As Câmaras Temáticas da Associação Brasileira de Engenharia Sanitária e Ambiental – ABES de Dessalinização e Reúso, Saneamento Rural, Saúde Ambiental, Comunicação no Saneamento e Regulação e Tarifa se destacaram durante a Rio Water Week, que aconteceu de 26 a 28 de novembro, no Riocentro Rio de Janeiro. O evento internacional, que foi promovido pela primeira vez no Brasil, contou com cerca de dois mil e trezentos participantes. Veja como foi a participação das Câmaras.
Maria Lucia Coelho Silva, diretora nacional da ABES e articuladora das Câmaras, reforça a importância da diversidade nas discussões do saneamento. “Ressalto o papel da mulher na busca pela universalização do saneamento. A Rio Water Week contou com esta pluralidade, trazendo pessoas de várias partes do mundo, diversas culturas e realidades.”

CT Saneamento Rural
A Câmara Temática de Saneamento Rural participou da Sessão “GESTÃO SUSTENTÁVEL PARA UNIVERSALIZAÇÃO DOS SERVIÇOS DE ÁGUA E ESGOTO”. Com moderação de Mônica Bicalho Pinto Rodrigues, coordenadora da Câmara, o painel contou com apresentações de Cesarina Quintana, da COSUDE – Peru, Helder Cortez, coordenador (adjunto) da CT e diretor da CAGECE, Cícero da Silva, presidente do Sisar da Bacia do Parnaíba e Virgínia Molose, da WRC SA.
Mônica Bicalho fez um balanço sobre o painel. “Estamos mais uma vez aqui contando com o grande apoio que temos da ABES nesses eventos sobre saneamento, no qual o saneamento rural tem sido cada vez mais reconhecido. Ter sido convidada para participar da Rio Water Week foi uma grande honra e glória para nós”, comemorou ela, lembrando que o saneamento rural está se viabilizando e se tornando cada vez mais visível para todos.
“Tivemos hoje uma experiência diferente com relação à apresentação da Virgínia Molose, que mostrou como a África tem feito com seus sistemas de saneamento na área de abastecimento de água através do envolvimento com as comunidades (já que da parte dos governos ainda não tem acontecido). Mostrou como a força das comunidades podem fazer para que depois o governo chegue para complementar e assumir algumas funções que deveriam ser cumpridas”, destacou a engenheira. “Cesarina Quintana, do Peru, já acompanha a nossa Câmara Temática e nossos eventos, desde Porto Alegre, em 2008, mostrou os resultados após 22 anos do Programa SABA PLUS e vem nos dar a ótima notícia que a partir de fevereiro teremos o programa Wash, que acontecerá aqui no Brasil”, contou Mônica. “A ABES proporciona, com seus eventos nacionais e internacionais, seminários municipais e anuais, uma aproximação. Estamos conseguindo estar presentes junto aos órgãos externos que nos apoiam”, enfatizou.
Comentou, ainda que Helder Cortez, é um exemplo vivo do que vêm acontecendo no Ceará. “Um exemplo de saneamento rural de sucesso, uma gestão compartilhada e sustentável em sistemas”, Mônica explicou que a seu pedido Heldez Cortez levou para o evento o presidente de uma organização comunitária – o Sistema Integrado de Saneamento Rural – SISAR, Cícero da Silva. Segundo ela, Cícero é o próprio operador da comunidade e presidente de uma das associações filiadas ao SISAR da Cratéus da Parnaíba. “Fiquei feliz porque ele mostrou para a plateia [para um auditório lotado] a realidade. Foi uma apresentação pé no chão de uma pessoa muito simples”, destacou Mônica Bicalho.
Cícero da Silva também comentou a sua participação. “Estamos em um encontro de conhecimento Trazemos conhecimento do Sisares para o Rio de Janeiro. É uma satisfação e temos a intenção de levar para outros estados. Se houver a necessidade é só entrar em contato conosco que estamos à disposição para levar tudo aquilo que conhecemos do saneamento rural e transmitir a informação”, disse ele. “Queremos ajudar e, na medida do possível, mostrar o que sabemos fazer e o que se pode fazer de acordo com a realidade apresentada dentro das comunidades no meio rural”, destacou.
“Estou muito agradecida pela oportunidade que a Rio Water Week está dando de poder compartilhar nossa experiência. E o painel do qual participei foi muito oportuno. Apesar das diferenças da área rural que podem existir em cada país, os problemas são comuns: a operação, manutenção, sustentabilidade. São temas sempre temas sempre tratando de chegar à sustentabilidade, pois não tratam apenas de aspectos econômicos e financeiros, mas também social e institucional. E quando falamos de instituições, falamos de organizações comunitárias, que obedecem a um contexto político e econômico. Se o desenvolvimento não chega às zonas rurais, estas populações partem para as cidades e acabam passando por muitos problemas, muita carência, que envolvem a saúde e a qualidade de vida. Isso ocorre não só no Brasil , mas em muitos países”, afirmou Cesarina Quintana.
CT Dessalinização e Reúso
Renato Giani Ramos, coordenador da CT de Dessalinização e Reúso, moderou a Sessão “DIVERSIFICAÇÃO DA MATRIZ DA ÁGUA: COMO VIABILIZAR A DESSALINIZAÇÃO?”. Os palestrantes foram Federico Lagreca, da SUEZ, Victor Gutierrez, da Águas de Antofagasta.
“O painel foi muito elucidativo por duas perspectivas importantes. Primeiro, os palestrantes trouxeram exemplos fundamentais para esclarecer paradigmas fundamentais na universalização”, frisou Renato Ramos. “O segundo aspecto foi a quantidade de perguntas que o público trouxe para os palestrantes, mostrando um grande interesse pelo tema, que vem ganhando maturidade no Brasil e em breve veremos mais implementação”, ressaltou.
Federico Lagreca reforçou a importância de discutir o tema, uma possibilidade de impressão de matriz. “São tecnologias disponíveis há muito tempo em outros países. Temos que fazer o Brasil tentar caminhar para a universalização. Há muito para se fazer. É uma necessidade de sobrevivência. Estamos muito atrasado com relação ao esgoto”, enfatizou. Sobre a realização, destacou: “o Rio de Janeiro encabeçar o evento e essa discussão é muito importante estar palestrando, patrocinando um estande. Estamos incentivando porque é algo a se fazer. Temos que olhar para a água, o saneamento com prioridade nos governos para alcançarmos a universalização e trazer a saúde para a população”, afirmou Lagreca.
CT Saúde Ambiental
A coordenadora (adjunta) da CT de Saúde Ambiental, Roseane Maria Garcia Lopes Garcia de Souza, que é também diretora da ABES-SP e coordenadora das Câmaras Técnicas de Saúde Pública e de Resíduos Sólidos da seção, moderou a Sessão “Inovação em Água e Saúde”. O painel contou com palestras de Valerie Naidoo, da WRC SA, Teófilo Monteiro, da PAHO, e Waldemir Colombini, da Enorsul Saneamento.
“A mesa teve temas relevantes – carga global de doenças é um tema novo que o setor de saneamento tem que começar a entender para poder aplicar”, destacou Roseane. “É importante. É um tema novo da Organização Mundial da Saúde, que avalia os dados de saúde a partir de saneamento”, explicou. E ressaltou que foi válido trazer a questão das tecnologias alternativa nas comunidades. “É um olhar diferenciado, e que está trazendo saneamento e saúde. Outro assunto abordado foi o contrato de performance da Sabesp, que faz a empresa entrar na comunidade e conversar e combinar sobre pagamentos. Os três temas foram muito bons”, finalizou.
CT Regulação e Tarifa
Já a coordenadora da Câmara Temática de Regulação e Tarifa da ABES e diretora da ABES-SP, Marisa Guimarães, moderou a Sessão “REGULAÇÃO E INTERFACE DE STAKEHOLDERS”. Participaram do debate Hélio Castro (ARSESP), Carolina Latorre (IWA), Frederico Turolla (FGV), Jaime Melo Baptista (Lis Water), Marcel Sanches (Sabesp), Ashley Brown (Harvard Kennedy School), Cláudio Fernieden (WEF).
“Tivemos uma grande sessão. Conseguimos trazer especialistas dos Estados Unidos, de Portugal, do Chile, da IWA. São experiências variadas para conversar sobre um assunto de extrema importância, que é serviço de regulação do serviço de saneamento e capacitação, que é construção de consciência, de conhecimento na área regulação que perpassa as organizações de prestadores de serviços, agências reguladoras e municipalidades”, disse Marisa. “E um aspecto importante, que vamos ter que abordar em outro momento: como pensamos em capacitação também para as pessoas em geral, para a sociedade para se permitir que a participação preconizada por lei, a participação popular nas decisões nas questões de saneamento sejam possíveis com um nível de qualidade de consciência.”, ressaltou a engenheira.
Hélio Castro, presidente da Arsesp, também comentou sobre o debate. “A sessão tratou da capacitação dos agentes de regulação. E o que se consegue depreender é que hoje tem uma dependência de se fazer um processo colaborativo, no qual os atores conseguem juntos criar as melhores ferramentas para fazer uma regulação adequada”, salientou. “O painel e foi muito interessante”, disse e ressaltou que o evento como um todo está muito bom. “Estamos tratando diversos assuntos relacionados ao saneamento que é uma área tão carente no Brasil. Conseguimos ver as dificuldades e experiências exitosas nas instituições nacionais e internacionais. Tem sido muito rico. É importante que essa discussão aconteça cada vez mais para conseguirmos avançar cada vez mais nesse processo”, afirmou o especialista.
Para o palestrante internacional Cláudio Fernieden (WEF), o evento geral em si tem sido muito bem organizado e os temas se complementam muito bem. “O tema de regulação e regulamentos em geral é muito importante não importa onde esteja tem que ser adaptado para a realidade daquele país. Aprender com as melhores práticas de cada país é a melhor forma de poder implementar, no final das contas, algo que é razoável”.
CT Prestação de Serviços
No primeiro dia do evento, as coordenadoras da Câmara Temática de Prestação de Serviços e Relacionamento com Clientes da ABES Samanta Oliveira, Juliana Dutra (adjunta) participaram como debatedora e palestrante (respectivamente) da Sessão “Água Segura nas Favelas”. O debate contou também com a participação de Marcelo Motta, da CEDAE, Ângela Biancolin, da Sabesp, Charles Chami, da Suez Marrocos, e Eduardo Pelaes Ortiz, da EPM. A moderação foi de Edes Oliveira, da CEDAE.
“Esse painel faz parte da realidade do dia a dia das empresas estaduais que atuam nas metrópoles do país, onde temos o grande desafio de regularizar áreas carentes, onde as pessoas têm dificuldade de acesso aos serviços de água e esgoto”, enfatizou Samanta. “Realmente”, complementa Samanta, “demandam metodologias absolutamente inovadoras para que nos possibilitem atuar tanto do ponto de vista técnico, que é difícil do ponto de vista cultural, comercial e social. Ver diversos panoramas de distintas partes do mundo atuando de formas diferentes é muito salutar”, frisou. “Com certeza a troca de informações entre todos é muito interessante porque podemos utilizar as informações e experiências de outros locais para nossa realidade”.
Já Juliana achou importante destacar a participação de Charles Chami, da Suez Marrocos, que disse que cada comunidade tem um trabalho diferente. Que tudo tem que ser precedido de diagnóstico e que quando se encontra uma solução muito boa durante apresentação, por exemplo, e se acredita que é possível implantar diretamente essa solução na nossa área, tem que entender que não é bem assim que funciona. “Precisamos sempre fazer um diagnóstico e entender que solução casa com as principais necessidades que cada área tem”, reforçou Juliana Dutra.
Para Charles Chami, o desafio de dar acesso à água nas favelas, para a população menos favorecida é um assunto muito importante. “O Brasil e outros países do mundo têm muitos moradores de favelas e nós devemos abordar esse desafio juntos e também com ações adaptadas a cada favela. Um trabalho social que envolve parte interessada, políticos, instituições, companhias estaduais e os moradores que devem ver que este é o melhor caminho para primeiro dar acesso à água e depois melhorar o saneamento, que tem um impacto positivo na saúde”, salientou. “Este é um desafio importante a vencer. Pensamos no Brasil como um país com muita água, mas há regiões com falta de água e estados onde as perdas têm impacto importante. E ao falamos de água como um direito para todos, devemos assumir, verificar, reduzir as perdas e economizar. É um tema importante que está além do Brasil”, afirmou.
CT Comunicação no Saneamento
A Câmara organizou duas sessões no dia 28: “Comunicação e Sustentabilidade: Negócios e o Desafio de Dialogar com a Sociedade” e “Redes sociais, tecnologia e comunicação para a sustentabilidade: um mundo dinâmico”.
Mediada por Edson Carlos, do Trata Brasil, a primeira sessão teve participações de Laurence Pelisson Demoulin, da SIAAP/França, que apresentou as estratégias de comunicação da autoridade de água parisiense, Paula Kehoe (San Francisco Water Public Utilities), Ricardo Assimpção, apresentando o case da Sabesp, e Simone Benassi, da Itaipu Binacional.
“Esta sessão destacou a importância sobre como devemos nos comunicar com a comunidade e todos os stakeholders sobre o valor da água e do saneamento. E a comunicação nos permite e parceiros da comunidade. Foi uma sessão fantástica, eu aprendi muito e foi muito interessante fazer parte desta discussão”, disse a americana Paula Kehoe.
“É essencial falar sobre água, tecnologia e políticas, mas também comunicação, pois temos que compartilhar com os stakeholders. Porque não é positivo mantemos esse conhecimento entre os experts e não compartilharmos com todos. Temos que pensar juntos e a Rio Water Week é uma excelente oportunidade para isso. Felicito os organizadores”, destacou a francesa Laurence Pelisson.
Com mediação de Samanta Souza, coordenadora da CT Prestação de Serviços (que substituiu Dante Ragazzi Pauli, coordenador da CT Comunicação), a sessão “Redes sociais, tecnologia e comunicação para a sustentabilidade: um mundo dinâmico” teve apresentações de Mário Gustavo Veronesi da SOS Mata Atlântica, do espanhol Enrique Cabrera, da IWA, Murilo Sant’Anna, do Consórcio PCJ e Ifetayo Venner, da WEF/EUA.
Sobre as palestras das entidades brasileiras, Ifetayo Wenner elogiou o trabalho que tem sido feito no Brasil. “Os brasileiros estão usando várias mídias sociais para comunicar seus conteúdos, mas também para obter opiniões de quem é impactado peças questões da água. Também pude perceber que as entidades que se apresentaram usam as mídias para conectar seu voluntários e o público, muito similar ao que a WEF e a IWA fazem. Apesar de sermos de países diferentes, temos ações semelhantes. Chamou atenção o uso que é feito para atrair os mais jovens, mas também o uso das mídias mais tradicionais para não esquecermos os públicos mais maduros”.
O coordenador da Câmara Temática Comunicação no Saneamento, Dante Ragazzi Pauli, ressalta a importância dos temas para o setor. “Não pude estar presente por compromissos profissionais, mas fico satisfeito que as discussões tenham sido de alto nível e que o objetivo foi alcançado: a troca de experiências brasileiras e internacionais. Ter uma Câmara de Comunicação na ABES foi uma grande conquista, pois o setor precisa muito fortalecer esta área.”

CT Gestão de Perdas e Eficiência Energética
A Câmara coordenada por Ricardo Röver Machado envolveu-se na organizações de diversas sessões, com presenças de convidados internacionais como Valerie Naidoo, da Comissão de Pesquisa da Água, da África do Sul, Rui Cunha Marques, da Universidade de Lisboa/Portugal, Christoph Platzer/GIZ/México e Alexandra Lauriat/SIAAP/França, entre outros.
As sessões trataram os seguintes temas: “Enfrentando perdas de água – colaborando com a segurança da água”, “Taxa de compreensão do aumento da perda real”, “Oportunidades de produção de energia em sistemas de água e saneamento”, “Sistemas de Gerenciamento de Energia em Serviços de Abastecimento de Água”, “Água para todos, a longo prazo, através da gestão eficiente de ativos”, “Como medir o desempenho dos serviços públicos de água”, “Melhoria na gestão do solo com uma base mais confiável – a metodologia ACERTAR” e o workshop “Cálculo prático sobre o crescimento natural das perdas reais em redes de distribuição de água”, com o especialista Julian Thornton.

No primeiro dia da Rio Water Week, 26 de novembro, foi realizada uma reunião da Câmara Temática de Saúde Ambiental da ABES, com os coordenadores Rainier Pedraça, também presidente da ABES-AM, Roseane M. Garcia Lopes de Souza (adjunta), diretora da ABES-SP e coordenadora das Câmaras Técnicas de Saúde Pública e de Resíduos Sólidos da seção, a secretaria executiva, Vera Braz, e Maria Lúcia Coelho, diretora nacional da ABES e articuladora das CTs da entidade.
