Nova Diretoria Nacional da ABES toma posse em cerimônia em São Paulo

A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES promoveu, nesta terça-feira, dia 26 de julho, em São Paulo, no espaço Estação São Paulo, a cerimônia de posse da Diretoria Nacional para o biênio 2016/18.

O evento foi prestigiado por diversas autoridades do setor de saneamento e meio ambiente, entre outros, como o Secretário Nacional de Saneamento, Alceu Segamarchi Jr., representando o Ministro das Cidades, Bruno Araújo; Ricardo Toledo Silva, Secretário Adjunto de Saneamento e Energia do Estado de São Paulo;  Jerson Kelman, Presidente da Sabesp; Paulo Massato, Diretor Metropolitano da Sabesp; Mounir Chaowiche, Presidente da Sanepar; presidentes de Seções Estaduais da ABES, coordenadores de Câmaras Temáticas e Técnicas da Associação, representantes de diversas entidades do saneamento, associados, funcionários e colaboradores, além dos integrantes da nova Diretoria (veja os nomes abaixo).

robeebEm seu discurso de posse, o Presidente Nacional da ABES, Roberval Tavares de Souza, fez um panorama do saneamento no país e ressaltou os desafios do setor e da entidade. “As políticas públicas e entidades como a ABES têm que incentivar a melhoria da gestão para que o setor seja mais eficiente, fazendo com que os esforços sejam assertivos e os resultados ganhem maior amplitude…. Teremos nos próximos dois anos um grande desafio, o desafio de contribuir para a melhoria da qualidade de vida e do meio ambiente do nosso país, que é gigante pela própria natureza.” (leia a íntegra do discurso aqui).

Dante Ragazzi Pauli, que concluiu sua segunda gestão à frente da entidade, ressaltou os avanços dos últimos anos. “A ABES tem se posicionado e vem conquistando o respeito de nossa sociedade. Meu abraço aos colegas eleitos para a Nova Diretoria e aos Dadois candidatos do processo eleitoral, Roberval Tavares de Souza, eleito, e Américo Sampaio. Espero que possamos trabalhar de forma unida para o desenvolvimento do setor. Desejo então aos colegas eleitos, comandados pelo amigo Roberval Tavares de Souza, que tem total capacidade e competência para tocar a ABES, que deem continuidade às nossas ações e encontrem a melhor forma de fortalecer ainda mais a nossa ABES. Aliás, contem comigo para isso. Agradeço a ABES pela oportunidade que me deu de presidir e participar mais de perto dessa entidade, que fez exatos 50 anos em 2016, e isso é motivo de orgulho. A ABES mudou minha vida. Saio fortalecido pessoal e profissionalmente. Ao Roberval, uma ótima gestão. Parabéns à Diretoria eleita.”

ALCEO Secretário Nacional de Saneamento, Alceu Segamarchi, parabenizou Dante e Roberval e ressaltou o papel da ABES no desenvolvimento do setor. “Queria fazer um pedido: que a ABES continue sendo a parceria que tem sido principalmente nesses primeiros meses desse governo. Nesses dois meses, a primeira reunião que fiz com público externo foi justamente com a ABES, capitaneando reunião com todas essas associações ligadas ao saneamento no Brasil: Assemae, AESBE, Abcom, Abimaq e outras, e depois disso essa reunião já se desdobrou e já tivemos outro encontro um pouco mais técnico. Essas associações capitaneadas pela ABES, na pessoa do Dante, propuseram nos ajudar na construção de uma nova política de saneamento para o Brasil, naquilo que se refere ao Governo Federal. Prontamente aceitamos, estamos dispostos a ouvir, a colaborar. Quero desejar que o Roberval seja tão exitoso como foi o Dante à frente da ABES.”

Representando as empresas de saneamento, o presidente da Sabesp, Jerson Kelman, cumprimentou Dante e Roberval, não só pela atuação na ABES como também na Sabesp. E ressaltou o trabalho da entidade em prol do setor: “Queria destacar a vinculação da ABES ao tema da regulação. É algo muito importante para o setor de saneamento. Faço uma saudação especial ao Roberval, que assume a direção da  ABES. Muito do que aprendi de inovação, de pensar diferente o saneamento, de trazer contratos de performance e situações bem sucedidas vieram de sua unidade (Sul). A ABES estará muito bem servida sob sua liderança e colegas de direção.”

GERSugeriu ainda que a ABES englobe dois temas em sua atuação. O primeiro referindo-se à atual relação do meio ambiente e do Ministério Público. “Toda a legislação ambiental foi concebida para resistir às ações de empresas privadas, que buscando interesse privado causam um problema coletivo. Por exemplo: uma fábrica de química que se instala na beira do rio e joga lixo nesse rio está defendendo os direitos dos acionistas. Esse arcabouço conceitual tem sido aplicado a nós do setor de saneamento de forma equivocada, porque não somos produtores de poluição, somos parte da solução. E essa percepção de que, na realidade, somos parte da solução, e de que a Lei 11.445 reconhece que o processo de implantação do saneamento se dá por etapas acaba passando despercebido por aqueles que se limitam à questão ambiental. Então, temos buscado isso como um trabalho da ABES para trazer maior conhecimento sobre esses aspectos, para a sociedade geral e para os operadores do meio ambiente. O segundo tema é a questão do SNIS. Houve um grande avanço no Sistema de Informações, que reúne dados e estatísticas sobre situação dos vários prestadores de serviços de saneamento e empresas no país, mas ele necessita passar quais são esses índices. E é aí que a ABES, metodologicamente, poderia entrar na discussão e avançar em termos de auditorias. Na minha concepção, esses índices não devem ser apenas autodeclaratórios, mas devem passar por auditoria.”

O deputado federal, João Paulo Papa não pode comparecer à cerimônia, mas enviou um ofício cumprimentando o novo presidente nacional da ABES.

É com grande satisfação que venho cumprimentar V. Sa. pela posse na presidência da Associação Brasileira de Engenharia Sanitária e Ambiental, estendendo esse cumprimento a todos os novos diretores. Nesta oportunidade, quero também saudar, de forma muito especial, o presidente Dante Ragazzi Pauli e toda sua Diretoria pela inestimável contribuição ao desenvolvimento do Saneamento Ambiental brasileiro. Na Câmara dos Deputados estarei sempre à disposição desta que considero a mais importante entidade representativa do setor, que ao longo dos seus 50 anos de existência vem realizando intensa mobilização em favor do saneamento e da saúde pública, com resultados concretos para o desenvolvimento nacional.
