Convênio ABES/BID: curso EAD de Regulação no Saneamento encerra-se com sucesso de realização e participação

A primeira turma do Curso EAD (Ensino a distância) “Regulação dos Serviços de Saneamento – Teoria e Prática”, uma parceria entre a ABES e o Banco Interamericano de Desenvolvimento, concluiu no dia 15 de janeiro o período letivo. Este primeiro curso é parte do convênio de Cooperação Técnica, com foco na regulação do setor de Saneamento no Brasil, firmado em 2014, entre a ABES e o BID. A ABES lançará em fevereiro a programação 2017, que terá mais nove cursos, além do voltado à regulação (veja aqui).

Voltado a profissionais do setor de saneamento e meio ambiente com atividade ligada direta ou indiretamente com a regulação do saneamento, o curso foi bastante concorrido – foram mais de 700 candidatos para 100 vagas.

As aulas, que tiveram início em 27 de junho de 2016, contou alunos comprometidos e interessados de diversas regiões do Brasil. Dentre os inscritos, 82 deles concluíram o curso e alguns dos alunos relatam sua experiência com o EAD e a contribuição em suas trajetórias profissionais (leia os depoimentos abaixo).

Para Dante Ragazzi Pauli, ex-presidente nacional da ABES em cuja gestão foi firmada a parceria ABES/BID, a iniciativa abre caminhos para futuros projetos. “O curso foi um ótimo dispositivo. A regulação é um tema novo no Brasil e precisamos de muito debate e muita capacitação”, reforça. “A ABES foi escolhida pelo BID justamente pela pluralidade, como sempre destaco, ela congrega todos os setores do saneamento, além de sua história, sua força na capacitação”, ressalta.

O engenheiro lembrou de como o curso foi concorrido quando as inscrições foram abertas. “Chegamos ao final com um número muito alto (82 alunos). Em um curso longo é muito comum que as pessoas desistam no meio do caminho. Então, foi extremamente positivo”, frisa. “Esperamos que agora usemos este curso que está pronto e a plataforma já disponível para a ABES para que possamos fazer novas turmas em outras empresas, agências reguladoras, universidades. A ABES tem um material espetacular”, conclui Dante (veja aqui os novos cursos EAD da ABES).

“Uma das grandes alegrias de trabalhar com educação é ver os alunos aplicarem os conhecimentos adquiridos e perceber que o repassado contribuiu para a formação pessoal deles”, declara Marina Aguiar, tutora do curso. “Nesse sentido, o curso Regulação dos Serviços de Saneamento – Teoria e Prática me trouxe muitas alegrias e é uma das principais lembranças que vou carregar comigo desta primeira turma. Vê-los aplicando os conhecimentos nos debates dos fóruns, utilizando os exemplos dados nas apostilas para associar a outros casos vividos e, principalmente, observar a busca por mais conhecimento a partir do que repassamos me trouxe muita gratificação no dia-a-dia dos nossos 6 meses de curso!”, orgulha-se.

A administradora da plataforma EAD, Teresa Sardão, compartilha a mesma visão de Dante. “O curso surpreendeu em número de interessados e principalmente na baixa evasão. Tivemos poucos casos de desistência”, enfatiza. “Outro ponto de destaque foi a interação dos alunos com a dinâmica do curso, participando ativamente das atividades em um calendário extenso. Boa parte do bom resultado nesse sentido ocorreu porque usamos uma plataforma open-source de fácil acesso e operação”, explica Teresa. “Por fim, diria que essa é uma inovação da ABES que foi bem recebida pelos alunos e que temos muito a explorar nessa modalidade de aprendizado virtual para o segmento de saneamento ambiental”.

O presidente nacional da ABES, Roberval Tavares de Souza, ressalta o marco que a iniciativa significou e que agora se amplia para a maior programação EAD de cursos em Saneamento Ambiental do Brasil. “É uma vitória da ABES, dos profissionais envolvidos e de todos os alunos que participaram da primeira turma. A ABES lançará em fevereiro a programação 2017 do Centro de Capacitação EAD da UNIABES, com 10 cursos para a capacitação e qualificação dos profissionais do setor, sendo dois criados pela ABES (Regulação e Tratamento de Esgotos Domésticos) e oito em parceria com a Water Database Saneamento Básico, empresa reconhecida no mercado. Esta parceria é outra inovação trazida pelo Plano Estratégico da ABES para o Biênio 2017/18.

“A iniciativa da ABES, em parceria com o BID, de realizar este curso a distância traz inovações que merecem ser destacadas: o tema de regulação, ainda novo para o setor de saneamento; a modalidade em si, EAD, que permite flexibilidade e alcance inimagináveis; o dinamismo do curso, através do qual todos os aspectos sobre a Regulação dos serviços foram abordados, com avaliações e estudos de caso. Durante a realização do curso, estive trabalhando na Secretaria Nacional de Saneamento Ambiental do Ministério das Cidades. Os conceitos da regulação dos serviços aprendidos no curso foram muito valiosos para complementar os produtos do projeto de cooperação entre o Brasil e a Alemanha para o qual trabalho, sobre Eficiência Energética no Abastecimento de Água – ProEESA. Atualmente, estou trabalhando na autarquia municipal prestadora de serviços de abastecimento de água, esgotamento sanitário, drenagem urbana e manejo de resíduos sólidos de São Lourenço, no sul de Minas Gerais. “Sou assessor de Planejamento da Companhia de Saneamento Municipal – Cesama, de Juiz de Fora – MG, que é regulada pela Arsae-MG desde 2012. Participei desde o início do processo de regulação e, na ocasião, havia ainda muita falta de informação sobre o assunto, mas fui aprendendo aos poucos devido à própria necessidade. Regulação: um tema complexo, passando para um tema simples

Ao longo de toda a trajetória da capacitação EAD, promovida pelo Convênio ABES/BID, o tema regulação foi passando por uma transição. De um tema árido para um tema palatável; de um tema novo para um tema contemporâneo; de um tema complexo para um tema simples.

Considerando que o tema chegou ao setor de saneamento, na esteira da Lei 11.445/2007, nos dava a impressão que o assunto chegava ao setor a partir de então. Grandes descobertas foram sendo identificadas, notadamente o fato de que regulação há muito vem sendo debatida, dada a sua importância para salvaguarda de interesses de todas as partes interessadas, particularmente aqueles da sociedade.

Aprendemos assim que no velho continente a regulação veio para disciplinar relações, para salvaguardas, até então desamparadas. Pudemos também perceber o que outras utilities pensavam e agiam sobre o tema. Mas não parou por aí: ao desnudarmos o tema, apareceram muitas questões até então cristalizadas, monolíticas, até então ocultas. Pudemos perceber a importância da revisão de conceitos antigos, correlatos ao tema, tais como consumo mínimo, regulamentação, política tarifária, engenharia econômica, limites de responsabilidades, modelos organizacionais, gestão de risco, comercialização de serviços, impacto de questões contingenciais na vida de uma organização de saneamento, estratégias de regulação, modelos de regulação, enfim, toda sorte de metodologias relativas ao nosso setor brasileiro, mas cheio de exemplos e experiências de diversos países do mundo.

Foi de fato um show a que fomos submetidos, nós participantes do EAD ABES/BID: show de conceitos, de teorias, de práticas, de cases, de experiências bem e mal sucedidas, estas últimas complementadas por fóruns de discussão riquíssimos, promovidos pelo corpo discente, com apoio inestimável de nossos tutores(as) e coaching.

Por fim, a tecnologia de informação que a ABES/BID nos disponibilizou, trazendo ao Brasil o modelo educacional a distância, corou toda a experiência, credenciando a nossa ABES a acreditar na educação, na formação, no desenvolvimento gerencial, no despertar de novas lideranças, no conhecimento, credenciando-a na criação de nossa UNIABES, a universidade do saneamento, em apoio à transferência de experiências a todas as regiões brasileiras.

Cumprimentar e agradecer é o que nos resta, pelo resgate que a ABES/BID promoveram, trazendo alentos ao setor de saneamento, certos de que encontraremos o caminho da regulação, dando ao setor um modelo regulado, contemporâneo, digno de uma sociedade que anseia por qualidade na prestação de serviços, mais do que simplesmente idealizar modelos de gestão.
