou. “Precisamos ter políticas públicas, programas de gestão de demandas ou gestão de conservação de água”, enfatizou.
Américo apresentou, ainda, dois importantes casos mundiais sobre uso racional da água, que consistiram na troca de bacias sanitárias. As iniciativas foram realizadas na Cidade do México e em Nova Iorque, nos Estados Unidos.
Sobre o evento, Américo disse que ficou impressionado com o número de pessoas presentes e que isso demonstra a força da ABES-SP. “Fiquei contente e animado que um tema tão importante reúna tantas pessoas. Veio gente de Campinas, teve muitos jovens. O tema é fundamental. Precisamos de políticas públicas, programas e planos que sejam mais pragmáticos para que consigamos avançar mais rapidamente nessa prática que é tão importante para a questão de recursos hídricos”, reafirmou.
Reunião
Antes da palestra, Luís Eduardo Grisotto falou aos presentes sobre a criação da CT no contexto da crise hídrica, com o objetivo de “qualificar o debate e responder ao clamor da sociedade sobre o tema”. Grisotto afirmou que “a Câmara trouxe valiosas contribuições para o enfrentamento da crise hídrica e, através de suas atividades e reuniões regulares, continua a despertar e a manter acesas as discussões em torno de muitos outros temas igualmente relevantes”, lembrando que ao longo deste tempo foram formados três grupos técnicos, artigos, eventos e produzido muito conhecimento.
Grisotto destacou, também, que a CTRH tem participação ativa em comitês de bacia, conselhos e entidades atuantes no setor de recursos hídricos, além de organizar ou apoiar a realização de eventos do setor. A CTRH da ABES-SP está atualmente apoiando a organização de um evento sobre Tratamento de Esgoto e Drenagem Urbana, que será realizado em junho em São Paulo e, também, a Rio Water Week, encontro internacional promovido pela ABES, de 26 a 28 de novembro, no Rio de Janeiro.
O coordenador da Câmara ressaltou a parceria da ABES e FESPSP – Fundação Escola de Sociologia e Política de São Paulo para um curso de MBA em Saneamento Ambiental, no qual associados ABES tem 15% de desconto. Uma apresentação do curso será realizada na sede da ABES-SP, dia 23 de maio (saiba mais aqui).
