Presidente nacional da ABES integra seminário da APU sobre regionalização do saneamento

Com a presença de Alceu Guérios Bittencourt, segunda sessão do encontro online ocorreu nesta quinta-feira (29) e abordou o tema no cenário brasileiro.

Nesta quinta-feira, 29 de abril, o presidente nacional da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES, Alceu Guérios Bittencourt, integrou a segunda sessão do Seminário “A Regionalização do Saneamento em São Paulo e no Brasil”, realizado pela APU – Associação dos Profissionais Universitários da Sabesp. O evento foi transmitido gratuitamente pelas redes sociais da entidade.

O evento foi realizado para discutir as alterações significativas que ocorreram no setor com a revisão do Marco Legal do Saneamento, aprovada por meio da Lei nº 14.026, de 15 de julho de 2020, especificamente na forma como os prestadores de serviços de saneamento, sejam públicos ou privados, deverão se relacionar com o poder concedente.

O encontro focou no debate acerca da regionalização no cenário nacional. 

Na oportunidade, Alceu Guérios Bittencourt reiterou o posicionamento da ABES (leia aqui) sobre a necessidade de se organizar o processo de transição de modelos de saneamento, considerando as diversas peculiaridades e condições objetivas trazidas pelo novo Marco Legal para situações de contratos vigentes e de municípios sem contrato. É imprescindível, segundo ele, que se discuta a instituição de contratos de transição que vigorem até que sejam concluídas as novas licitações de concessão, a fim de garantir a continuidade da prestação dos serviços à população e evitar paralisia em situações de indefinição do arcabouço regulatório.

Além de Alceu, participaram do evento: Abelardo de Oliveira Filho, ex-secretário Nacional de Saneamento, ex-presidente da Embasa e atual conselheiro de Administração da Embasa; e Pedro Duarte, analista técnico em Saneamento da Confederação Nacional de Municípios (CNM). Sobre o evento

O Seminário “A Regionalização do Saneamento em São Paulo e no Brasil” ocorreu em duas etapas, sendo a primeira realizada no dia 22 de abril, com o debate focado na regionalização no Estado de São Paulo. A segunda e última sessão foi realizada nesta quinta-feira (29), com foco no cenário nacional.

O objetivo do evento foi estimular o debate e o entendimento sobre cenários, propostas, riscos e desafios para a prestação dos serviços públicos de saneamento básico e a universalização em condições acessíveis e o consequente estabelecimento de tarifas socialmente justas para toda a população.

Uma das principais inovações da atualização do Marco Legal do Saneamento está no prazo de 1 ano – a vencer em julho de 2021 – para que os estados definam, mediante lei específica, as unidades regionais de saneamento básico para exercício da titularidade desses serviços públicos. Caso contrário, o Governo Federal deverá instituir blocos de referência subsidiariamente aos Estados. Por isso, o debate sobre essas questões no seminário é de extrema importância.
