28º CBESA: especialistas discutem impactos das mudanças climáticas no saneamento ambiental

As ligações das mudanças climáticas no Brasil com o sistema de saneamento básico brasileiro nos seus mais diversos aspectos foi o tema do grande painel inaugural realizado na manhã de hoje, no 28º Congresso Brasileiro de Engenharia Sanitária e Ambiental, aberto na noite de ontem, no Riocentro, no Rio de Janeiro.

O debate mostrou o quanto o saneamento básico perpassa os diversos segmentos da vida brasileira e é de fundamental importância para a população, especialmente as camadas mais pobres. Coordenado pelo presidente nacional da ABES, Dante Ragazzi Pauli, o debate envolveu lideranças do segmento, como o Secretário Nacional de Saneamento Ambiental, Professor Paulo Ferreira, representando o Ministério das Cidades; a diretora de Planejamento da ANA (Agência Nacional da Água), Gisela Forattini; o diretor de Produção da CEDAE, Edes Fernandes de Oliveira, representando o governador do Rio de Janeiro, Luiz Fernando Pezão; dois técnicos internacionais: o diretor do Banco Mundial, Cristophe de Gouvello; e o relator da ONU para o Saneamento, Léo Heller; além do diretor da Funasa, Vítor Hugo Mosquera.

Ao dar início ao grande painel, Dante Ragazzi Pauli levantou uma série de questões e indagações provocativas que serviram de base para as falas dos participantes. “Afinal, sabemos que as grandes soluções para o saneamento no Brasil dependem de soluções transversais. Há falta de articulação na busca dessas soluções? Como anda o uso da água no Brasil? A lei determina que a prioridade seja para o uso humano: como equilibrar com o uso na agricultura, na indústria e nos demais segmentos? E finalmente, como enfrentar a crise hídrica que prossegue?”, indagou o presidente da ABES e coordenador do painel.  A partir dessas questões, os participantes foram expondo seus pontos de vista e apontaram as diversas soluções e propostas.

O debate agradou o público, que lotou o auditório principal. Para Evanildo Lima, de Salvador/BA, que trabalha na Embasa, trata-se de um ótimo tema. “O Congresso é de fundamental importância porque não só trabalha as questões da crise hídrica em si  mas seus trabalhos técnicos, debates, alternativas, temas como o uso do esgoto, abastecimento da água, mudanças climáticas. Então não fica só na constatação do problema, mas também faz o link com possibilidades de superação disso. Acho que isso é o legal do congresso.”

Marcos, da Sabesp, achou o painel interessante. “Gostei porque são pessoas com vários pensamentos diferentes dentro do mesmo objetivo.
