Em 2018, a ABES realizará no Brasil, pela primeira vez, o mais importante evento sobre água no mundo: a RIO WATER WEEK – Semana da Água do Rio. Esta realização, que já ocorre em outros países, como Suécia e Cingapura, reunirá profissionais, comunidade acadêmica, empresas e organizações internacionais para discutir a água em sua concepção mais ampla, abordando desafios, políticas públicas e soluções e tecnologias existentes no Brasil e no mundo.

Idealizador da versão brasileira do encontro internacional, o vice-presidente nacional da ABES, Carlos Alberto Rosito, falou ao Portal ABES sobre esta que é uma das grandes iniciativas da entidade e que deverá ser o acontecimento do ano nas discussões sobre água no país. Veja a seguir a entrevista:

Portal ABES – Como surgiu a ideia de trazer para o Rio a Semana da Água?

Carlos Alberto Rosito – Entre os objetivos da atual gestão da ABES, liderada pelo Roberval Tavares de Souza, estavam dois que se entrelaçam: enfatizar a luta pela universalização da água e do esgoto no Brasil e ampliar a atuação da entidade além fronteiras.

A participação de alguns colegas brasileiros em edições das Semanas Mundiais de Estocolmo e de Cingapura ao longo dos últimos 20 anos acabou por colocar para nós a questão: por que não organizar algo nesta direção aqui no Brasil?

Portal ABES – Quais são os grandes desafios de realizar um evento reconhecido como este?

Rosito – O desafio maior é o de ir além das fronteiras do nosso Brasil e de interessar e trazer para discutir a universalização aqui no país os nossos grandes parceiros internacionais. Nos contatos que temos mantido até aqui estamos agradavelmente surpresos pelo entusiasmo em torno do tema central – a universalização – e pelo forte apelo que o nome do Rio de Janeiro continua a representar em todo o mundo.

Portal ABES- O que devemos copiar dos já existentes e em que vamos inovar?

Rosito – Estamos adaptando para a nossa RIO WATER WEEK alguns aspectos que julgamos positivos na organização e planejamento do Fórum Mundial da Água e das Semanas da Água que nos precederam. Entre eles destacaria uma participação muito relevante das organizações parceiras – quase uma centena – que efetivamente coordenarão as 60 sessões da RIO WATER WEEK, trazendo com elas uma larga experiência nos quatro quadrantes do planeta.

Portal ABES – A ABES é a associação mais atuante do saneamento no Brasil. Ao realizar este evento, como a entidade pretende ampliar o diálogo com outras organizações mundiais?

Rosito – O desenho imaginado para a RIO WATER WEEK já se constitui ele mesmo no elemento central para esta aproximação com entidades internacionais, de forma análoga à aproximação desenvolvida pela ABES aqui no Brasil com organizações similares. Os acordos com os coorganizadores dos temas, tópicos e sessões e o trabalho conjunto ao longo dos próximos 11 meses propiciará uma aproximação maior com entidades já nossas parceiras, tais como BID, BANCO MUNDIAL, OPAS, AWWA, WEF, IWA , SUEZ, VEOLIA e SAINT-GIBAIN, entre outras. Possibilitará ainda o encontro com novas entidades similares, com as quais também dividimos um objetivo comum:  a água.

Portal ABES- Como você imagina a participação do poder público nessas discussões, que vão além das questões do saneamento, ao discutir temas da água de forma mais ampla, e envolverem participantes mundiais? 

Rosito – Imagino de forma muito similar à participação do setor público e das organizações não governamentais. Assim como um determinado Ministério brasileiro – o das Cidades, por exemplo, ou uma Secretaria de Estado de um pais irmão poderão coordenar uma sessão sobre o Plano Nacional de Saneamento Brasileiro, no primeiro caso, ou o Plano Nacional da Argentina, apenas para exemplificar, no segundo caso, ou uma OING alemã poderá desempenhar papel similar em uma outra sessão onde o tema seja, ainda como exemplo, a eficiência energética.

Portal ABES – Como o setor de saneamento e meio ambiente  pode se beneficiar do evento? 

Rosito – A simples enunciação dos 7 temas da RIO WATER WEEK –  – água, esgotos e saúde para todos; governança e planejamento; gestão eficiente; capacitação; financiamento;  regulação, monitoramento e comunicação; mudanças climáticas e inovação – é suficiente para explicitar os benefícios para qualquer operador de água e esgotos no Brasil e no mundo.

Portal ABES – Para os profissionais, como se dá a participação nas outras semanas da água (apresentação de trabalhos, discussões, concursos etc)?

Rosito – A RIO WATER WEEK não compreenderá a apresentação de trabalhos técnicos como no nosso Congresso Brasileiro de Engenharia Sanitária e Ambiental (realizado pela ABES a cada dois anos). Os nossos profissionais lá estarão como os verdadeiros pilares do encontro, desempenhando as funções de coordenadores de temas, tópicos e sessões, moderadores das sessões, debatedores, painelistas e apresentadores.

Portal ABES -Como um dos primeiros associados da ABES, o que significa, em sua trajetória, idealizar este evento?

Rosito – Ao lado de muitos sanitaristas brasileiros, como José Roberto do Rio Monteiro, José Martiniano de Azevedo Netto, Enaldo Cravo Peixoto, João Figueiredo, Max Lothar Hess, Walter Pinto Costa, Francisco Borsari Neto, Hugo de Mattos, Horst Otterstetter, João Nascimento, Nelson Nucci, Lineo Alonso, Guilherme Radel,  Eduardo Riomey Yassuda, Rodolfo Costa e Silva e tantos e tantos outros, foi-se alimentando ao longo das décadas o sonho de levar saúde através da água segura e do esgoto de qualidade a todos os brasileiros. Tenho a felicidade de ainda poder estar por estas bandas com este mesmo sonho que, embora ainda um pouco distante, já parece muito mais factível do que no passado. A RIO WATER WEEK será uma ferramenta a mais para monitorarmos nosso esforço na busca da universalização, em conjunto com colegas contemporâneos de todo o mundo, trazendo para cá os bons exemplos que existem lá fora e dividindo com eles também aquilo que conseguimos fazer até aqui. Ainda é pouco, mas segundo o SNIS de 2014, já havia então 236 cidades universalizadas em água e esgotos – coleta e tratamento, representando 12 milhões de brasileiros ou 7% da população urbana.
