19° Silubesa: painel aborda economia circular e logística reversa pós-consumo

Palestrantes do Brasil e de Portugal debateram os avanços e a necessidade de investimentos na logística reversa. Palestras do evento ficarão disponíveis para os inscritos na plataforma por três meses.

Nesta sexta-feira, 27 de agosto, último dia do 19° Silubesa – Simpósio Luso-Brasileiro de Engenharia Sanitária e Ambiental, foi realizado um painel sobre o tema “Economia Circular e Logística Reversa Pós Consumo”, com a participação de palestrantes dos dois países. 

O Simpósio é promovido pela Associação Brasileira de Engenharia Sanitária – ABES, em parceria com a Associação Portuguesa dos Recursos Hídricos – APRH, e a Associação Portuguesa de Engenharia Sanitária e Ambiental – APESB. Esta edição aconteceu no formato online e as palestras ficarão disponíveis para os inscritos por três meses na plataforma exclusiva do evento. 

O painel foi moderado por Roseane M. Lopes de Souza, coordenadora da Câmara Temática de Resíduos Sólidos da ABES. Os palestrantes foram Pedro Simões, da Universidade de Lisboa – IST; Lígia Costa Pinto, presidente da APESB, Associação Portuguesa de Engenharia Sanitária e Ambiental; Cézar Faccio, secretário Executivo da Coalizão de Embalagens em Geral; e Rodrigo Campos de Oliveira, fundador da Green Mining. Como convidado para debater o tema, esteve presente José Fernando Thomé Jucá, professor da Universidade Federal de Pernambuco – UFPE. 

Pedro Simões apresentou a palestra “As Tendências e a evolução da reciclagem na Europa”. O especialista abordou as regras que os países são obrigados a cumprir e objetivos que precisam ser atingidos nos três setores que esse mercado é dividido:  primário, que trata da coleta dos resíduos sólidos indiferenciados; secundário para tratamento e deposição de resíduos; e terciário, que abrange a reciclagem. Comentou também a evolução percebida ao longo dos anos no cenário europeu de reciclagem, os desafios que ainda precisam ser trabalhados e a necessidade de definir instrumentos e incentivos para continuar o processo de desenvolvimento da reciclagem. 

Na sequência Lígia Costa Pinto apresentou “O paradigma da circularidade no comportamento individual, coletivo e institucional”. A palestrante introduziu ao tema falando sobre algumas escolas de pensamentos e suas principais características, seguindo para teorias do comportamento e os desafios individuais, coletivos e institucionais. Também abordou os fatores que impulsionam o comportamento: capacidade, oportunidade e motivação, entre outros tópicos.

Cézar Faccio apresentou o tema “Sistemática de Logística Reversa”. Ele comentou o trabalho realizado pela Coalizão de Embalagens com as cooperativas e catadores e as ações realizadas no período de pandemia para ajudar na sustentabilidade das cooperativas. Faccio mostrou alguns exemplos de ações de triagem e a estruturação desse trabalho. Também destacou a parte de comunicação, realizada com foco na educação ambiental e conscientização.  

Rodrigo Campos de Oliveira, por sua vez, discorreu também sobre o tema “Sistemática de Logística Reversa”, ressaltando a importância que a logística reversa possui. Falou sobre o potencial do mercado e como ele precisa ser melhor aproveitado. O palestrante abordou os processos utilizados na Green Mining e como eles ajudam a mapear e determinar de onde a embalagem veio, se é material de pós-consumo ou de indústria, mantendo assim a transparência. Outro método destacado por Rodrigo é a separação do material, realizada direto na fonte do produto. Rodrigo ainda mostrou alguns resultados atingidos até o momento e reforçou a necessidade de gerar engajamento da população para conseguir mudar o cenário atual.  

José Fernando Thomé Jucá fez suas considerações a respeito de todas as palestras apresentadas e salientou que, em comparação ao mercado Europeu, o Brasil ainda precisa evoluir muito. Frisou também a importância do trabalho que já vem sendo feito e a necessidade de identificar melhor o mercado comprador dos resíduos para assim conseguir atingir uma maior fatia desse mercado. Jucá finalizou parabenizando a todos pelo excelente debate realizado. 

Ao final do evento, Roseane Garcia reforçou a importância e relevância do tema, uma vez que a logística reversa é uma ferramenta para auxiliar na economia circular e que busca trazer a responsabilidade compartilhada por todos os envolvidos. “Precisamos implementar a política de resíduos, nos diversos níveis, para que possamos aumentar os números de coleta seletiva, eliminar os recicláveis que estão indo para o aterro sanitário ou para os lixões, que ainda temos em grande quantidade no Brasil”, pontuou a moderadora. 

A especialista enfatizou ainda a necessidade de debater mais sobre o assunto. “O tema é novo e precisa de muita discussão. O painel trouxe reflexões, dados na Europa e Brasil do cenário atual da reciclagem dos resíduos sólido. A consciência, mudança comportamental e o envolvimento da população são desafios para a eficiência da gestão e manejo dos resíduos sólidos”, afirmou a moderadora. “Mudar o comportamento de hábitos, gerar ou não o resíduo, o que gerar, recicláveis ou não recicláveis, de uso único ou retornável. A questão começa no produto e os resíduos começam nas residências. O setor público com suas políticas de resíduos deve trazer as melhores práticas e o envolvimento de todos os setores envolvidos. Quem ganha é o meio ambiente e a sociedade”, concluiu Roseane Garcia. 

Sobre o Silubesa

A 19ª edição do Silubesa tem como tema central “Mudanças Climáticas: novo desafio para o saneamento ambiental”. O objetivo da realização é contribuir de maneira efetiva para desenvolvimento da engenharia sanitária e ambiental, possibilitando a atualização técnico-científica, de profissionais e estudantes, entre os países de língua portuguesa.

O Simpósio acontece alternadamente no Brasil e em Portugal, a cada dois anos. Esta 19ª edição, inicialmente prevista para abril de 2020, em Recife, Pernambuco, foi transferida para esta data, com realização na modalidade online, em função da pandemia de Covid-19, incorporando algumas inovações em sua realização e possibilitando a ampla participação, com os esforços conjuntos das equipes do Brasil e de Portugal.

Este evento, ao longo de 30 anos de existência, atingiu um reconhecido prestígio por constituir um espaço privilegiado de transferência de conhecimento e de discussão e debate de questões essenciais para os avanços da Engenharia Sanitária e Ambiental e áreas afins em ambos os países. 

Durante três dias, o simpósio reuniu profissionais de empresas de saneamento públicas e privadas, gestores, técnicos, consultores, pesquisadores, acadêmicos, especialistas e estudantes do setor de saneamento e meio ambiente, unindo as duas nações por um objetivo comum: o avanço do saneamento para a melhoria do meio ambiente e pela saúde e qualidade de vida das pessoas.
