PNQS: conheça o programa Jornada de Excelência, que visa melhorar a gestão das empresas que participam do prêmio

Supervisionada por instrutores da ABES, a aplicação do método, além de atender às exigências do MEGSA ESG, traz agilidade, aprendizado com a prática, direcionamento entre os líderes e certificação final para as companhias.

Mudar é uma das alternativas para as empresas avançarem no caminho que percorrem para a melhoria da gestão da qualidade. E ajudá-las neste processo é um dos objetivos propostos pela Jornada de Excelência instituída no Prêmio Nacional da Qualidade no Saneamento (PNQS), promovido pelo CNQA – Comitê Nacional da Qualidade ABES – Associação Brasileira de Engenharia Sanitária e Ambiental. O Programa Jornada de Excelência vem ganhando destaque no setor de saneamento ambiental em nível nacional por ser uma opção diferenciada para as empresas que participam da premiação.

A Jornada de Excelência atende também as melhorias que o prêmio vem alimentando ao longo dos anos. Um exemplo é que a plataforma PNQS lançou, em 2022, o MEGSA ESG, uma evolução do modelo MEGSA clássico, que incorpora tendências de gestão ESG de 2a. geração, como negativação de carbono, consumo responsável, organização ativista, alinhados aos ODS das Nações Unidas. Carlos Schauff, consultor do PNQS, lembra que esse novo modelo convive com o MEGSA clássico ainda esse ano para as candidatas ao PNQS nas modalidades ‘As Melhores em Gestão’ e ‘Selo de Qualidade de Fornecedores’. 

Outro lançamento do ano, conforme conta Schauff, foi a Certificação ‘ABES ESG Index’ que possibilita uma avaliação do ativismo ESG da empresa inventariando e qualificando suas iniciativas e a gestão ESG de forma integrada, num prazo de 30 a 60 dias da inscrição. “O Index em 12 degraus, de D- a A+, sinalizará aos acionistas ou instituidores e ao mercado o compromisso com o desenvolvimento sustentável, permitindo avaliação do progresso”, ressalta.  

O consultor técnico do PNQS destaca que a Jornada de Excelência se diferencia no prêmio como método para melhorar a gestão, pela agilidade, forma de capacitação, trabalho em equipe monitorada e certificação final. De acordo com ele, a Jornada descobre e pondera rapidamente os “gaps” existentes entre o sistema de gestão da empresa e as exigências do MEGSA ESG com base em debates desenvolvidos em grupos organizados que aprendem fazendo. “Os projetos de melhoria são compilados com agilidade por equipes dedicadas aos temas com maior retorno. A verificação do progresso dos planos no meio da Jornada, por uma banca, serve para assegurar o foco das equipes. A Certificação, após auditoria independente ao final, estabelece um marco e possibilita aferir se houve progresso”, explica o especialista.

Na essência, Schauff comenta que a Jornada de Excelência é um programa participativo que é realizado em “sprints” de seis meses em operadores de saneamento ambiental ou em suas unidades autônomas, para melhorar a qualidade da gestão. Ele informa que o processo é supervisionado por instrutores da ABES. “Nesta estruturação para o desenvolvimento da Jornada da Excelência o passo a passo se dá por meio da realização de um diagnóstico participativo de dois dias; preparação dos planos de melhoria da gestão prioritários em mais dois dias; avaliação do progresso dos planos por uma banca no quarto mês; e uma auditoria independente, contratada pela ABES, se encarrega de verificar se houve melhoria na gestão após seis meses, para daí recomendar ou não uma Certificação”, detalha.

O especialista adiciona que o programa  também serve como uma capacitação prática no modelo de excelência em gestão do saneamento ambiental referindo-se ao MEGSA ESG. “A partir de 2022 foram incorporados os preceitos emergentes do ESG de 2a geração” completa.  

Para melhor aproveitamento em prol da Jornada, envolver a alta direção no programa é primordial, aponta Schauff. “A metodologia do programa, por exemplo, prevê o anúncio solene da Jornada pelo principal dirigente, em sessão de capacitação executiva conjunta aberta, de 1h30, junto com os participantes pré-selecionados para a fase de diagnóstico. Além disso, o método preconiza que dirigentes sejam indicados como padrinhos dos projetos de melhoria”, explica.

Sobre suas expectativas com o PNQS este ano, Schauff destaca que as modalidades de premiação do Sistema PNQS visam captar e disseminar boas experiências de gestão no setor, por meio dos relatórios ou “cases” de candidatura, ao mesmo tempo que provoca a reflexão das empresas em torno das exigências do MEGSA. “A partir dessa reflexão e dos relatórios de feedback da Banca Examinadora elas podem promover melhorias, num ciclo mais dilatado que a Jornada”, diz. Por meio do processo de avaliação do PNQS, Schauff informa que os relatórios das empresas premiadas são disponibilizados no site da ABES para servirem de exemplo ao setor. “Esperamos para esse ano um número elevado de candidaturas no PNQS, algumas já utilizando o modelo novo. Algumas organizações, inclusive, já baixaram o software gratuito de avaliação do ‘ABES ESG Index’ e acreditamos que brevemente teremos as primeiras inscrições no Index para Certificação”, registra.

Experiências em andamento

Entre as experiências já consolidadas nesta iniciativa do PNQS, trazemos o case da Sanasa Campinas, a qual considera que o “Programa Jornada de Excelência” auxiliará na busca pela melhoria contínua dos sistemas de gestão, que estão pautados nas Diretrizes Estratégicas da empresa. Segundo Alessandro Siqueira Tetzner, gerente de Gestão da Qualidade e Relações Técnicas da Sanasa, a companhia busca a implantação do MEGSA do PNQS frente ao cenário atual, cujos desafios do Novo Marco Legal de Saneamento impõem que as companhias tenham cada vez mais eficiência na gestão. “Somos incentivados pela presidência e diretorias da Sanasa”, conta e, destaca: “o Programa Jornada da Excelência contou com um evento de lançamento na Sanasa, realizado pela presidência da companhia, com a presença dos Diretores, Gerentes e Equipe que irá participar dos workshops”.

Conforme Tetzner, na Sanasa o Programa acontecerá em três Módulos, sendo:

– Módulo 1: contemplando o Lançamento do programa, Workshop de auto avaliação e o resumo executivos com a apresentação dos resultados;

– Módulo 2: contemplando o Workshop para a elaboração do Plano de Melhorias e monitoramento das ações para validação da presidência e Diretorias;

– Módulo 3: Auditoria da qualidade da auto avaliação e Certificação ESG, se atendidas todas as premissas.

O executivo comenta que a Jornada de Excelência, no âmbito do PNQS, é importante para a Sanasa para que tenha condições de concorrer no PNQS, subindo de categoria, rumo a Excelência dos Serviços Prestados. “A companhia está se estruturando para aproveitar os benefícios que a Jornada de Excelência pode oferecer para a gestão da empresa, absorvendo ao máximo os conceitos apresentados pelos técnicos da ABES, durante os workshops. Para isso, foram selecionados, no quadro de profissionais da Sanasa, aqueles com o perfil de liderança em seus setores e que teriam condições de multiplicar os conhecimentos adquiridos”, informa.

Para Tetzner, as expectativas com esse trabalho no âmbito dos colaboradores, prestadores de serviços e para a empresa como um todo abrange, entre outros fatores, quebrar paradigmas, como aperfeiçoar as rotinas de trabalho, engajar cada vez mais os profissionais da empresa nos projetos que estão atrelados às Diretrizes Estratégicas da Sanasa. “Entre os diferenciais que a Jornada de Excelência traz para a Sanasa estão a possibilidade de extrair o máximo de potencial dos nossos profissionais. E a chance de entrarmos de vez para o rol das melhores empresas, com o foco nas ações ambientais, sustentáveis e de boa governança”, conclui.
