Em uma cerimônia emocionante no Hotel Maksoud Plaza, em São Paulo, a ABES premiou, na noite desta terça-feira, 22 de novembro, os ganhadores do Prêmio Nacional da Qualidade em Saneamento 2016 (veja aqui a lista completa).
A celebração da excelência em saneamento contou com presidentes de companhias de saneamento, como Jerson Kelman, da Sabesp, Mounir Chaowiche, da Sanepar, e Carlos Fernandes de Melo Neto, da DESO – Companhia de Saneamento de Sergipe, que foi o homenageado desta edição, com a medalha Quíron. O evento teve também as presenças da secretária adjunta de Saneamento e Recursos Hídricos do Estado de São Paulo, Mônica Porto, que representou o governador Geraldo Alckmin, do prefeito de Ribeirão da Serra, Luís Gabriel, de Paulo Massato, diretor Metropolitano da Sabesp, de ex-presidentes da ABES, como Dante Ragazzi Pauli, Cassilda Teixeira de Carvalho (que deixou este ano a coordenação do PNQS) e Antonio Cesar da Costa e Silva, além de representantes de entidades como Asfamas e Sindcon, entre outros.
Em seu discurso, Roberval Tavares de Souza, presidente nacional da ABES, cumprimentou os presentes e todos os atores do saneamento que “lutam com paixão para fazer o setor cada vez melhor no país”. Ressaltou a evolução do PNQS em seus 20 anos e pontuou que o país ainda precisa avançar muito. “Nós da ABES, entidade com 50 anos, temos isso muito claro. Em nossos país ainda temos 35 milhões de pessoas sem acesso à água potável, mais de 120 milhões que não têm acesso ao serviço completo de esgotamento sanitário – coleta e tratamento. Em relação aos resíduos sólidos, ainda falta muito pra avançar na coleta seletiva e ainda convivemos com lixões em nosso país.”
Sobre o PNQS, o presidente da ABES frisou que trata-se de uma das iniciativas mais bem sucedidas da história da entidade. “Em nossos 50 anos muitas ações avançaram e outras não. Mas nós podemos reconhecer que o PNQS foi um produto – que a ABES instituiu em 1996 – que efetivamente fez o nosso país, o setor de saneamento avançar.”
E ressaltou ainda três gargalos que o Brasil precisa solucionar: educação, logística e a gestão. Sobre o último item, frisou: “Nosso país não avança mais porque falta gestão nas empresas, tanto públicas quanto privadas. E o PNQS veio pra ajudar as empresas do setor de saneamento a melhorar este ponto, que é a gestão dos serviços de saneamento em nosso país. O prêmio fez com que as empresas que adotaram o modelo de gestão focado no Modelo de Excelência de Gestão (MEG) conseguissem melhores resultados do que aquelas que não o adotam. Os números do SNIS (sistema Nacional de Informações sobre Saneamento) – mostram que as empresas que adotaram o modelo estão muito melhor do que as que não adotaram. É um histórico de sucesso. Quero deixar registrado o quanto foi importante nesses 20 anos ter nosso modelo implantado.
O presidente da Sabesp, Jerson Kelman, destacou a importância da qualidade na gestão para o desenvolvimento do saneamento e, por consequência, do benefício direto à população. “A excelência em gestão não é um fim em si mesmo, excelência em gestão é algo relacionado a fazer com que as equipes funcionem melhor, que as pessoas envolvidas no processo se sintam mais felizes e tenham maior produtividade para avançarmos [em saneamento]. Temos muito ainda a fazer”, disse o presidente.
Mônica Porto , secretária adjunta de Saneamento e Recursos Hídricos do Estado de São Paulo, parabenizou a ABES por ter levado a qualidade ao saneamento. “Este prêmio contempla dois atributos muito importantes para o sucesso da gestão: a inovação e as boas práticas. É isso que faz a excelência e essa possibilidade do aprendizado comum, o aprendizado uns com os outros. Este é o segredo do sucesso. Parabéns a todas as empresas que vêm trilhando esse caminho e trabalhando pela qualidade no saneamento.”
Homenagens e nova coordenação
O presidente da ABES, Roberval Tavares de Souza, homenageou Cassilda Teixeira de Carvalho, Nercy Bonato e Ellen Martha Pritsch, coordenadoras do CNQA – Comitê Nacional de Qualidade ABES e responsáveis pelo PNQS nessas duas décadas. E também anunciou as novas coordenadoras do Comitê, Rosana Dias e Maria Ângela Dumont Sargaço (saiba mais aqui).
Ao se despedir da coordenação do Prêmio, Cassilda Teixeira Carvalho fez um retrospecto do trabalho que inovou no setor e agradeceu a colaboração de todos os envolvidos nesses 20 anos. “É com orgulho e grande alegria que eu e tantos colaboradores encerramos este ciclo. Temos certeza do dever cumprido, da contribuição que a gente deixou. E temos certeza que daqui pra frente terá que avançar”. Ela informou ainda que em 2017 será lançado um livro sobre esta trajetória.
Homenageado desta edição com a Medalha Quíron, Carlos Fernandes de Melo Neto, da DESO – Companhia de Saneamento de Sergipe, emocionou-se no palco: “É difícil segurar a emoção, estando junto com as grandes empresas que nos inspiram no setor de saneamento e recebendo esta medalha. Faço um agradecimento à ABES, na pessoa da Cassilda. Este prêmio é um trabalho emblemático e nós, de uma companhia pequena de Sergipe, temos que nos espelhar e galgar todo esse trajeto que vocês fazem há 20 anos, para que a gente possa nivelar esta qualidade no Brasil.”
Novidades em 2017
Na cerimônia, Roberval Tavares de Souza, presidente nacional da ABES, anunciou novidades para o PNQS, que passa a ser anual e terá edição em 2017, com as mesmas categorias e três grandes novas premiações.
Uma delas é a categoria Rubi, voltada a organizações que ganharam o nível IV e têm que continuar na excelência da gestão.
Passará também a integrar o PNQS o Prêmio de Eficiência Operacional voltado à redução de perdas.
E ano que vem a iniciativa contemplará os prestadores de serviços, com o Selo de Qualidade, para empresas que prestam serviços às concessionárias.
“Nós temos o grande desafio que fica para a ABES e para nova coordenação, que é ter o mesmo sucesso dos últimos 20 anos ou um êxito maior – porque este prêmio é oportunidade de melhoria gerando sucesso – e que continuemos tocando o setor de saneamento e melhorando a saúde deste país e a qualidade de vida dos cidadãos brasileiros”, ressaltou Roberval.
Além dos ganhadores do PNQS (na tabela abaixo), foram vencedores do IGS – Inovação em Gestão do Saneamento os cases:
– “Gestão de vazamento de água”, da Sabesp MC. O case foi apresentado por Lidemberg Ant Rodrigues;
– “Projeto técnico de trabalho social PTTS”, da Companhia de Saneamento de Sergipe – DESO, apresentado por Wagner Dantas Melo.
