Em encontro realizado em São Paulo, ABES-SP e AIDIS debateram reúso de água

A Associação Brasileira de Engenharia Sanitária e Ambiental – Seção São Paulo (ABES-SP) e a Associação Interamericana de Engenharia Sanitária e Ambiental (AIDIS) promoveram, nos dias 7 e 8 de novembro, o 16º Encontro Técnico de Alto Nível: Reúso de Água. O eixo central do evento, que ocorreu na Escola Politécnica da Universidade de São Paulo (POLI-USP), girou em torno da questão da reúso e das tecnologias de sucesso aplicadas no Brasil e no mundo.

Compuseram a mesa de abertura o diretor da ABES-SP, Hélio Padula, que representou o presidente da seção, Alceu Guérios Bittencourt; o presidente da AIDIS, Luiz Augusto de Lima Pontes; a presidente eleita da entidade, Carmen del Pilar Tello Espinoza, do México; e o Prof. Ivanildo Hespanhol, da POLI-USP/CIRRA.

Em seu discurso, Hélio Padula relacionou o evento com o papel da ABES, que é “reunir uma grande gama de profissionais que atuam no setor de saneamento: os empregados de empresas, sejam elas estaduais, sejam municipais, autarquias, os projetistas, os fabricantes de equipamentos, construtores – todos eles têm um lugar na ABES, com a missão de discutir os problemas do saneamento, que não são poucos”. E ressaltou os desafios dessa militância em buscar e alavancar soluções para que possamos avançar com o saneamento no país.

Padula explicou aos presentes sobre a divisão da ABES em seções estaduais e aproveitou para convidá-los a participarem da associação. “Nossas discussões se dão por meio de Câmaras Temáticas, cada uma tem um assunto importante como resíduos sólidos, recursos hídricos e prestação de serviços”, destacou.

Para finalizar, afirmou: “é um orgulho para a ABES-SP patrocinar um evento como este, que não por acaso é chamado de alto nível. Um evento que reúne o que existe de mais avançado no campo do reúso de água, que é um assunto que sempre esteve na pauta e ficou um pouco mais em evidência com a crise hídrica no Sudeste. A imprensa explorou e trouxe a sociedade um pouco mais para perto da discussão e devemos aproveitar essa oportunidade”, concluiu o diretor da ABES-SP.

Transmissão de cargo de presidente da AIDIS

O presidente da AIDIS, Luiz Augusto Lima de Pontes, que durante o evento transferiu o cargo para a Camen del Pilar Tello (leia mais aqui), ressaltou: “A entidade, dentro do seu objetivo de transferir conhecimento, realiza esses encontros técnicos. E recebido apoio da ABES-SP nesses eventos, que já está na sua 16ª edição, e todos eles realizados com bastante sucesso”, salientou. “Esse encontro sobre reúso de água é o último da minha gestão. O tema hoje é realmente muito importante, principalmente considerando a escassez de água que tivemos nos dois anos passados e que esperamos que não se repita. Porém, há previsões que ocorra nos próximos 4 ou 5 anos um processo similar”, alertou Lima Pontes.

A nova presidente da AIDIS para o biênio 2016-2018, Carmen del Pilar Tello destacou a parceria entre a entidade e a ABES. “Estou certa de que as coisas estão indo muito bem. Quero reforçar os laços com a ABES, que é o capítulo brasileiro na AIDIS, muito importante e muito querido para nós. Em minha equipe de trabalho tenho vários membros dentro da ABES, que me dão tranquilidade e alegria”, ressaltou. “E esse evento é muito importante. O reúso de água é um tema que nos compromete e a AIDIS levanta uma bandeira forte para que os governos nos escutem”.

O reúso no Brasil

O Prof. Ivanildo Hespanhol, diretor do Centro Internacional de Referência de Reúso de Água – CIRRA-USP e grande especialista no tema, apresentou um panorama do reúso de água no Brasil.  “Alguns anos atrás, dois pontos impediam que o país promovesse o reúso de água: a falta de atividade e vontade política, e a falta de um arcabouço legal para governar a prática de reúso, pois não temos uma legislação adequada”, lembrou.

Mas isto está mudando, de acordo com o especialista. “Há várias ações governamentais em prol do reúso”, disse. Uma delas é um projeto que a Confederação Nacional da Industria – CNI está desenvolvendo, com o qual o CIRRA, que trabalha no desenvolvimento de novas tecnologias de reúso, colabora. “Uma política de reúso focada na indústria. Esta é uma área que tem uma grande demanda e um grande potencial de reúso tanto interno como externo”, explicou Hespanhol, “o que nos leva a achar que vai haver uma grande motivação para o reúso no Brasil”, complementou.

Ainda de acordo com o professor, hoje existem no Congresso Nacional 13 projetos em prol do reúso. “A maior parte deles é dedicada a subsídios para empresas. Há um projeto que estabelece a redução de custos e redução de impostos para equipamentos que são utilizados em reúso, por exemplo”. Ele mencionou também que a iniciativa do Ministério das Cidades será fundamental para mudar o foco político com relação ao reúso no país: uma Política Nacional de Reúso de Água. “Esta é uma ação que vai estimular muito a prática no Brasil”, enfatizou.

“Hoje temos um caminho. Temos tecnologia para tratamento avançado, podemos produzir uma água partindo do esgoto que atenda a população”, disse Hespanhol. “Em termos de saúde pública, temos tecnologia para certificar a qualidade da água, temos meios analíticos para saber se uma água é passível de ser distribuída para a comunidade partindo do esgoto”.

A questão da agricultura, que consome 80% da água no mundo em virtude a irrigação, também foi destacada por Ivanildo Hespanhol. “O Brasil tem aproximadamente 70 milhões de hectares plantados e apenas 5% – três milhões e meio – é irrigado. Desses três milhões e meio, 16% são responsáveis pela produção agrícola brasileira. O reúso agrícola é fundamental no país”, pontuou.

O professor citou a SANASA, em Campinas, que já está utilizando o reúso. Trata-se, conforme explicou Hespanhol, da primeira Estação de Tratamento da América do Sul que tem um sistema piloto para determinar parâmetros e projetos para a produção de água potável.

Em sua apresentação, o Professor José Carlos Mierzwa, da POLI-USP/CIRRA abordou a “Síntese de Membranas Utilizadas em Sistemas de Tratamento para Tratamento de Água e de Efluentes Industriais”. Segundo ele, aqui no Brasil, “discutimos muito a questão da inovação, mas não a incentivamos por meio de utilização dos conhecimentos usados nas universidades, nem fomentando a vida ou a absorção de profissionais que tenham capacidade de inovação. Este é um passo fundamental se o país quer atingir um nível de desenvolvimento maior neste cenário do reúso.”

Para o especialista, a colaboração tanto da ABES-SP como da AIDIS na organização do evento mostra que o tema tem chamado atenção. “Merece um cuidado especial, principalmente desses novos prefeitos que vão entrar agora”, pontuou. “São eles que vão gerenciar a parte de saneamento das cidades e muitas vezes eles tentam passar isso para as companhias de saneamento, mas não é função delas”, explicou. De acordo com ele, se o prefeito não fizer um planejamento adequado, as companhias não vão realizar. “Acho que é importante a participação de profissionais e estudantes para que vejam o que está sendo feito de inovação tecnológica, os exemplos de sucesso, o caso da SANASA e as novas tecnologias que a USP está desenvolvendo e que se dispõe a compartilhar com todo o setor privado”, destacou Mierzwa.

aiidO engenheiro Renato Rosseto, da SANASA/Campinas, discorreu sobre o Programa de Reúso de Água daquela companhia de saneamento. Entre os tópicos abordados por ele estavam as estações de esgoto, membranas de ultrafiltração, tratamento preliminar de membrana e sistema, reúso direto e indireto. “O índice de abastecimento é de 99,5% e investimos em tratamento de esgoto”, ressaltou sobre a SANASA.

O convidado internacional, Rafael Dautant, da Universidade de Carabobo, na Venezuela, e ex-presidente da AIDIS, fez uma apresentação sobre “O Uso Confiável da Água para Reúso no Âmbito do Desenvolvimento Sustentável. O especialista lembrou que para o mundo moderno, a prática do reúso e a segurança da água passam a ser indispensáveis para a sobrevivência em todo o planeta. “Temos visto as tecnologias que podemos aplicar, a combinação do setor público e setor privado. Hoje, países da América Latina – Brasil, México, Venezuela, Colômbia e Argentina – estão se reunindo em torno do reúso seguro. Esperamos que todos os países se envolvam nisso e tenham como intuito converter a água residual – de esgoto em água para consumo humano”.

Importância do evento

Para o engenheiro Hélio Padula, diretor da ABES-SP, o evento “traduz uma necessidade que a sociedade tem e que ficou muito latente com a crise hídrica: de discutir novas formas de abastecimento, ampliar a matriz de abastecimento público de água para outros fins – industriais, por exemplo. É muito oportuna essa parceria da ABES com a AIDIS, que conseguiu trazer os expoentes deste assunto. Altamente proveitoso. Daqui podem sair muitas linhas de atuação, que podem dar um impulso novo a esse assunto que está realmente precisando ser desenvolvido no Brasil”.

O engenheiro Renato Rosseto, da SANASA/Campinas, afirmou que é “importante pela questão do tratamento de esgoto e do reúso, que têm como consequência a tecnologia de MBR, que abre a possibilidade da preservação dos rios, de ter mais saúde com o tratamento do esgoto e investimentos”, enfatizou Rosseto. “O assunto deve ser abordado pelos governos, técnicos, professores e universidades para visar um Brasil melhor”

“É necessário trazer a discussão em alto nível para o Brasil, unir os profissionais, mostrar as dificuldades técnicas do saneamento, dos equipamentos e dos serviços de tratamento para quem trabalha com regulamentação. Existem outros problemas de ordem econômica e institucional que devem ser observados. O desafio é muito grande e essa iniciativa contribui para isso”, afirmou Percy Soares, coordenador da Rede de Recursos Hídricos da Confederação Nacional da Indústria – CNI. Ele ministrou a palestra “Metas da Confederação Nacional da Indústria – CNI relativas a Reúso Industrial”.

“O debate sobre reúso é muito importante principalmente para nós da bacia hidrográfica dos rios de Piracicaba, Capivari e Jundiaí. Vimos que no momento de escassez hídrica fica muito mais caro ir buscar água do que tratar e reutilizar. O mundo inteiro já reutiliza a água, um dos poucos países que não usam a água de reúso é o Brasil. O plano diretor do PCJ pretende incluir o reúso como uma das formas de ofertar água. É importante mostrar o projeto piloto que estamos desenvolvendo com o CIRRA e a SANASA para desmistificar essa questão da água de reúso e tornar essa possibilidade viável nos municípios”. Sérgio Razerra – Presidente da Fundação Comitê de Bacias do PCJ. O engenheiro abordou o tema “Programas de Reúso em Desenvolvimento pela Fundação Comitê de Bacias do PCJ (Piracicaba, Capivarí e Jundiaí).”

“É importante abrir esse tema para discussão com um grupo profissionais qualificados do setor, pois o reúso tem sido uma realidade indiretamente. É necessário desenvolver políticas para o reúso com base em tecnologia avançada, garantir uma água com qualidade e um sistema de produção adequado”, disse Rafael Rodrigues- CIRRA-USP, mediador das palestras da manhã.

“Acredito que esses eventos têm que ocorrer com uma frequência maior devido à falta de conhecimento principalmente no setor de consultoria técnica e de engenharia. É importante divulgar essas informações para todos e criar uma massa crítica para avaliar as tecnologias existentes no mercado”, ressaltou Sérgio Rodrigues – KochMembranes – que discorreu acerca do tema “Aplicações de Membranas de Ultrafiltração e MBR – Soluções Tecnológicas para Tratamento de Efluentes.”

No segundo dia do evento foram debatidos os temas: “A Visão da ANA sobre o Reúso de Água Advinda de Esgotos para fins Agrícolas e Florestais”, com o engenheiro Devanir Garcia dos Santos, Gerente de Uso Sustentável da Água e do Solo da Agência Nacional de Águas – ANA;  “Águas Residuárias Tratadas: Componente Indispensável da Gestão Sustentável do Recurso Água”, com o engenheiro Carl Axel Sodeberg, da Empresas de Aquedutos de Porto Rico; “Guatemala, País Capital da Água”, com apresentação do engenheiro Neri Martin Mendez, presidente eleito da AIDIS para o período 2018-2020; e o “Sistema AQUAPOLO para Reúso Industrial”, com o engenheiro Fernando Gomes, representante da SABESP no Consórcio ODEBRECHT/SABESP.

Também foi realizada uma visita à ETE Capivarí II e à Unidade Piloto para Reúso Potável Direto”, com os engenheiros Renato Rosseto, SANASA; Ivanildo Hespanhol, POLI/USP/CIRRA;. José Carlos Mierzwa, POLI/USP/CIRRA; Marcio Romero, INVICT/CIRRA; Sérgio Ribeiro da KOCHMEMBRANES e Washington Yamaga, Biosolutec PurificationSolutions.
