Neste dia 15 de junho de 2017, a ABES completa 51 anos de existência. Nesta data especial, a entidade, a principal do setor de saneamento no Brasil, sente-se orgulhosa por reunir profissionais de diversas áreas e gerações trabalhando pelo setor e pela a qualidade de vida dos brasileiros.
A seguir, os associados Carlos Alberto Rosito, vice-presidente nacional da entidade, Eduardo Pacheco Jordão e Walter Costa, que participam desde a fundação da ABES, contam um pouco das experiências vividas na entidade e destacam a importância desta para o país.
“ABES, liderança ontem e hoje”

“Nossa ABES chega hoje aos seus 51 anos e me faz recordar quando em 1967 tornei-me um de seus membros. Embora como ABES ela estivesse ainda na sua mais tenra idade, trazia já a experiência das duas entidades antecessoras de cuja união foi o resultado.
Uma delas era o capítulo brasileiro da AIDIS- a Associação Interamericana de Engenharia Sanitária, fundada em 1948 pelos dirigentes da OPAS – a Organização Pan-americana da Saúde.
E reunia já então a ABES entre os seus dirigentes e associados a nata do saneamento brasileiro.
Estava eu exultante: iria ter a oportunidade de conviver nos congressos e em outras atividades da entidade com os sanitaristas que eu já havia aprendido a admirar e respeitar: José Martiniano de Azevedo Netto, Max Lothar Hess, Enaldo Cravo Peixoto, Eduardo Riomey Yassuda, José Roberto do Rego Monteiro, Gastão Sengés, Walter Pinto Costa.
E realmente tive a oportunidade de estabelecer ao longo dos anos seguintes um relacionamento privilegiado com alguns deles.
Pude acompanhar de perto, entre os membros da ABES, a formulação do PLANASA – o primeiro Plano Nacional de Saneamento – que nos 15 anos ente 1970 e 1985 permitiu um enorme desenvolvimento do abastecimento de água no nosso Brasil.
A ABES foi chamada a liderar o programa de capacitação do PLANASA e saiu-se airosamente da importante missão.
Meio século passado aqui nos encontramos uma vez mais catalisando em todos os estados da federação – com a liderança entusiasmada do Presidente Roberval – uma nova e ampla discussão, em meio aos tempos bicudos na seara econômica e política que o nosso Brasil atravessa.
Buscamos fortalecer e implantar de fato o PLANSAB – o segundo Plano Nacional de Saneamento Básico, em cuja elaboração dirigentes e membros da ABES se empenharam com muito denodo.
Para poder outra vez participar do esforço de capacitação dos jovens sanitaristas brasileiros acabamos de criar a UNIABES.
E com o mesmo entusiasmo com que cheguei à ABES há cinquenta anos participo da acolhida a estes brilhantes sanitaristas do nosso programa Jovens Profissionais do Saneamento.
Liderados por profissionais como o Álvaro Diogo, o Thomas Ficarelli, o Miguel Fernandez Filho e uma plêiade de outros jovens colegas, eles já nos trazem uma enorme contribuição e a certeza e que serão pilares importantes na construção da Universalização do Saneamento dentro dos próximos 15 anos, como deseja e merece a sociedade brasileira!

“Faço parte da ABES desde que foi fundada. Era parte do grupo que se reuniu mesmo antes da fundação. Em todos estes anos, tivemos avanços consistentes no saneamento. Um desses grandes avanços ocorreu com o Planasa – Plano Nacional de Saneamento, que impulsionou o saneamento no Brasil. A ABES participou ativamente, especialmente com os presidentes Enaldo Cravo Peixoto (engenheiro civil especializado em Engenharia Sanitária) e José Roberto do Rego Monteiro (também diretor do BNH – Banco Nacional da Habitação, que instalou o Planasa).
Em todos esses anos, a situação no país melhorou consideravelmente e muito deve-se à ABES, que sempre lutou pelo saneamento e pela qualificação dos profissionais, que num importante momento do setor, passou a promover congressos em todo o Brasil e valorizou o conhecimento técnico. E isso é muito importante para o nosso setor: informação e divulgação dessas informações para os profissionais e a sociedade em geral.
É muito bom ver a ABES crescendo em todo o país, com a participação cada vez maior dos jovens. Ainda resta muito a ser feito e os novos profissionais devem participar. Além de ajudar o saneamento, participando da ABES eles desenvolvem suas carreiras.
Vivi intensamente esses 51 anos da ABES e da história do Saneamento no Brasil. É com muito orgulho que comemoro mais este aniversário de nossa entidade.”
“Experiência e juventude caminham juntas”

“A ABES é mais que simples associação representando engenheiros, biólogos, químicos que atuam no saneamento e no meio ambiente. É na verdade, muito mais: uma associação em que os mais novos e os ‘grandes nomes’ do saneamento caminham juntos, trocando suas boas experiências e seus conhecimentos. Unindo esses especialistas em uma grande família, a ABES se predispõe a um esforço maior para ajudar a levar o saneamento aos que ainda não desfrutam deste benefício, que devem ter por direito. Quando participei de sua fundação, há 51 anos, não poderia imaginar a importância do papel que a ABES iria representar na expansão do saneamento em nosso país.
Para os associados da ABES há grandes recompensas: a maior talvez, saber que mais brasileiros estarão recebendo água em casa, ou que a construção de redes e estações de tratamento de esgoto estarão protegendo nossos rios e corpos d’água.
“A ABES permite repartir conhecimento e experiências exitosas: é uma boa oportunidade para o associado da ABES dar um pouco de si, sem buscar recompensas materiais, como uma espécie de retribuição por tudo o que temos recebido: a educação ímpar em uma universidade pública, a participação em congressos, a oportunidade de encontrar companheiros de jornada e trocar experiências, a disponibilidade de livros, revistas, palestras, exposição de equipamentos, a conquista de novos conhecimentos, e o companheirismo que praticamos, nós associados da ABES.
Nosso país vive um momento de dificuldades em vários setores, e o saneamento é um deles. Cabe à ABES, como entidade que representa e congrega os especialistas deste setor, e do meio ambiente, contribuir para ampliar o acesso ao bem público que deve ser a plena disponibilidade de água para a população.
Da mesma forma, frente a um meio ambiente que se vê desprotegido, cabe igualmente à ABES juntar e ampliar esforços por sua recuperação, e por plena disponibilidade para uso e benefício dos cidadãos brasileiros.
Participei, há 51 anos, de sua fundação; era um garoto de 26 anos, recém-chegado de um mestrado nos Estados Unidos, e entusiasmado por saneamento, em um momento em que abastecimento d’água e saneamento eram assunto de ‘segunda classe’ no Brasil.
A visão do governo para o tópico saneamento começa a se modificar nesta mesma ocasião com a criação do Banco Nacional da Habitação, a quem a tarefa de desenvolver o saneamento no país é entregue. Nesta mesma época há um grande trabalho de treinamento de profissionais de todos os níveis – engenheiros, técnicos, operários especializados, com o BNH e o apoio do programa USAID.
As antigas instituições públicas se modernizam, passando a superintendências, companhias mistas, e depois empresas públicas. No Rio é criada a SURSAN (Superintendência de Urbanização e Saneamento), o Instituto de Engenharia Sanitária (depois FEEMA e INEA), a CEDAG (Companhia Estadual de Águas), em São Paulo a CETESB (órgão ambiental e de controle da Poluição).
A ABES nasce unindo as entidades atuantes a nível federal (o DNOS, na época) e estadual, com ênfase no Rio e em São Paulo.
A ABES se firma como centro de excelência no treinamento de profissionais de nível superior e de nível técnico; passa a ser aceita pelos governos como entidade plenamente representativa dos profissionais de saneamento e ambiente, seus pleitos e sugestões são considerados sérios e estudados. A ABES passa a ter assento em vários órgãos governamentais. Seus congressos se firmam como representativos da situação e dos anseios do setor, e são um ponto de apresentação de novas tecnologias por empresas e técnicos. As exposições de equipamentos e de empresas nos congressos se mostram como um elo de ligação entre técnicos, empresas e governo.
Um momento marcante da ABES foi a sua participação em um programa de treinamento do BNH, com mais de 30 mil profissionais sendo treinados, beneficiando diretamente o setor.”

Today, I went to the beachfront with my kids. I found a sea shell and gave it to my 4 year old daughter and said “You can hear the ocean if you put this to your ear.” She put the shell to her ear and screamed.
