Com o painel “Regulação dos serviços de saneamento básico sob a visão dos órgãos de controle e o poder concedente”, a Câmara Temática de Regulação e Tarifas pretende levar para o 28º Congresso Brasileiro de Engenharia Sanitária e Ambiental da ABES uma ampla discussão sobre o assunto. A programação desta Câmara será realizada no dia 7 de outubro, com horário previsto das 10h30 às 12h30.
Segundo o coordenador da CT, o engenheiro Ciro Rocha (ARIS), o tema tinha pouco espaço nas edições anteriores do CBESA, havendo um inicio de discussão do tema no 27º Congresso, realizado em Goiânia, em 2013. Debates sobre regulação em saneamento no país, de acordo com Ciro, são algo novo. “A ABES está inovando em abrir esta discussão no âmbito do Congresso. Inclusive, vários trabalhos técnicos foram selecionados, apesar de ainda não terem um peso significativo”, ressalta.
O painel, conforme o engenheiro, vai servir para fazer uma avaliação do “estado da arte”. “A ideia é levar alguém mais na ponta da linha – no caso, um operador municipal – para conhecermos qual a sua visão da operação local e a relação com os aspectos da regulação. E também a visão de um regulador regional (ARIS) e o Governo Federal, de forma a termos diferentes percepções em vários níveis sobre a questão da regulação.”
