Foi promovido, nesta terça-feira, 8, na sede da Associação Brasileira de Engenharia Sanitária e Ambiental Seção São Paulo – ABES-SP, o III Workshop de Cooperação Técnica para Regulação do Setor de Água e Saneamento no Brasil. O evento, que integra o convênio entre o Banco Interamericano de Desenvolvimento – BID e a ABES, para realização de um curso gratuito de ensino a distância (EAD) sobre Regulação no Saneamento, contou com uma plateia participativa formada por representantes do BID, da Sabesp, da SANASA – Campinas, da Funasa, e da ABES, entre outros, incluindo integrantes do Programa Jovens Profissionais do Saneamento da entidade. O encontro deu continuidade aos dois primeiros workshops, que ocorreram durante o 28º CBESA, em outubro, no Rio de Janeiro, e em dezembro, em São Paulo.
No âmbito do workshop III, Sebastian Butto, da Siglasul, empresa responsável pelo curso EAD (ensino a distância), apresentou o conteúdo pedagógico, que será ministrado nas aulas gratuitas de capacitação profissional que o projeto oferecerá nos próximos meses.
O presidente nacional da ABES, Dante Ragazzi Pauli, abriu o workshop ressaltando a importância da representatividade da ABES em todo o país e lembrando a responsabilidade da entidade sobre o projeto. “Aposto muito nesta parceria [ABES e BID]. Todos os segmentos do setor de saneamento no Brasil estão na ABES: o estudante, o professor, o privado, o municipal, o estadual, a consultoria. Isso é muito bom. Entendemos que a ABES, que sempre foi forte em capacitação, está pronta para desenvolver esta iniciativa”, frisou. “O desafio é entrar no ensino a distância. É uma oportunidade ímpar que o BID nos oferece e que é prioridade na nossa gestão.”
Crise de escassez hídrica e regulação
O professor Gustavo Mendez, especialista do Banco Interamericano de Desenvolvimento (BID), parabenizou a ABES e salientou que o projeto está bem planejado e estruturado. Ele observou, ainda, que os comentários e sugestões dos presentes foram ricos e vão engrandecer o programa. “Estamos satisfeitos por apoiar esta iniciativa. Parabéns para a ABES, que está fazendo um ótimo trabalho na implementação e na convocatória de diversas instituições ligadas ao tema. Será um sucesso pleno e estamos prontos para acompanhá-la nesses esforços que fazem em benefício do setor de saneamento no Brasil. ”
Mendez afirmou que o BID é um parceiro bastante comprometido com todos os temas ligados ao desenvolvimento dos serviços de saneamento no país, que é o maior em todas as regiões atendidas pela organização. “Estamos prontos para seguir apoiando a ABES, para divulgar esta capacitação e tratar para que todas as vagas sejam ocupadas. Com certeza vai atender a uma demanda muito maior que a oferta”, disse.
O professor defendeu a importância de incorporar no contexto do projeto a temática da crise de escassez hídrica, que atingiu fortemente algumas regiões brasileiras entre 2014 e 2105. “A crise hídrica é um tema muito importante para o BID no marco da parceria com o Brasil, principalmente com São Paulo, com a qual estamos em diálogo permanente nos últimos anos”, afirmou.
Segundo Mendez, a sugestão é pertinente considerando-se que é fundamental que cidades, prestadoras de serviços e governos estaduais estejam preparados para lidar com cenários de estiagem. “A regulação é um instrumento muito importante que intervém na questão da crise hídrica, além de planos de contingência. ”
Contribuições: rumo ao EAD
Com participação intensa, o público presente fez elogios ao programa e contribuiu com sugestões.
Luciano Filippin, da Sanasa-Campinas, que trabalha no setor fiscal da empresa, percebeu no curso informações importantes sobre ajuste fiscal, que, segundo ele, interessará a departamentos correlatos, como o jurídico e o econômico, além da engenharia. “Tivemos reajustes por conta da crise de escassez hídrica, o que gerou demanda judicial, debates na Câmara Municipal e impacto no noticiário. Este curso voltado também à minha área será necessário para dar capacidade de trabalhar em cenários como este.”
Adam Douglas Pinto, da Funasa, ressaltou a importância de contemplar no programa questões relativas aos municípios. “A Funasa, historicamente, sempre trabalhou com municípios, não só na questão de repasse de recursos para obras e serviços do saneamento, mas para estruturação da prestação de serviços em si, na gestão ou estruturação de uma autarquia. E em São Paulo, por exemplo, estamos fortalecendo este programa para estruturar de autarquias. Esta capacitação, portanto, vem muito ao encontro do que estamos programando nos próximos dois, três anos, no estado.”
Priscila de Oliveira, engenheira ambiental e integrante do Programa Jovens Profissionais do Saneamento da ABES, em São Paulo, está empolgada com o curso. “Achei o projeto superinteressante, especialmente para nós, jovens profissionais, que estamos começando, pela abrangência de todos os temas que serão abordados. Há questões que não são vistas na universidade. E aqui teremos a oportunidade de conhecer casos, cálculos, comparações, para que possamos aplicar em situações reais. Além disso, as associações e empresas que estão no projeto o tornam ainda mais importante.”
Para Frederico Veríssimo, também do JPS-SP, participar do encontro e realizar o curso será fundamental ao desempenho profissional. “É uma oportunidade única conhecer esta grade de programação para trabalhar no setor da melhor maneira possível. O curso está bem elaborado, além dos estudos de caso que serão passados. Uma visão inovadora que a ABES está promovendo com o BID.”
Outro membro do programa, Gustavo Paranhos, biólogo e estudante de Engenharia Química na Unifesp, que atua no saneamento, acredita que o curso será uma grande contribuição para os profissionais de Engenharia, mas também levará uma abordagem para outras áreas. “É um divisor de águas no setor do saneamento. Faltam conteúdos para todos os gestores que trabalham com Recursos Hídricos, com saneamento, e devem ser divulgados para o maior número de profissionais possível.”
Para Sebastian Butto, os comentários e sugestões lançados pelos presentes na plateia trouxe boas perspectivas para a implementação do curso. “O workshop foi bastante produtivo, com a participação ativa e contribuições importantes. O conteúdo do curso já vai tomando a cara do setor e vai poder atender as expectativas de diferentes segmentos”, destacou.
E acrescentou que “as visões do BID sobre a incorporação do tema crise de escassez hídrica na regulação; da Funasa, representando os pequenos municípios; e da Sabesp, com a percepção do operador estadual, foram muito abrangentes, justamente no momento em que estamos definindo o escopo final da capacitação. Estou muito contente”.
Dante também opinou sobre as contribuições, que irão enriquecer o curso. “É muito bom ouvir as outras empresas, outros participantes do setor. Vamos dar um salto de qualidade. E reforço a importância de o BID ter confiado à ABES a execução desse projeto, que não é da ABES, é do setor”, concluiu.
