Simpósio de Dessalinização e Reúso/Fortaleza: painel debate financiamentos e planos voltados para a reutilização da água

“A discussão sobre financiamentos para o setor voltados para o reúso de água trouxe formas de visão de contratação em reúso como um bem a ser tratado no contexto dos recursos hídricos nacionais. Os exemplos reais mostram que é possível fazer reúso a custos competitivos.”

A afirmação é de Álvaro Menezes da Costa, diretor da ABES e coordenador do Painel 1 – Financiamentos e Planos Regionais e Nacionais para a Dessalinização e Reutilização da Água do 1º Simpósio Nacional sobre Dessalinização e Reúso: Viabilizando Alternativas à Escassez Hídrica, que aconteceu nesta quinta-feira, 23 de março, em Fortaleza/CE. O evento foi promovido pela Associação Brasileira de Engenharia Sanitária e Ambiental – ABES na capital cearense, em parceria com a ABES Seção Ceará e a Câmara Temática Dessalinização e Reúso da ABES.

O encontro é uma das etapas preparatórias para o Congresso ABES Fenasan 2017, o maior encontro de Saneamento Ambiental das Américas, que será promovido em São Paulo de 2 a 6 de outubro (saiba mais aqui). O Simpósio, que ocorreu no Novotel Fortaleza, debateu o uso da dessalinização e do reúso, tanto em custo quanto em aplicações, para que sejam opções viáveis na busca de soluções frente s situações de crise hídrica

O painel coordenado e mediado por Álvaro Menezes contou com a apresentação de três palestras sobre o tema. Helene Kubler, da CH2M HILL,   abordou a “Dessalinização e Reutilização da Água em Planos Nacionais e Regionais;  Wladimir Ribeiro, da Manesco e Associados, falou sobre “Financiamento Público e Privado às alternativas em dessalinização e reúso para a crise hídrica”; Fernando Gomes, da Aquapolo Ambiental, mostrou “Como estruturar um modelo de negócio para produção de água de reuso – um caso na prática”.

Álvaro Menezes da Costa ressalta que o debate foi “fundamentalmente importante para que houvesse a divulgação de modalidades de contratação que possibilitem a participação do setor privado nas atividades de reúso em suas várias finalidades como reúso industrial e reúso potável indireto”. Segundo o diretor da ABES, a discussão também foi significativa por trazer algumas definições de caráter jurídico, legal sobre a propriedade do reúso, a forma de utilização do bem reúso como uma possibilidade de alternativa de fontes de abastecimento e equilíbrio do balanço hídrico. “Além disso, trouxe casos de reúso no Brasil, como a Aquapolo, e exemplos da Califórnia (EUA) que mostraram, neste caso especificamente, quanto tempo levou para que de fato houvesse uma tomada de consciência, de perceber a importância de utilizar o reúso nos  Estados Unidos, na região da Califórnia. O painel foi muito bem-sucedido nesse sentido”, frisa.
