Sem a participação do Governo Federal, Audiência Pública sobre a MP do Saneamento foi realizada nesta quarta, dia 8. ABES marcou presença

Foi realizada nesta quarta-feira, 8 de agosto, uma Audiência Pública na Câmara dos Deputados que reuniu representantes das principais entidades do setor de saneamento, urbanitários, deputados federais e representantes da sociedade civil, para debater sobre os efeitos da Medida Provisória nº 844/2018, assinada pelo presidente Michel Temer no dia 6 de julho, que altera a Lei do Saneamento. A solenidade foi marcada pela ausência de representante do Governo Federal. A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES foi representada pelo diretor nacional Sérgio Gonçalves.A ausência do Governo Federal nos debates foi motivo de crítica de todos os participantes, inclusive porque no dia de ontem, se fizeram presentes no evento promovido pela Abcon, que é a Associação Brasileira das Concessionárias Privadas de Serviços Públicos de Água e Esgoto, que defende o ponto mais polêmico da medida provisória. “Isso apenas reforça o que as 4 principais entidade do setor tem falado. O Governo Federal não queria a nossa participação efetiva na construção de um modelo que aperfeiçoe o setor”, enfatizou Roberto Tavares, presidente da Associação Brasileira das Empresas Estaduais de Saneamento (Aesbe) e da Companhia Pernambucana de Saneamento (Compesa).

Tavares reforçou ainda o discurso da Aesbe, de que a entidade não é contra a iniciativa privada, muito pelo contrário. “Nós defendemos uma maior parceria entre o público e o privado. O que não podemos concordar é que a entrada do setor privado no saneamento seja de forma pulverizada, isso é um desserviço à nação. Afeta diretamente a economia de escala e o subsídio cruzado, além de criar a imensa distorção de oferecer ao Setor Privado os municípios lucrativos e deixar os deficitários com as Empresas Públicas”, enfatizou o presidente.

Além de Roberto e Sérgio Gonçalves, participaram do debate: Pedro Blois, Presidente da Federação Nacional dos Urbanitários (FNU); Abelardo de Oliveira, representante da Frente Nacional pelo Saneamento Ambiental (FNSA); Aparecido Hojaij, representante da Associação Nacional dos Serviços Municipais de Saneamento (Assemae); Fernando Rabello, Presidente da Associação Brasileira das Agências de Regulação (Abar); Cláudia Lins, supervisora da Confederação Nacional de Municípios (CNM); Iury Paulino, representante do Movimento dos Atingido por Barragens; e Francisca Adalgisa da Silva, consultora de Projetos na Associação dos Profissionais Universitários da Sabesp (APU).

Houve um número significativo de deputados federais no evento. Por decisão da presidente da Comissão de Desenvolvimento Urbano (CDU), deputada Margarida Salomão (PT/MG), não houve um coordenador fixo da mesa. Todos os participantes da Comissão que estavam presentes assumiram a responsabilidade, em forma de rodízio.O evento foi promovido pela Comissão de Desenvolvimento Urbano (CDU), a pedido da Deputada Margarida Salomão (PT/MG), Presidenta da Comissão, e dos Deputados Afonso Florence (PT/BA), Angelim (PT/AC), João Daniel (PT/SE), João Paulo Papa (PSDB/SP), Givaldo Vieira (PCdoB/ES), Edmilson Rodrigues (PSOL/PA) e Ana Perugini (PT/SP).

O presidente da Assemae, Aparecido Hojaij, reforçou a falta de respeito do Governo Federal em não aparecer na audiência. “É inadmissível o governo dizer ser infantilidade das entidades, a realização da mobilização conjunta em 18 capitais brasileiras no dia 31 de julho. Infantilidade é o não comparecimento do governo nesta audiência, é um verdadeiro desrespeito”, enfatizou Hojaij.

A presidente da CDU, deputada Margarida (PT/MG), relembrou a todos que a água é considerada pela Organização das Nações Unidas (ONU) como direito social. “É inadmissível a água entrar nesse pacote de liquidação. Assinar essa Medida Provisória no último dia possível antes do período eleitoral é um gesto de deboche”, disse Margarida.

A Audiência Pública foi transmitida online e contou com a participação dos internautas, que enviaram perguntas, que foram respondidas pelos participantes.

Mobilização
No dia 31, ABES, AESBE, ASSEAME E ABAR realizaram, em 18 capitais brasileiras, o Dia Nacional contra a MP do Saneamento, reunindo  cerca de 5 mil profissionais pelo país.
