ABES Conecta: especialistas mostram ações bem-sucedidas para a gestão adequada dos resíduos de construção

A gestão dos resíduos de um dos setores mais importantes para o Brasil foi foco de palestras, que trataram o tema sob a ótica da redução dos custos de remoção de pontos viciados, aplicação do agregado reciclado e cidade sustentável.

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES reuniu online, no dia 14 de outubro, diversos especialistas para discutir o tema “Gestão dos resíduos da construção e redução dos custos de remoção de pontos viciados – Aplicação do agregado reciclado e cidade sustentável”. O evento aconteceu no ABES Conecta, com transmissão pelo canal da ABES no YouTube.

Na abertura, Roseane M. Garcia Lopes de Souza, diretora da ABES-SP e coordenadora da Câmara Temática de Resíduos Sólidos da ABES, agradeceu aos convidados por estarem trazendo nesta parceria com a associação um tema tão importante na gestão de resíduos. Ela apresentou o moderador Paulo Celso dos Reis Gomes, vice-diretor da Faculdade de Tecnologia da Universidade de Brasília – UnB, que conduziu as apresentações dos convidados: Levi Torres, coordenador na Abrecon (Associação Brasileira para Reciclagem de Resíduos da Construção Civil e Demolição); Marcio Moraes diretor de Limpeza Pública do Município de Jundiaí; Pedro Henrique Serapião, diretor de Operações da SBR Reciclagem; e Sérgio Cirelli Ângulo, professor associado do Departamento de Engenharia de Construção Civil e Urbana da POLI/USP.

“A gestão adequada dos RCC é fundamental para garantir a salubridade dos ambientes urbanos. A geração de RCC corresponde, em média, ao dobro da geração dos RSU no Brasil e, devido ao seu peso específico, a sua movimentação demanda o uso de maquinário pesado, com tratores e caminhões”, sublinha Paulo Celso. Segundo ele, a existência de pontos de descarte irregulares de RCC nas cidades potencializa a proliferação de vetores de doenças. “E o seu carreamento pelas águas das chuvas aumenta os riscos de erosão e, também, de assoreamento dos corpos hídricos da região. E do ponto de vista econômico-financeiro, os investimentos na destinação correta dos RCC são muito mais baixos que os custos da limpeza dos locais de destinação irregulares. Portanto, temos que capacitar os municípios para que sejam capazes de reverter o quadro atual de gestão inadequada dos RCC”, explica o moderador.

Durante o webinar, os especialistas mostraram os desafios, soluções e exemplos bem-sucedidos no universo deste setor que é considerado um dos mais importantes no contexto socioeconômico do Brasil.

As apresentações foram iniciadas por Levi Torres, da Abrecon, que falou sobre “O mercado de reciclagem de RCD no Brasil”. Ele apresentou a história e principais ações da entidade para a gestão dos resíduos de construção e demolição (RDC), explicando os diferentes tipos de classificações que abrangem os resíduos no país e como deve ser a gestão adequada desses materiais, fazendo observações sobre os papéis dos grandes e pequenos geradores.

O palestrante trouxe um panorama sobre o mercado de resíduos da construção e as implicações que podem dificultar a viabilidade financeira de usinas que querem empreender neste tipo de negócio. “A cidade é negligente com a gestão dos resíduos da construção”, atentou ao apresentar custos relacionados ao descarte irregular de entulhos, entre outras observações que mostram a sua relação com a saúde pública.

Entre seus apontamentos, Levi também destacou a problemática causada pelo descarte desses resíduos em aterros clandestinos. “É urgente que as prefeituras dêem atenção ao transporte desses resíduos, uma vez que é nesta etapa em que se dá o descarte de forma clandestina, portanto é importante regularizar o transporte de resíduos da construção”, alertou. Entre os exemplos positivos, ele mostrou o modelo de Jundiaí, que alcançou a redução dos crimes ambientais, por exemplo.

Levi Torres salienta que “é extremamente importante discutirmos a gestão dos resíduos da construção por ele representar de 50 a 70% de todos os resíduos gerados na cidade. Além disso, há uma epidemia de doenças relacionadas ao descarte irregular e clandestino de entulho, como aquelas transmitidas pelo mosquito aedes aegypti. Os prejuízos oriundos do descarte clandestino e irregular de entulho vão além. Há sonegação de impostos, custos para a remoção dos resíduos, contaminação das águas superficiais e subterrâneas e até construção de moradias irregulares em áreas aterradas ilegalmente”, elenca. “Infelizmente não há fiscalização do poder público e, de acordo com a Pesquisa Setorial Abrecon, 80% do entulho gerado é descartado de forma irregular e clandestina no Brasil”, acrescenta.

Representando a SBR Reciclagem, Pedro Serapião, mostrou os trabalhos da companhia para a gestão integrada de resíduos sólidos, especialmente os da construção civil, que reciclou em 2021, aproximadamente, 830 mil m3 de entulhos e recicláveis.

Serapião também citou o crescimento exponencial do segmento de tratamento de resíduos da construção civil em razão, inclusive, do novo Marco Legal do Saneamento, o que traz pontos importantes para atenção das prefeituras. Com isto, ele também chamou a atenção para a questão do descarte dos entulhos de forma descoordenada nos municípios brasileiros, destacando que os aterros clandestinos são um dos principais problemas para o setor. “Os desafios na reciclagem de RCD é uma realidade no setor brasileiro, entre eles estão o descarte clandestino, a implantação de leis, a falta de fiscalização e aumentar a conscientização por parte dos munícipes, dos geradores, do poder público e da iniciativa privada”, informou.

O diretor de Operações da SBR fez apontamentos sobre as soluções da empresa para a gestão integrada de resíduos sólidos e algumas aplicações que estão gerando excelentes resultados.

“Parabenizo à ABES pela iniciativa na realização do webinar que abordou a ‘Gestão dos resíduos da construção civil’. Durante o evento, tivemos a oportunidade de discutir esse tema tão relevante, levando em consideração o tratamento desses resíduos, que trazem retorno significativo quando corretamente descartados e reciclados, retornando para a cadeia da construção, desonerando os cofres públicos e contribuindo com o meio ambiente”, ressalta Pedro Serapião.

Na sequência Márcio Moraes, representando o Geresol – Gestão dos Resíduos Sólidos no Município de Jundiaí, apresentou o modelo da cidade através do case de sucesso: “Como Jundiaí reduziu os pontos viciados e eliminou os aterros clandestinos?”, mostrando que o município utiliza soluções, como área de transbordo dos resíduos orgânicos, transporte de podas e resíduos verdes, esteira de triagem, conteinerização de resíduos orgânicos, com cerca de 2.000 contêineres instalados pela cidade, e a conteinerização subterrânea como um dos diferenciais do município.

Para ele, é importante que essas ações culminem em um equilíbrio físico-financeiro. “Em 2021, por exemplo, esses materiais que foram beneficiados geraram uma economia de mais R$ 7 milhões”, informou.

“Fiquei muito feliz em poder discorrer sobre esse tema”, comenta Marcio Maoraes. “A Gestão de RCD é de fundamental importância, os danos causados com o descarte de firma incorreta traz uma série de danos ao meio ambiente e a saúde pública. É urgente que este tipo de resíduo seja beneficiado e reentridizido na cadeia produtiva, é urgente que as cidades tenham ou se unam para ter o sistema de beneficiamento e políticas que caibam o descarte em aterros e ou vias públicas”, enfatiza.

Na última apresentação, Sérgio Ângulo, da POLI/USP, mostrou as aplicações dos agregados reciclados. “Combater a informalidade, viabilizar a reciclagem em pequenas cidades e desenvolver mercado é o caminho!”, destacou entre seus apontamentos.

O webinar contou com as perguntas do público e, no encerramento, Roseana destacou o olhar importante que cada especialista trouxe em relação ao tema e lembrou que no âmbito da ABES, as discussões já vêm sendo feitas há um bom tempo. Ela propôs um acordo de colaboração entre a ABES e a Abrecon para possibilitar ações de capacitação, formação de centros para gestão desses resíduos, entre outras atividades. Levi, da Abrecon, por sua vez, concordou que é fundamental focar sinergias na gestão dos resíduos da construção, uma vez que é um problema de todos os municípios.
