A atividade da Câmara Temática de Controle de Perdas, coordenada por Pierre Siqueira, que foi realizada pela Câmara Técnica de Gestão de Perdas da ABES-RS, constituiu-se em um grande sucesso no 28º Congresso Brasileiro de Engenharia Sanitária e Ambiental, no Rio de Janeiro. Um auditório cheio do início ao fim teve a oportunidade de assistir ao painel “Gestão e Controle de Perdas de Água”.
Ricardo Rover Machado, coordenador da CT Gestão de Perdas da ABES-RS e profissional da Corsan, coordenou o painel, ao lado do engenheiro Jairo Tardelli, consultor e apoiador da Diretoria Nacional da ABES. “As palestras certamente acrescentaram elementos importantes à formação de todos os presentes”, ressalta Rover.
O engenheiro Nic Clay-Michel, representante do Consulado Britânico, levou a experiência da Inglaterra no Controle de Perdas. Segundo o especialista, naquele país e em todo o Reino Unido a média das perdas de água fica em torno dos 20%, podendo chegar a 25% e, em algumas áreas, a 15%. “Ficou claro para mim que o problema aqui no Brasil está na execução dos planejamentos”, disse. “Não sei qual é o custo da água aqui. No Reino Unido, aproximadamente entre seis e dez dias do salário mínimo do usuário é o suficiente para pagar um ano inteiro os serviços de água e esgoto, o que, em outras palavras, significa que a água lá é barata”, explica.
Ainda de acordo com o Clay-Michel, o ideal seria que as empresas públicas, funcionários e todos aqueles que estão relacionados ao setor de saneamento e meio ambiente focassem na educação ambiental. “Informar os brasileiros para que possam para valorizar mais a água, o meio ambiente”.
Sobre o 28º CBESA, diz que ficou impressionado com a competência, habilidade e capacidade na organização do evento. “Há muitas coisas que são frustrantes e difíceis aqui, na verdade são as mesmas dificuldades em qualquer outro país em que já estive. Não existe utopia na Europa, Reino Unido ou em qualquer outro lugar. Nós enfrentamos os mesmos problemas”, salienta. “Mas estamos aprendendo e estamos melhorando com o tempo. Os desafios são enormes, e a ABES está de parabéns pelo trabalho que desenvolve”.
O professor Mário Baggio, especialista de grande experiência e conhecimento, que também participou da organização do painel, falou sobre as estratégias de combate à perdas. “Vimos aqui a realidade brasileira, uma retrospectiva das últimas décadas, os avanços, acertos e erros, e as experiências de resultados de outros países como o Japão, após um longo percurso de mais de 60 anos para serem alcançados. Não dá para comparar, o Japão tem uma perda de 3%, o Brasil, 37%”, diz. “Estamos ainda engatinhando e a primeira coisa que precisamos fazer para alcançar essa excelência japonesa é ter paciência histórica. Precisamos crescer e aprender com quem já viveu experiências exitosas”, afirma.
Na visão do estudioso, o país precisa de liderança nesta área. “Se quisermos melhorar os nossos resultados temos de ter bons lideres que criem todo um comitê estratégico de combate a perdas. Temos de aprender a executar, a fazer projeto com início, meio e fim. Nós nos entusiasmamos com planejamentos, com estratégias, mas não executamos o que foi planejado, perdemos o foco”, enfatiza.
Se isso acontecer, acredita, seguramente “haveremos de cumprir as metas de 31% do PLANSAB, até mais que isso, e a ABES está fazendo um papel majestoso ao debater isso tudo e trazer à luz experiências nacionais e internacionais que vão nos fazer melhores conhecedores de jeitos novos de fazer as coisas”.
As Cartas elaboradas no I Seminário Nacional de Gestão de Perdas, realizado em julho deste ano, em Porto Alegre, destinadas ao Governo Federal e às Empresas de Saneamento e apresentadas no evento por Ricardo Rover, têm grande relevância no contexto da redução de perdas no Brasil, segundo Baggio. “Se fizermos 10% delas, nós haveremos de ostentar melhores resultados e dar à sociedade brasileira algo que ela possa se orgulhar de seus prestadores.”

No painel, Jairo Tardelli apresentou documento posicional da ABES sobre controle de perdas, elaborado a partir de várias pesquisas e da sua grande experiência. “Consideramos um documento histórico pelo seu rico conteúdo, que traz também ‘Os 20 Mandamentos do Controle de Perdas’ e, com muito humor, distribui importantes dicas aos profissionais do Saneamento”, conta Rover.
Para Tardelli, o documento “reflete o entendimento atual da questão no Brasil, à luz das propostas da International Water Association – IWA”. “Mostra também aspectos comparativos entre a nossa situação (ainda há muito a caminhar) e a de outros países e cidades, destacando o trabalho realizado em Tóquio, em que o planejamento, a boa execução do que foi planejado, a gestão e a persistência contribuíram para que a cidade atingisse um invejável patamar para um sistema de água de uma metrópole”. Participaram, ainda do painel o Eng. Gustavo Lamon, que levou novidades e reafirmou conceitos na palestra “Os Avanços Recentes da Tecnologia e Inovações”; e Sonia Chapman, (Pacto Global/ONU e Braskem), que apresentou aos presentes valiosas informações sobre o Movimento pela Redução das Perdas de Água do Pacto Glbal/ONU, que busca hoje a adesão de empresas.
Nas palavras de Ricardo Rover: “com profissionais de várias empresas de Saneamento de todo o Brasil na plateia e qualificados palestrantes (que ao final responderam muitas perguntas) o painel contribuiu significativamente para o sucesso do 28º Congresso”.
