Leia a entrevista ao Boletim Abes Acontece com os integrantes da Câmara, Jairo Tardelli, consultor e apoiador da Diretoria Nacional da ABES, e Ricardo Rover, coordenador da Câmara Técnica de Gestão de Perdas de Água, da ABES-RS, que estão, ao lado do professor Mário Bággio, organizando o Painel “Gestão e Controle de Perdas de Água”, que ocorrerá no dia 6 de outubro.
ABES Acontece – Quais são as atividades da Câmara programadas para o Congresso?
Jairo Tardelli – Haverá um painel sobre Controle de Perdas em Sistemas Públicos de Abastecimento de Água, no qual serão destacadas palestras de especialistas sobre temas atuais e relevantes relativos às informações sobre saneamento no Brasil e às ações técnicas e gerenciais de combate às perdas em sistemas de abastecimento de água; as duas cartas formuladas no 1º Seminário Nacional sobre Controle de Perdas (Porto Alegre, 2015), uma para o Governo Federal (Ministério das Cidades) e outra, para as empresas operadoras de água do setor de saneamento; um documento da ABES contendo conceitos, comparações, posicionamentos e propostas para a questão das perdas, no contexto de crises hídricas.
Ricardo Rover – De fato, o Painel “Gestão e Controle de Perdas de Água” é a atividade sob a responsabilidade da Câmara Técnica no 28º Congresso, sendo importante mencionar que o tema está presente em várias outras atividades, como os vários trabalhos técnicos, palestras, painéis e mesas redondas que trazem muito forte os desafios da área do saneamento à gestão e ampliação dos sistemas de abastecimento, bem como à vinculação do saneamento com o meio ambiente.
Sobre o painel, temos a informação de que, além de profissionais renomados da esfera nacional, o Consulado Britânico irá enviar um profissional para também participar da mesa.
Em relação às cartas, consistem em dois documentos formulados no 1º Seminário Nacional de Gestão e Controle de Perdas de Água, realizado em Porto Alegre, nos dias 13 e 14 de julho deste ano. Um dos documentos é direcionado ao Governo Federal e o outro, às empresas de Saneamento, e reúnem ações consideradas prioritárias, ou seja, “elementos considerados imprescindíveis ao fortalecimento e desenvolvimento das atividades de Gestão de Perdas e, consequentemente, do Saneamento a nível nacional”. Estes documentos serão apresentados ao Congresso como moção e, caso acolhidos, serão apresentados ao Governo Federal e às empresas de Saneamento a nível nacional.
Sobre o documento da ABES, trata-se de um consistente documento, muito bem elaborado a partir de rica bibliografia enriquecida por muita experiência prática de operação e gestão. Contextualizado no ambiente atual, traz indicações e estratégias de gestão para o enfrentamento da questão das perdas e do quadro de escassez hídrica, desafios dos profissionais e empresas da área de Saneamento.
ABES Acontece – Como vocês veem a escolha dos temas para o Congresso no momento de crise de escassez hídrica do país?
Jairo Tardelli – Mais do que um item importante na eficiência técnica, operacional e financeira das empresas operadoras dos serviços de água, o momento é crucial, em que as questões ligadas à conservação da água, onde se inserem o combate às perdas, o uso racional da água e o reúso, são absolutamente atuais e importantes. Com certeza, o setor de saneamento vai sair melhor do que quando entrou nessa crise hídrica, as pessoas irão também refletir mais no momento do consumo de água, com decorrentes alterações de hábitos no uso cotidiano da água.
Ricardo Rover- Excelente a resposta do Eng. Tardelli. Foi muito feliz a coordenação do 28º Congresso em trazer o tema “Alterações Climáticas e a Gestão do Saneamento Ambiental”. Todo o setor de Saneamento está em estado de alerta ante a ferocidade com que as questões climáticas têm agredido comunidades importantes do nosso país: apenas neste ano, tivemos uma gravíssima estiagem desabastecendo partes importantes da Região Sudeste, enquanto grandes inundações desabasteceram por vários dias parte significativa da Região Metropolitana de Porto Alegre. Muito importante trazer estes tema no cenário atual, no qual a crise financeira exige um esforço adicional dos gestores para não apenas enfrentar os desafios das questões climáticas e administrativas, como também reduzir seus custos operacionais e conceder maior vida útil aos sistemas de abastecimento, postergando maiores investimentos.
ABES Acontece – Quais as expectativas em relação às discussões que serão realizadas no evento?
Jairo Tardelli – As perdas em sistemas públicos de abastecimento de água sempre foram importantes itens para debate no setor de saneamento, pois estão associadas à performance operacional das operadoras de saneamento em qualquer parte do mundo. As profícuas discussões que ocorreram no 1º Seminário de Controle e Redução de Perdas, organizado pela ABES-RS, em Porto Alegre (julho/2015), trouxeram posicionamentos importantes do setor, dirigidos ao Governo Federal e às empresas e operadoras de saneamento do país. Além disso, o documento que foi elaborado por engenheiros associados da ABES traz atualizações técnicas e discussões sobre perdas em contextos de crises hídricas, que procuram enriquecer as discussões no setor no Brasil.
As Câmaras Técnicas e Temáticas da ABES (nacionais e regionais) têm o papel de promover os debates sobre o controle de perdas no Brasil, aglutinando e disseminando conhecimentos sobre essa importante fração operacional e estrutural das empresas de saneamento. Citamos mais uma vez o exemplo recente do sucesso do 1º Seminário Nacional sobre Controle de Perdas, organizado pela CT da ABES-RS, em Porto Alegre.
Ricardo Rover – Acrescento apenas a expectativa quanto ao papel da Câmara Temática (nacional) em estimular ainda mais a criação de Câmaras Técnicas estaduais e regionais. Muitos estados da Federação ainda não têm as suas Câmaras Técnicas constituídas.
