A Associação Brasileira de Engenharia Sanitária e Ambiental – ABES lançou, nesta quinta-feira, dia 3 de março, na sede da ABES-SP, a Campanha Mais Saneamento, menos zika, que visa engajar o setor e a sociedade em geral na conscientização sobre a necessidade de avançar no saneamento para combater doenças como dengue e zika e pela melhoria da qualidade de vida dos brasileiros.
Numa roda de conversa que lotou o auditório da ABES-SP, o presidente nacional da ABES, Dante Ragazzi Pauli, recebeu o Professor Delsio Natal, Professor do Departamento de Epidemiologia da Faculdade de Saúde Pública/USP, e de Toninho Evangelista,secretário da Campanha da Fraternidade da CNBB – Conferência Nacional dos Bispos do Brasil – Regional Sul 1 (São Paulo). A campanha este ano aborda o saneamento.
Dante abriu o encontro, com um breve panorama sobre o saneamento. “Só na grande São Paulo existem mais de 400 mil famílias vivendo de forma precária em áreas irregulares. Não é de uma hora para outra que vamos resolver o abastecimento destas pessoas. Acredito que temos que dar condições mínimas para os municípios, que além de não terem vontade política, não têm os recursos. Precisamos pensar no saneamento no médio e longo prazos. Mesmo que demore um tempo, mas pelo menos que se faça algo estruturado para durar”, ressaltou.
O presidente citou Tóquio como referência no quesito perdas de água, que após a Segunda Guerra Mundial apresentava índices de 80%. “Com um trabalho persistente, hoje tem 5% de perdas e querem chegar a 3%. O Brasil é um país emergente. Temos de trabalhar com muito cuidado e muito afinco. A infraestrutura tem de ser de longo prazo”, afirmou, ao lembrar que o país tem uma característica imediatista. “Devemos construir um modelo estruturado, sustentável, ainda que demore mais do o que desejado.”
Em sua explanação, o Professor Delsio Natal abordou o tema “O Aedes aegypti desafiando o Brasil”, no qual apresentou um histórico do mosquito no país, cuja presença foi registrada no século 17. “O Aedes aegypti possui mecanismos de fácil dispersão e encontrou nas cidades tropicais do planeta ambientes favoráveis ao seu desenvolvimento. Estes aglomerados humanos, em sua quase totalidade, são desprovidos de uma estrutura completa de saneamento e facilitam a proliferação da espécie, a qual, em alta densidade, multiplica as infecções e gera graves epidemias.”
Para o acadêmico, a gestão da prevenção e do combate ao mosquito não tem sido uma resposta adequada à dimensão do problema. Citou como exemplos a criação e modificação de mosquitos, que traz pessimismo e lança novos mosquitos no ambiente; a desinformação sobre soluções de combate, que causam confusão na população, e a falta de consciência em relação ao meio ambiente, entre outros. “Nos municípios, por exemplo, falta gestão, faltam equipes especializadas. O mau gerenciamento dos piscinões, por exemplo, cria resíduos para a proliferação do mosquito e traz riscos à saúde”, advertiu. “Entre as medidas que devem ser tomadas estão a vigilância feita pelas prefeituras e o controle e indicadores”. E finalizou: “O Brasil tem poucos recursos para investir em tecnologia e corta recursos da educação e da saúde. Não é um trabalho simples e o custo é alto.”
Ao apresentar a Campanha da Fraternidade da CNBB deste ano, Toninho Evangelista explicou que a intenção é que as pessoas (cristãs) se conscientizem e ajudem a conscientizar outros sobre o ambiente em que vivem. “Um número limitado de brasileiros têm acesso a um sistema que dê conta da prevenção das doenças. Uma maioria vulnerável acaba pagando pela falta de saneamento até com a própria vida.”
Também ressaltou o papel dos jovens nas questões ambientais.“Temos muito a aprender com nossas crianças. Elas estão muito mais sensibilizadas com as questões ambientais do que nós adultos. A minha geração aprendeu que água era um recurso infinito. Hoje a criança já sabe que isso não é verdade e ela se contrapõe. Temos que saber ouvir a juventude, que está conectada nas redes sociais, aderir a esse público que sabe usar esse espaço em prol das questões ambientais”, disse. “Claro, é verdade que precisamos do aparato técnico, mas também é verdade que esse aparato está muito mais a serviço do mercado e não a serviço do bem comum”, ponderou.
Iniciativa de peso
A campanha da ABES foi elogiada pelos convidados palestrantes e pelo público presente.
Para o Professor Delsio Natal, a direção tomada pela ABES, procurando envolver a sociedade, é excelente. “A presença da CNBB, representando a igreja, além de outros segmentos sociais presentes, gerou um debate muito produtivo no sentido de tentarmos ver em conjunto as possíveis saídas para um grande desafio, que é a melhora do saneamento no Brasil”.
O estudioso ressaltou que a população não faz essa leitura da relação entre saneamento básico com essas doenças. “E o problema principal da emergência do zika vírus, que está se disseminando rapidamente no Brasil, é justamente as falhas na nossa qualidade ambiental”, afirmou. “Se nossa casa fosse arrumada, bem tradada, saneada e limpa, certamente se tivesse esta doença ela seria em um grau muito pequeno e o mosquito praticamente não se viabilizaria aqui com tanta força como tem se viabilizado”.
Para Toninho Evangelista, a proposta da ABES é extremamente rica. “Uma iniciativa que não tem como objetivo o lucro, mas o bem comum. Como representante da Igreja, fico feliz em participar. Nós precisamos do conhecimento técnico dos profissionais da ABES para reforçar nossa campanha.”
Na opinião da diretora da ABES-SP e coordenadora das Câmaras Técnicas de Resísuos Sólidos e Saúde Pública, Roseane Garcia Lopes de Souza, uma das idealizadors da campanha, trata-se de uma iniciativa oportuna, importante e relevante. “O objetivo é estruturar o setor de saneamento. A campanha terá textos e palestras, entre outras ações, abordará uma série de questões e reunirá grandes parceiros. Isso vai aglutinar o setor de saneamento e espero que traga uma série de mensagens para a sociedade civil e, sobretudo, o poder público, devido ao ano eleitoral.”
Dante pontuou que a sociedade precisa ser mais participativa nesse debate. “Na hora em que a sociedade se organizar, teremos o arranque de verdade. Mas ela fica quieta, sabe que precisa de água, mas parece não ter noção do saneamento como um todo e aí entra a questão da educação. A Igreja tem um poder importante nesta questão de tentar trazer a sociedade para a discussão. Senão continuares com a mesma história de fazer obra de esgoto, universalizar em apenas 20 anos. É a guerra contra o mosquito, que sempre volta trazendo novas doenças”, afirmou. “Temos de trabalhar, arregaçar as mangas. Não só criticar, mas criticar e propor. Esta é a linha que tentamos seguir na ABES. Vamos abrir o debate e não deixar que ele cesse. Estamos à disposição para contribuir com a CNBB na Campanha da Fraternidade.”
Para Frederico Veríssimo, integrante do Programa Jovens Profissionais do Saneamento da ABES-SP, o debate foi enriquecedor, numa área que está crescendo. “Cada participação nos eventos da ABES é um aprendizado contínuo, aprendemos com os especialistas”, disse, lembrando que o tema do JPS para o Dia Mundial da Água (22 de março) será sobre doenças de veiculação hídrica.
A engenheira ambiental Maria Carolina, 25 anos, participou o objetivo de entender melhor a relação entre zika e saneamento para transmitir à comunidade de onde trabalha. “Gostei bastante das palestras. A população não tem muito conhecimento sobre o assunto. Eu trabalho em uma obra de saneamento e vejo que há muitas dúvidas sobre a dengue e os novos vírus zika e chickungunya. Eu vim aqui para agregar conhecimento com estes especialistas para ter respostas reais e passá-las para as pessoas. É disso que precisamos hoje, fazer algo em comum.”
