Painel sobre regulação na gestão de perdas e eficiência energética abre 9º seminário nacional da ABES sobre o tema

Promovido pela ABES, a edição teve início nesta terça-feira, 18 de outubro, e acontece online, em plataforma digital. O assunto foi abordado por especialistas da ANA, Arsesp e AGESAN-RS. Inscritos terão acesso a todo o conteúdo por 90 dias.

Inaugurando as discussões do 9º Seminário Nacional de Gestão de Perdas e Eficiência Energética , o primeiro painel do evento discutiu nesta terça-feira, 18 de outubro, a “Regulação na Gestão de Perdas e Eficiência Energética”. O maior evento do Brasil sobre o tema é uma realização da Associação Brasileira de Engenharia Sanitária e Ambiental ABES, por meio de suas Câmaras Temática (nacional) e Técnica (ABES-SP) de Gestão de Perdas e Eficiência Energética.

O seminário, que acontece online, em plataforma exclusiva até esta quarta (19), reúne renomados especialistas para compartilhar conhecimentos e experiências práticas para o enfrentamento das perdas de água e a busca de eficiência energética nos sistemas de abastecimento. O conteúdo ficará disponível para os inscritos por 90 dias.

O painel foi apresentado por Ricardo Rover, coordenador nacional da CT de Gestão de Perdas de Água e Eficiência Energética da ABES, e moderado por Marisa Guimarães, coordenadora da Câmara Temática de Regulação e Tarifa da ABES. Para o debate foram convidados Lígia Maria Nascimento de Araujo, coordenadora na Superintendência de Regulação de Saneamento Básico da Agência Nacional de Águas e Saneamento Básico – ANA, Luiz Antônio de Oliveira Júnior, superintendente de Fiscalização Econômico-Financeira e Contábil da Agência Reguladora de Serviços Públicos do Estado de São Paulo – Arsesp, e Demétrius Jung Gonzalez, diretor geral da Agência Reguladora Intermunicipal de Saneamento do Rio Grande do Sul-AGESAN-RS.  

Marisa Guimarães introduziu o tema falando sobre como a Lei de Saneamento atualizada em 2020, a 14.026, “coloca a questão da regulação como um fator muito importante na gestão de perdas e da eficiência energética, dentro dos contratos para prestação de serviço do setor”. 

“O Marco Regulatório trouxe a ANA, Agência Nacional de Águas e Saneamento Básico, pro centro do debate e as agências infranacionais também”, salientou Marisa. “Ressaltando aí, assumindo o papel relevante dentro desse processo de controle e eficiência energética. São vários os artigos da lei de saneamento que explicitam a importância das perdas, colocam os seus desafios, além das metas de universalização. Perdas aparece como fundamental para a universalização de serviços de saneamento do Brasil, para acesso à água para todo mundo”, enfatizou a moderadora.

Em sua apresentação, Lígia Maria Nascimento de Araújo comentou que o tema do painel é “realmente importantíssimo de ser abordado na regulação, porque representa uma parcela muito grande dos custos dos sistemas de abastecimento de água e também de esgotamento sanitário”. Ela imagina que “cerca de 30 a 40% das receitas são gastas com o consumo de energia. Então, esse consumo tem que ser diminuído. É uma questão também de contribuir para amenizar as mudanças climáticas, porque muitas vezes essa energia é de fontes não renováveis e que geram gases de efeito estufa, importante também sobre o aspecto ambiental”.

Segundo a especialista, no contexto das mudanças com o Marco Regulatório, a agenda regulatória da ANA colocou dois temas importantes: “a questão do serviço de abastecimento de água potável e esgotamento sanitário, que são a norma de universalização do acesso ao saneamento básico; e o tema qualidade da prestação de serviços”. Em relação à qualidade há duas normas: a de “referência sobre padrões de indicadores de qualidade e eficiência, que já houve estudos sobre os indicadores, uma tomada de subsídios e agora se encontra em fase de elaboração do relatório de avaliação do impacto regulatório; e a questão do estabelecimento das condições gerais para prestação de serviços, atendimento ao público, medição, faturamento, cobrança dos serviços de abastecimento de água e esgoto”, elencou. “Essa norma de padrões indicadores apresenta critérios de avaliação das perdas de água, com indicadores que são já conhecidos do setor”. 

Luiz Antônio de Oliveira Júnior continuou o debate contextualizando os aspectos regulatórios e “como as agências reguladoras, e a regulação de si, tem esse impacto no controle de perdas, além das questões ambientais e toda a parte técnica que já é discutida”. Segundo ele, “para resgatar um pouco de alguns fundamentos regulatórios que a agência reguladora tem como suas obrigações e competências, definidas na lei 11.445, a questão de determinar o preço de um determinado serviço, a agência também pode determinar os mecanismos de atualização desse preço, mas tem também um papel importante, que é estabelecer o nível de qualidade dessa prestação de serviço”. 

O palestrante ainda afirmou que por vezes, a regulação pode passar a impressão de que é apenas para a questão tarifária, para o equilíbrio econômico-financeiro, mas tem o outro lado,  a questão da qualidade. “Um conceito muito utilizado é a modicidade tarifária, que também por vezes é confundida com a redução da tarifa, mas a modicidade inclui a questão da qualidade:  qual é a menor tarifa possível dentro de um critério clínico de qualidade exigido para a prestação de serviço”. Para o palestrante, este é o grande desafio para os reguladores, buscar o equilíbrio da definição do preço, mas com a qualidade compatível. Em sua palestra, Luiz trouxe aspectos legais, diretrizes a serem observadas na instituição das tarifas, componentes da revisão tarifária e exemplos de custos operacionais. 

“Para dimensionar o volume de água a ser produzido, que é o volume necessário ao atendimento da demanda de água projetada, deve ser incluído um volume correspondente às perdas ocorridas ao longo do processo de distribuição, porém, baseado em sistemas de abastecimento de água que atendam aos padrões de eficiência, de modo a atingir e manter os níveis de perdas dentro de limites aceitáveis do ponto de vista regulatório”. 

Demétrius Jung Gonzalez falou sobre a AGESAN-RS, uma agência reguladora intermunicipal exclusivamente de saneamento do Rio Grande do Sul, que regula 38 municípios em todo o Rio Grande do Sul, sendo 32 municípios com a Companhia Riograndense de Saneamento – Corsan, que é a concessionária estadual, seis com prestadores municipais, dez em resíduos sólidos e um em drenagem urbana. Ele discutiu os impactos e benefícios da redução das perdas, o poder e papel do regulador e o programa e modelo desenvolvido pela AGESAN-RS para atingir o sucesso na redução de perdas e na eficiência energética. 

“Montamos um PDCA do saneamento, que talvez seja uma situação bem fácil, bem prática de entender. Ele seria o planejar – a elaboração do Plano Municipal de Saneamento Básico, que aqui no Rio Grande do Sul, ao contrário do que grande parte da população brasileira acha, nós temos uma dificuldade de bons planos, em grande parte eles não são em metas claras e definidas e tão pouco com mais liberdade de inserção; o fazer, que é o próprio contrato com o prestador de serviço municipal ou estadual; o agir, que seria justamente a lei do PMSB e definir essa própria política pública de saneamento; e o check, o analisar, com o acompanhamento da agência reguladora e da agência fiscalizadora”. 

Demétrius comentou que após começarem as normativas e criarem a agência reguladora do zero, o que foi um desafio árduo, acabaram “praticando uma certa inovação disruptiva no sistema do próprio estado, até porque todos os prestadores municipais de saneamento não possuíam agência reguladora e os que estavam com a concessionária estadual possuíam uma regulação que até então era tida como tão atuante como a própria regulação da gestão”.

ABERTURA

A abertura do 9º Seminário Nacional de Perdas de Água e Eficiência Energética da ABES contou com participação de Alceu Guérios Bittencourt, presidente nacional da ABES; Luiz Pladevall, presidente da ABES -SP; Ricardo Röver Machado, coordenador da Câmara Temática de Gestão de Perdas de Água e Eficiência Energética da ABES, e Carlos Berenhauser, coordenador da Câmara Técnica de Gestão de Perdas e Eficiência Energética da Seção SP. A apresentação foi feita por Josivan Cardoso, diretor executivo da Associação.

Em seu discurso, Alceu Guérios Bittencourt falou sobre a importância do tema para atingir a meta de universalização do saneamento. “A lógica é que para atender a todos precisa ser eficiente, usar os recursos da melhor forma. É por isso que a gestão de perdas de eficiência energética está na agenda regulatória; não há como atender a todos de maneira módica, tarifas módicas, e sem eficiência, isso é essencial”, disse Alceu. “Nós estamos tratando de dois fatores fundamentais para eficiência de um sistema de abastecimento de água e tratamento sanitário, com a eficiência energética – com seu corpo- e a questão de manter as perdas em níveis adequados, economicamente sustentável. E a ABES dá muita importância a essa discussão vida”, garantiu o presidente nacional da ABES.

“O Brasil está em um momento de maior importância com relação à gestão de perdas e eficiência energética”, afirmou Ricardo Röver Machado em sua saudação inicial. O novo Marco Regulatório colocou, pela primeira vez, explicitamente a importância de nós darmos atenção à redução de perdas e eficiência energética. Isso nos traz um grande desafio, mas também traz oportunidades”, frisou. “O desafio é de que as empresas se preparem, que estejam aptas, em condições de alcançar as metas, que são bastante desafiadoras. E oportunidades também, oportunidades de mostrar trabalho, oportunidades de alcançarmos o mercado de trabalho com profissionais que tenham capacitação relacionada a essa área e são raros. Hoje, os profissionais estão buscando esse espaço relacionado à redução de perdas e eficiência energética, porque é um espaço bastante promissor”, completou Röver, afirmando que a ABES tem capacidade para fornecer esse conhecimento. 

Luiz Pladevall afirmou que a ABES São Paulo tem dado muita importância a ajudar a desenvolver os painéis e seminários, “porque isso nos traz um conhecimento enorme.  “E o seminário vem para poder dividir com todo o nosso público o conteúdo e as tecnologias novas que trazem e auxiliam os profissionais na melhoria da redução de perdas e aumento da eficiência energética”. Ele também ressaltou que o evento conseguiu mobilizar quase 700 pessoas, que estão inscritas e terão acesso a seis excelentes painéis. 

“É um evento muito importante, conseguimos reunir profissionais de todo o Brasil para discutir as perdas, tema que está ganhando cada vez mais destaque.”, sublinhou Carlos Berenhauser. Ele aproveitou para convidar o público para participar da CT Gestão de Perdas e Eficiência Energética da ABES-SP. “Dentro desta câmara nós temos importantes discussões de técnicas relativas a todos os aspectos tanto da perda quanto da eficiência energética. Gostaria muito que todo mundo começasse a participar mais dessas câmaras, porque é nesse momento que conseguimos ver diferentes posições e perspectivas para questões que são tão importantes para o saneamento do nosso país”.

O 9º Seminário Nacional de Gestão de Perdas e Eficiência Energética, o maior evento sobre o tema no Brasil, traz especialistas de diversas áreas do saneamento do país para compartilhar conhecimentos e experiências práticas para o enfrentamento das perdas de água e a busca de eficiência energética nos sistemas de abastecimento.

O evento é composto de 6 painéis idealizados criteriosamente de modo a garantir a participação do público por meio perguntas aos palestrantes, reconhecidos expoentes nestas áreas de conhecimento, que apresentarão conteúdos teóricos e práticos.
